SUMMARY

The work shall consist of providing all materials, equipment, transportation, and labor required to provide and install 30 listening stations along ~2.5 miles of domestic water line, and a final survey and map of installation locations as shown and described within these specifications. The new stations shall replace existing stations that have been damaged or lost since original installation in 1993. This is the second phase of a two part project, which was initiated in 2010. The listening stations are to be installed on the existing water system throughout the U. S. Coast Guard’s Base Support Unit (BSU), Kodiak, Alaska.

The Contractor is responsible for:

1) Working with Contracting Officer’s Technical Representative (COTR) and Base Operations Support Services (BOSS) Contractor to locate existing domestic waterline.

2) Complying with all USCG Base and State Airport access requirements.

3) Light brushing – alder and salmonberry.

4) Removing existing listening stations.

5) Installing new listening stations at approximately every 300 (if diameter is 16” or greater), or 350 LF (if diameter of line is less than 16”) along each section of water line, per drawings and specifications. No station shall be installed within 300 feet (+/- 50 feet) of any existing valve or fire hydrant that can be used as a listening station.

Installation includes:

a) Excavating to water line, and removing exterior scale for clean attachment.

Measuring and recording depth to top of pipe (typically -4 feet to -8 feet below existing grade).

b) Installing listening stations that are comprised primarily of utility service box which contains and protects a permanently attached listening device with rod from the top of pipe to the surface.

c) Backfilling and compacting to match existing grade per specifications.

d) Patch-pave disturbed asphalt (Not anticipated in Phase 2).

6) Providing a clear marking device (utility delineator post) for each listening station, ensuring that is offset and well protected or designed to resist road grading, plowing, mowing, and brushing equipment and general traffic. Markers on the airport must meet additional FAA requirements. NOTE: Proved 15 of each marker type as critical spare (30 total). The FAA airport area utility markers require a special installation device. Provide one installation device to the GOVT.

7) Professionally survey and map locations (X,Y,Z) of listening stations, utility delineator posts, and provide swing ties to a minimum of 3 surveyed site features (such as nearest utility pole, edge of pavement, building corner, fence line, manhole, etc.) in locally adjusted State Plane coordinate system, utilizing GPS or other traditional survey equipment as approved by the government.

2. The Contractor shall place fill materials in horizontal layers of uniform thickness.

3. Fill slopes shall be compacted to the required density as the fill is constructed, not afterwards.

4. Do not incorporate frozen materials into fills. When excavation is performed when freezing weather is imminent, place the specified backfill promptly, following the excavation work, at least up to a level which will allow the surface to adequately drain. Make arrangements for the timely availability of such fill materials prior to commencement of the stripping or excavation operations, when required.

B. COMPACTING EARTH FILLS

1. Each layer of the entire fill shall be compacted to a firm and unyielding condition and to at least 90% of the material’s maximum dry density as determined by ASTM D1557.

2. Within the limits described below, the Contractor shall adjust moisture content during compaction to produce a firm and unyielding fill. The Contractor shall not begin compaction until the moisture content is so adjusted.

3. The moisture content shall not vary more than 3-percent above or below optimum as determined by ASTM D1557. Adjust the moisture content of fill materials as necessary to meet the properties requirements specified herein.

4. The Engineer may permit the Contractor to place materials having a higher moisture content than specified in this subsection if:

a. The material consists of free-draining granular material that compacts to a firm, unyielding surface

b. The excess moisture will not impair the fill.

5. However, the Engineer may at any time require the Contractor to return to normal moisture-content specifications.

6. The costs of adjusting the moisture content of fill material to be incidental to other Work.

7. In the top 2 feet, horizontal layers shall not exceed 6-inches in depth before compaction. No layer below the top 2 feet shall exceed 12 inches in depth before compaction.

8. Based on the location and compaction characteristics, the Engineer may permit the Contractor to increase layer thickness up to 18-inches before compaction, provided:

a. Fill material is granular,

b. The layer is more than 2-feet below the top of the fill,

c. An approved vibratory roller is used, and

d. The contractor can document to the satisfaction of the Engineer that the required density is obtained throughout the full depth and width of each layer. This may require that

SOW - 10

additional compaction testing be completed at no cost to the Government.

9. Whatever the method used, any portion of a fill that is inaccessible to large compacting equipment shall be compacted with small mechanical or vibratory compactors.

10. Repair at no cost to the Government any portions of fills that lose stability because of continued hauling across it. Evidence of lost stability shall include pumping or rutting. The Contractor shall also alter hauling equipment or procedures to prevent further damage.

C. COMPACTION AND MOISTURE CONTROL TESTS

1. At least one maximum density and optimum moisture content test shall performed on each material type. The Engineer may request that additional tests be performed if observations indicate that existing test results are not representative of materials being placed in the Work.

Maximum dry density and optimum moisture content tests shall be determined by one of the following methods:

a. Materials with less than 30 percent by weight retained on the U.S. No. 4 sieve shall be determined using ASTM D698 Method A.

b. Materials with 30 percent or more by weight retained on the U.S. No. 4 sieve and less than 30 percent retained on the ¾-inch sieve shall be determined by ASTM D1557 Method D.

c. Materials with 30 percent or more retained on the ¾-inch sieve shall be determined by

ASTM 4253

2. In-place density shall be determined using one of the following methods (i.e., “compaction tests”):

a. ASTM D6938 (nuclear densometer)

b. ASTM D2167 (rubber balloon)

c. ASTM D1556 (sand cone)

3. Field soil moisture content necessary for calculation of dry density can be determined by the following methods:

a. ASTM D2216

b. ASTM D4643

c. ASTM D4944 can be used to expedite field measurements, but tests by one or both of the other methods should be periodically performed to help calibrate the results determined by this method.

d. ASTM D6938 – moisture contents determined using a nuclear densometer will be satisfactory for computation of dry density unless the Engineer indicates otherwise.

4. If any field density test indicates that the materials have not been compacted to the specified dry density, the material represented by that test shall be reworked, or removed and replaced as necessary. At the Contractor’s option, additional tests can be performed to better delineate the areas requiring additional effort. Work shall not proceed until additional testing indicates compliance to the satisfaction of the Engineer.
