Scope of Work Natural Gas Air Permit Sources
USCG Training Center Cape May June 2015
Introduction The United States Coast Guard Training Center Cape May is the fifth largest base in the Coast Guard. The base is located at 1 Munro Avenue in the City of Cape May, at the southern tip of Cape May Peninsula in Cape May County, New Jersey. The Training Center Cape May Housing consists of 172 Coast Guard owned housing units and 91 barracks rooms with the following distribution: 48 two-bedroom units, 92 three-bedroom units, and 32 four-bedroom units. In addition to the housing and barrack units, the Training Center has administrative buildings, classroom buildings (Halls), gymnasium, galley, medical center (dispensary), firehouse, CG Exchange, garage shop, laundry services, and maintenance buildings. The Training Center housing and support buildings are heated using gas-fired boilers and/or hot water heaters, one or more per building. There are a total of approximately 154 boilers, 40 gas dryers or gas heaters, and 134 gas-fired hot water heaters at the training center and housing units. The Training Center is registered with the NJDEP Air Quality Permitting Program with Program Interest Number 73005, and currently holds General Permit GEN 130002 for the emergency generators. Through this Request for Proposal (RFP) the Training Center is requesting the services of a qualified air quality contractor to assist with securing an air operating general permit for the aforementioned boilers and heaters.
In accordance with the New Jersey Air Pollution Control Act - N.J.S.A. 26:2C-9.2 et seq.
and N.J.A.C. 7:27-22-14 General operating permits, the Training Center boilers and heaters may be permitted to operate under General Permit 017. General Permit 017 is applicable to boiler(s) and/or heater(s) burning only the following commercial fuels:
natural gas, No. 2 fuel oil (can be a blend of bioadditives up to 5% by volume), propane and/or kerosene. Boilers and heaters may be aggregated within the GP-017 such that the total heat input of each group is less than 5 MMBtu/hr.
Scope of Services Task 1: The selected contractor will perform an on-site inspection of the training center buildings and prepare an inventory of boilers and heaters. The inventory will identify the type (boiler, heater, dryer) and verify the fuel use (fuel oil or natural gas) and heat input (nameplate rating) for each boiler or heater/dryer inventoried.
Task 2: The selected contractor with the assistance of the training center environmental coordinator will logically group the heaters and boilers into aggregate sets totaling less than 5 MMBtu/hr. Following NJDEP’s guidance, the GP-17 application will individually list each boiler/heater having a maximum heat input capacity greater than or equal to 1 MMBtu/hr and will aggregate all other boilers and heaters into groupings of 5 MMBtu/hr or less, allowing the heaters and boilers to hold a general permit 017 under Option A
(Size Limit) or aggregate the total heat input and if greater than 30 MMBtu/hr, apply for Option B (Gaseous Fuel Limit). The aggregation methodology will be documented in a technical support document (TSD) to be used as the basis for the preparation of the GP-17 operating permit. USCG will review the TSD and groupings and provide comments to contractor.
Task 3: Based on the logical groupings and the TSD the selected contractor will prepare and submit to NJDEP an electronic application for GP-017 (General Permit for Boiler(s) and/or Heater(s) each less than 5 MMBtu/hr) with appropriate emissions calculations for the total permit application. USCG will review GP-017 and provide comments to contractor prior to submittal.
Task 4: The selected contractor will respond to NJDEP comments as needed to assure administrative and technical completeness, including providing any additional information requested by NJDEP to complete its technical review.
Deliverables The selected contractor will be responsible for the following deliverables:
1. An inspection summary report discussing the inventory of boilers and heaters under the command of the training center. This report will include an Excel workbook containing a list of the buildings with associated heaters and boilers.
This inspection summary report will be used as the basis for developing the GP- 017 general permit for the training center.
2. A technical support document describing the aggregation methodology for the heaters and boilers which also includes the groups in a tab in the Excel workbook indicating the heat inputs and basis for grouping and emissions based on either Option A or Option B of GP-017.
3. The GP-017 General Permit Application and any associated supporting calculations and summary. Note that all NJDEP Permit Fees will be the responsibility of the Coast Guard Training Center.
