HSCG40-17-Q-P30B56
Amendment Number A00001
14. (cont’d)
Question 1: Work Item 1 – Provide General Welding – There is nothing listed in paragraph 1.2 but GFP end bells are referenced in paragraph 3.3. Is it the Coast Guard’s intension to provide those or have them contractor furnished? Also, there appears to be two tank vents on the fore deck. Is it the Coast Guard’s intention to have both replaced or just one? If just one, which one?
Answer 1: The Coast Guard will provide the tank vent for the Fore Deck. The vent in question is the STBD vent on the foredeck. Just one will be replaced.
Question 2: Work Item 7 – Inspect Mast – There is no mention of electronics disconnection and the equipment is not listed as an interference. Is the Coast Guard going to be responsible for removing and reinstalling the equipment to support the mast removal for inspection?
Answer 2: The Mast can be inspected in place. If after inspection it is required that the mast needs to be removed for a closer inspection the CG Port Engineer will coordinate with local
ESD and get some Coast Guard technicians to remove electronics. The Mast may be folded horizontal for more detailed inspection and to verify the actuator/shock is operating properly.
Question 3: Work Item 32, Work Item 31 – Is the purpose for Work Item 32 (Remove &
Install MDEs and R/Gs) to solely gain access for work under Work Item 31 (Renew MDE
Oil Pan Gasket)? If so, is it acceptable to move the equipment sufficiently to safely access the oil pan?
Answer 3: Yes we are removing the MDE's to gain access to the oil pan gaskets. While the
MDEs are removed to gain access to the oil pan the Port Engineer will inspect for corrosion or any possible growth work.
Question 4: Work Item 17 (Preserve Fender Faying Surfaces), Work Item 18 (Preserve
Water Jet Drive), Work Item 19 (U/W Body Preserve) – Is dry ice blasting an acceptable method to prepare the surfaces to be painted provided the proper anchor profile is achieved by mechanical means and verified prior to coating?
Answer 4: Dry Ice Blasting is an acceptably practice but is generally not used in the CG for hull coatings due to the fact that it's a less aggressive blast media and the chance of not removing all of the coating is higher. But, if they're confident in this method and get to the contractual required surface profile without slippage in the schedule, then there isn't any issue from a technical perspective. My main concern is that they won't get it down to the bare substrate (if required) and a delay in schedule results from having to switch blast medias.

Question 5: Work Item 17 (Preserve Fender Faying Surfaces), Work Item 18 (Preserve
Water Jet Drive), Work Item 19 (U/W Body Preserve) – The coatings listed in the specification are name brand specific. Is an alternate coating acceptable as long as they meet the specifications in SFLC STD Spec 6310.
Answer 5: The coating that is in the Specification is the only authorized coating as per the
Asset Line Manager. Alternate Coatings will not be used from SFLC STD Spec 6310
Question 6. Work Item 22 – Temporary Services – Is Wifi internet access acceptable? Is the requirement in SFLC Std Spec 8635 (para 3.3.2) for an extension aboard the vessel waived? Would the Coast Guard consider waiving the requirement for a land line since there is an adequate cellular signal within the yard?
Answer 6: As long as the contractor provides a sufficient work area and internet capability that the Port Engineer/Contracting Officer representative can complete his work WI-FI is acceptable.
Question 7: Work Item 33 – Lazarette Bilge Preservation – Is the waterjet housing included in the areas to be preserved?
Answer 7: Negative, the water jet housing is not included in the spec. But on each side there is approximately a 2" strip that needs to be coated down by the bilge. Drawings and pictures attached.
All other terms and conditions remain unchanged.
