PART 1 GENERAL

1.1 PROJECT BRIEF: A pre-proposal submittal site walk visit is recommended. The intent of this project is to safely remove and properly dispose of what appears to be the original boiler exhaust stack from 1966. The stack is being removed as part of a boiler replacement project and the stack is not required for the new boil-er being installed.

This project will be awarded based on Price and Technical Capability. The per-spective bidders must submit a resume and/or proof of their capability in handling the proper removal and disposal of five (5) boiler stack sections of an undeter-mined weight.

1.2 PROJECT BACKGROUND: The Building 130 Mace Hall Barracks was constructed in 1966 and is a two (2) story building with a low pitched roof. The building is asymmetrical and constructed of concrete masonry units. The boiler room is a 10’ by 16’ room (approx. 160 sq.ft), a ceiling height of approximately 20’ with 6 foot wide double doors that open to a concrete porch. The stack is located in the far back left corner of the bldg 130 Mace Hall Barracks mechanical room. There are some interferences (heating water supply and return piping, propane piping, uni-strut metal channeling, ventilation ducting) that will need to be removed and properly restored to their original found positions. The stack is a twenty-three

(23) inch outside diameter and approximately 20’ in height with a sheet metal ex-terior. The stack has five (5) visible sections. During a second phase of investiga-tive sampling, the stack was discovered to have a dark gray colored cementitious lining (not sampled). The contractor will be requested to sample this cementitious lining material and request a same day turnaround from a certified lab for further determination and the proper disposal considerations of the stack. The stack joints contain a gray cementitious sealant underneath the sheet metal bands and was sampled and found to contain 15% Chrysotile Asbestos. The joint sealant is in a degraded state and could be considered friable and therefore, deemed as a regulated asbestos containing material (RACM). The contractor shall reduce the risk of Asbestos exposure to those individuals, who during the course of executing Asbestos abatement operations in the Building 130 Mace Hall Barracks boiler room and surrounding area will be exposed to RACM. This action is in alignment with Commandant Instruction M6260.16A, which states, “Unprotected personnel shall not be exposed to airborne asbestos fiber concentrations greater than 0.1 fibers per cubic centimeter (0.1 f/cc) averaged over an eight-hour day” for occupational exposure levels. In addition, the intent of this project is to comply with the Bay Area Air Quality Management District’s (BAAQMD) Regulation 11, Rule 2, which requires the removal of RACM from a structure prior to demolition beginning

1.1 INTENT

A. The intent of this project is to perform all planning, coordination, administra-tion, execution, and cleaning necessary to safely remove Regulated Asbes-tos-Containing Materials (RACM) found to be 15% Chrysotile Asbestos from the BLDG 130 Mace Hall Barracks mechanical room. Properly remove one

(1) twenty-three (23) inch outside diameter and approximately 20’ in height with a sheet metal exterior boiler stack. This stack has five (5) visible sec-tions covered by sheet metal bands that are fasten by threaded fasteners.

Due to the finding of the dark gray cementitious inner lining a weight for each section is undetermined at this time. The contractor shall reduce the risk of Asbestos exposure to those individuals, who during the course of exe-cuting Asbestos abatement operations of Building 130 Mace Hall Barracks boiler and boiler room and surrounding area may be exposed to RACM. This action is in alignment with Commandant Instruction M6260.16A, which states, “Unprotected personnel shall not be exposed to airborne asbestos fi-ber concentrations greater than 0.1 fibers per cubic centimeter (0.1 f/cc) av-eraged over an eight-hour day” for occupational exposure levels. In addi-tion, the intent of this project is to comply with the Bay Area Air Quality Management District’s (BAAQMD) Regulation 11, Rule 2, which requires the removal of RACM from a structure prior to demolition beginning.

B. The BAAQMD requires a 10 day prior notification and possible permit fee to be paid for renovations and demolitions projects that contain Asbestos and even Non-Asbestos containing projects.

C. The prevailing winds of TRACEN Petaluma come from the West blowing to the East and are generally stronger in the afternoon. The Contractor SHALL make every effort and precaution to prevent the release of Asbestos Fibers outside of the containment barriers.

D. This document is not intended to be a comprehensive list and does not in-clude all of the requirements incorporated in the regulations listed. Prior to conducting asbestos abatement activities, all personnel associated with the project should review and fully understand the requirements of ALL applica-ble local, state, and federal regulations that may apply to the worksite.

1.2 CODES AND REGULATIONS

Contractor Qualifications: The Contractor shall be firm of established reputa-tion (or if newly organized, whose personnel have previously established a reputation in the same field), which is regularly engaged in, and which main-tains a regular force of workmen skilled in asbestos abatement, and shall have performed this work on previous projects. See the “Submittals” para-graph and Appendices “A “and “B” to this Section for additiona1, qualification requirements.

B. New Contractors: Newly formed/organized asbestos abatement CONTRAC- TORS must provide the same amount of documentation as established CON- TRACTORS. They are not exempt from any of the “Appendix A” submittal re-quirements. They too need to demonstrate a proficiency and knowledge based on both experience and training. This is especially true of the Superin-tendent they plan on using for the Project.

C. Independent Test Laboratory Qualifications: Laboratory shall be an inde-pendent test laboratory regularly engaged in asbestos testing, and a current and successful participant in the NIOSH-Proficiency Analytical Testing Pro-gram for Asbestos Air Sample Analysis. Personnel used for monitoring air-borne concentrations of asbestos fibers shall be proficient in this field, be an industrial hygienist who is qualified to be certified by the American Board of Industrial Hygienist or under the direct supervision of a certified industrial hygienist and have three years experience in air monitoring asbestos. The independent test laboratory shall provide IH personnel or recommend a IH/consultant source who are thoroughly trained and experienced in the fol-lowing.

D. “Monitoring” asbestos abatement projects to insure that these specifications, other EPA and OSHA regulations etc., are being complied with and that all aspects of abatement work are being performed in a safe and professional manner: keeping complete and meaningful daily logs, taking and analyzing all required air monitoring samples for the asbestos abatement project (PCM analysis)(Note: All samples will be PCM samples unless otherwise specified), and remaining at the project site full time during the asbestos abatement ac-tivities.

E. As a minimum, IH personnel used must have satisfactorily completed “NIOSH 582-Sampling and Evaluating Airborne Asbestos Dust” course and have “monitored” at least two asbestos abatement projects where the asbes-tos part of the contract exceeded $200,000.

F. Laboratory personnel shall take all air-monitoring samples and analyze them during the period of the asbestos abatement project and not analyze them after the project is done

1.7 ASBESTOS CONTROL LIMITS

A. Inside Asbestos Work Area: Permissible Exposure Limits (i.e., PEL'S) air con-centrations of asbestos shall not exceed an 8-hour time weighted average of

0.1 fibers (longer than 5 micrometers), per cubic centimeter of air and the Short Term Exposure Limit (STEL) shall not exceed 1.0 f/cc (longer than 5 micrometers) for any 30 minute period.

B. Outside Asbestos Work Area: Air concentrations of asbestos shall be main-tained at an 8-our time weighted average less than 0.01 fibers (longer than 5 microns) per cubic centimeter of air. This applies to all areas in the building except for the asbestos work area while in progress and after final clean-up and clearance.

C. In those cases where the outside work area levels are not 0.01 fibers per cubic centimeter those “baseline” values shall become the new control limits for corresponding “during” and "final clearance” levels.
