Fire Trainer Product Requirement USCG Training Center Cape May, New Jersey 08204 25 July 2013

1. Intended Use of Product. This work shall include provision of all labor, equipment and materials necessary to furnish and install a Class "A" Fire, Search and Rescue Trainer. The fire trainer will be used to provide fire training to firefighters in a controlled environment intended to replicate actual conditions. The location of this trainer will be at United States Coast Guard Training Center Cape May, Cape May, New Jersey 08204.

3. General Product Specifications. The fire trainer will consist of a one level structure with specified door, hatch and window opening. The trainer will be constructed from (2) new 8’ x 8.5’ x 40’ shipping containers, intermodal container or other equivalent container. One section will be dedicated to live fire training and must be able to provide the capability to accommodate Class A type fires. The second section will be used for search and rescue. The units will be fabricated off site and joined on site. The minimum total training space will be at least 620 sq ft. Both containers will be constructed of minimum 14 gauge corrugated steel with a continuous weld to the structural components. The undercarriages will be constructed of 5.75” x .125” channel with a weather resistant coating. The proposed price shall include all installation work, training and delivery costs.

4. Submittals: Provide manufacturer product data with proposal.

5. Container /Room 1 (Burn Room) Specifications.

a. Area or container measuring at least 8’ x 8.5’ x 40’ (320 sq ft minimum).

b. The container/room must be constructed in accordance with NFPA 1402, which does not allow for any combustible materials in the burn room. If new containers are used the flooring shall be removed from the entire unit and replaced with non-slip diamond plate steel that is welded solid to the perimeter of the container and stitch welded to the floor joists. The sheets of diamond plate steel shall be welded together with a solid weld to maintain a flat and level floor. Fire blocks or equivalent shall be installed over the diamond plate steel in the burn room floor.

c. A clean-out hatch in the burn room used to facilitate the unloading or cleaning out of burn material after evolutions is required.

d. The walls and ceiling of the burn room insert will be constructed with new heavy gauge corrugated steel and high performance insulation built to withstand repeated evolutions up to 1100 degrees F. The interior corrugated steel to be treated with a high temperature coating. The corrugated sheets will be welded with solid welds and then constructed to prevent any smoke combustion in the void space between the interior corrugated steel and the exterior shell. The continuous solid welds between all the connecting areas of the modular burn room insert will also provide for a completely sealed burn area. The burn area will be at least 8’x8’x20’.

e. Provide a (3’ x 3’minimum) ventilation hatch operated by an exterior mounted winch system. The heavily insulated ventilation hatch must be designed to create an interlocking seal when closed.

f. Provide heavy gauge steel material suspension chains on the ceiling and walls. The placement of the chains will be is designed to allow material to be placed along the walls and ceiling, thus creating the ability to provide a realistic training experience.

g. Install drainage weeps underneath the brick lined floor to allow water to drain to the exterior. Provide an additional floor drain beyond the modular burn room insert to alleviate any standing water.

h. Provide a pallet sized burn crib which will enable horizontal or vertical burning.

i. Provide a (2) zone interior electronic temperature monitoring system that will read the ambient air temperature and relay the information to an exterior mounted data logger. Install (1) sensor ceiling level in the modular burn room insert, and (1) sensor ceiling level mid container.

j. Provide (1) steel tube framed window with a locking hatch cover and steel wheel closure system. The steel wheel closure system must be designed to keep the window shut during training operations. The material used must not warp and fail after repeated usage.

k. Provide (2) steel reinforced, non-latching fire doors (3’ x 6’8” minimum). The fire doors must be fabricated with heavily insulated tube and reinforced corrugated steel. The fire doors will have a steel wheel closure system or equivalent that is designed to keep the doors shut during training operations. Fire doors must have (3) heavy duty hinges that will not warp. Install (1) of the fire doors to lead to the exterior of Room/Container 1 (Burn Room) and the other fired door will lead into Room/Container 2 (Search & Rescue Unit) via a framed opening.

l. Fire doors, windows and hatches must be designed to lock from the interior to prevent intrusion into the fire trainer when not in use.

m. Provide a 4’ x 8’ wall breach simulator that is designed to hold 2” x 4” studs spaced at 16” on center. This simulator will allow for the placement of siding, plywood or sheetrock into the prop for wall breach simulation exercises.

6. Container /Room 2 (Search & Rescue Unit) Specifications.

a. Area or container measuring at least 8’ x 8.5’ x 40’ (320 sq ft minimum).

b. Keep all original wooden flooring intact. (if container is used)

c. Provide (2) steel tube framed non-corrugated windows with a steel wheel closure system. Windows will have interior lock pins and open to the exterior.

d. Provide (1) 3’ x 6’8” steel personnel door to serve as a main entrance to the trainer. The personnel door will have the ability to be secured by a deadbolt.

e. Provide (4) sets of removable and interchangeable walls to simulate rooms for search & rescue training.

7. Roof. The roof top will be 1/8” x 1” galvanized bar grating which will be attached to the roof top to provide for a non-slip working surface. A toe-kick will be built around the perimeter of the roof top. Provide a drainage system to alleviate any standing water. The roof top shall have an OSHA compliant Guardrail System made of galvanized steel tubing. The Guardrail will surround the perimeter of the burn unit roof top and will be set into pre-fabricated pockets. The active roof top will be 240 sq. ft.

8. Exterior. The exterior of the fire trainer will be coated with a high grade industrial paint. Color to be determined.

9. Delivery Requirements. The final product will be produced and delivered within 90 to120 days upon receipt of a Purchase Order. On-site installation is expected to take less than two days. Contractor will be responsible for all site prep to receive fire trainer. The contractor shall provide all other onsite installation requirements, including a crane, onsite generator, and insurance certifications.

10. Delivery Location. Product to be located approximately 2000 feet from the main gate on an existing concrete surface. (Old aircraft parking ramp)

11. Training. A one day Instructor Training Course for up to 12 people shall be provided by the contractor. This one day course shall include live fire training, as well as an orientation for all maintenance and proper care of fire trainer. The training shall be provided by a Nationally Certified Fire Instructor.

12. Warranty. The warranty period shall be for a period of one year starting from the date of delivery.

13. User Manuals. An electronic version of the User’s Manual will be included with delivery of the System.

14. Manufacturing Requirements. The completed System will comply with NFPA 1402 specifications and OSHA requirements.

15. Workmanship. Contractor must provide a copy of the AWS certification from the weld inspector in charge of assembly of the product.
