HSCG44-16-Q-001043
DEPARTMENT OF HOMELAND SECURITY (DHS)
UNITED STATES COAST GUARD
STATEMENT OF WORK (SOW)
FOR
DIFFERENTIAL GLOBAL POSITIONING SYSTEM (DGPS)
1.0 GENERAL
1.1 BACKGROUND
The United States Coast Guard is mandated by 14 USC 81 to implement, maintain, and operate electronic navigational aids that meet the needs of the maritime community. The Operational
Requirements for the Global Positioning Service (GPS) Sensor document states “All cutters shall be outfitted with two independent receivers systems (not to include AIS receiver). This requirement may be met with the cutter’s positioning receivers if outfitted” and “Unless otherwise approved by CG-761 and CG-731, all standard boats will be outfitted with one independent receiver system (not to include AIS receiver).
The U.S. Coast Guard Command, Control, and Communication Engineering Center (C3CEN)
Core Technologies Navigation Sensors (CT-N2) section, a System Development Agent (SDA) and System Support Agent (SSA) has a requirement to purchase a Differential Global
Positioning System (DGPS) for Coast Guard Cutters and Boats engaged in setting and maintaining maritime Aids to Navigation. The DGPS selected is required to replace a variety of obsolete and unsupportable receivers and those receivers that are no longer in production. The desired DGPS equipment must provide highly accurate position data, interface to existing navigation / charting applications and provide vessel heading even when stationary.
1.2 SCOPE
The purpose of this acquisition is to acquire Differential Global Positioning System for a variety of Aids to Navigation Cutters and Boats, as required by the U.S. Coast Guard Command, Control, and Communication Engineering Center (C3CEN). The required components/products shall meet the Technical Specifications, see enclosure (1) and shall include the following:
a. DGPS receivers (with operator/user manuals),
b. GPS ruggedized antennas,
c. GPS antenna splitters
d. Data/Power Cable sets,
e. Single receiver mounting brackets,
f. Dual receiver mounting brackets.

The receiver system must provide true heading data in a NMEA 0183 and NMEA 2000 format using the HDT – true heading sentence identifier (HDT). The system must receive differential beacon stations, receive both L1 and L2 signals from the GPS constellation and be able to provide Receiver Automated Integrity Monitoring (RAIM). The differential GPS receiver system must interface with the various existing Cutter and Boat Navigation Systems such as the Coast
Guard Scalable Integrated Navigation System (SINS), Automatic Identification System (AIS), and
Electronic Chart Display and Information System (CG-ECDIS / CG-ECS). In addition, the chosen system will need to successfully interface with United States ATON Information
Management System (USAIMS), and the buoy positioning software currently deployed throughout the fleet.
The DGPS shall provide navigational position accuracy within 10 meters. The receiver will also incorporate a dual frequency capability with dual-frequency antennas and provide vessel heading output.
1.3 OBJECTIVE
The overall objective is to establish a multi-year IDIQ contract Base period plus 3 ordering periods to procure a Differential Global Positioning System with a one year warranty to commence on installation:
