1.0 INTRODUCTION.
Completion of U.S. Coast Guard missions require launch and recovery of boats from cutters operating in a seaway. Capabilities to safely complete these launch and recovery operations are dependent on a large number of factors including specific characteristics of wave environment, cutter and boat motions, cutter heading relative to the seas, and cutter speed. Currently, the Coast Guard does not have a methodology to accurately model these operations where a boat is operating near a cutter in the wave environment that includes the incoming waves modified by the presence of the cutter, the waves generated by the cutter due to forward speed, and the waves generated by cutter seakeeping motions.
The objective of this project is to demonstrate a capability to predict boat motions and motions relative to specified locations on a cutter including the influence of the factors listed above and development of a systems approach to rate recovery effectiveness based on limit exceedances. The end objective for this project and follow on work, if this project is successful, is to develop a capability to predict boat launch and recovery performance for cutters and/or boats not yet in service, assess the effects of changes in procedures or equipment, and eventually provide operator training.

3.0 STATEMENT OF WORK.
3.1. Overview: The following tasks provide detailed descriptions of Coast Guard requirements and the work required to meet project objectives.
3.2. Task 1 – Project Kickoff Meeting: A project Kickoff Meeting will be held via telephone and Go-To meeting to review the project plan, provide government furnished information on cutter and boat CAD geometries to the Contractor and review videos and other information that will give the Contractor additional insight into the modeling problem.
3.3. Task 2 – Modeling Contractor shall use an existing RANS CFD program and related modeling approaches required to meet project objectives. Critical features include the effects of forward speed, and the effects of the cutter acting on the small boat. The effects of the small boat acting on the cutter can neglected. In order to complete Task 3 below, the program shall also be capable if simulating a sea spectrum input as energy density ordinates versus frequency. Finally, the cutter can be assumed to have constant speed and heading, but the boat will respond to the local flow conditions from the simulations given initial ordered speed and heading at the initial approach. The existing FRC RANS model shall include:
· Stern door to the FRC model
· Second configuration with stern flap
· Stern well fender configuration.
· Boat PID thrust (and direction) controller.
3.4. Task 3 –Simulation Study: The following conditions shall be simulated:
· One set of simulations shall be run in the following configuration:
· 6 knots Cutter speed
· Sea State 4,
· 15 & 75 degree headings relative to the waves
· Hull configured with the stern flap and well water management
· A total of 15 minutes in three 5 minute combined simulation runs with different initial seaway random seed numbers for each heading relative to the waves. (30 minutes total simulation time for 2 heading angles).
The contractor shall calculate statistics for volume of fluid flow rate at sill, boat thrust angle, and relative wave heights for sill, sill+3, door end over the water. The contractor shall determine statistical significance of the short term simulations relative to expected values from longer term simulations based on wave statistics of the seaway. The contractor shall present short term statistic results for each simulation and total combined simulation in tabular and graphic format. The contractor shall prepare videos of each simulation in stern quartering and boat coxin’s view. In coordination with SFLC-ESD, the contractor shall develop an approach to estimate the overall system recovery effectiveness based on analysis of the time signals and individual measured quantity exceedances as a function of time.
3.5. Task 4 – Report: After Task 3 is complete, the Contractor shall develop a Final Report and deliver it to the Government for comment. The contractor shall present the final report to SFLC-ESD-NAV ARCH Branch in Baltimore MD. This report shall describe all work completed including modeling, meshing and simulation process description, results of the correlation study, simulation renderings (still and video). The contractor shall provide recommendations for future work and testing required to improve capabilities of the RANS CFD simulation of launch and recovery operations from USCG Cutters.
4.0 PERIOD OF PERFORMANCE.
4.1. Period of performance shall be 270 calendar days after contract award.
5.0 DELIVERABLES.
5.1. The contractor shall provide the following:
5.1.1. DRAFT Final Report summarizing all work completed and results of model/full scale correlation study.
