Solicitation HSCG40‐17‐Q‐53010 A00001 – Amendment 1

SOLICITATION HSCG40-17-Q-53010 QUESTIONS & ANSWERS

1. Question: What is the best way to request all the technical documents (publications & drawings) required to estimate the work in this solicitation?

Answer: Any requests for drawings/publications that were directed to the Contracting POC before the deadline of 8/18/17 will be emailed a link to retrieve documents.

2. Question:

Statement from Attachment 1 – Schedule of Supplies and Services:

“Please note: All prices are firm-fixed price. The Coast Guard will not adjust the price of the repairs based on the contractor's cost. Therefore, please include any growth work, consumables, labor, transportation for either East Coast or West Coast delivery, and materials cost within your quote. Please review and understand the statement of work and all of the work items that may be necessary for the repairs. The Coast Guard is requesting all boats serviced to be returned in a "like new" condition, in accordance with the statement of work.”

How does the government reasonably expect contractors to calculate growth work prior to actual inspection or performance of work on boats against specification requirements?

Please note that the TPSB solicitation, HSCG40-17-Q-53005, was recently cancelled over a similar concern.

Answer: For contracting… “like new” is subjective, Fully Mission Capable is a better descriptor and it has guidelines.

Fully Mission Capable is an asset capable of getting underway and performing all missions with no disabling and no restrictive discrepancies in accordance with Coast Guard Commandant Instruction (COMDTINST) M16114.43, Cutter Boat - Medium (CB-M) “C” Class Operator’s Handbook.

How does the government reasonably expect contractors to calculate growth work prior to actual inspection or performance of work on boats against specification requirements?

Answer: The specification is based on growth work/condition found reports for 28 CB-Ms that have undergone similar maintenance availabilities since early 2015.

Major and reoccurring items are built into the specification. Recommend a thorough review of CB-M related references coupled with vendor’s experience with similar vessels to calculate potential growth work.

3. Question:

Page 8 of Attachment 4:

“ NOTE: The requirements of paragraph 3.1 (General) applies to all work under the scope of this contract, whether explicitly stated in work items or not, and to all other work subsequently authorized by changes, modifications, or extensions to the contract.”

Will change requests via CFR be submitted for all work outside of specific work called out in specification?

Answer: This is a Firm Fixed Price Contract and no additional funds will be authorized for growth work/CFRs.

4. Question:

Work Item 1 – Provide Welding Repairs – Any welding repairs will be at discretion of

COR.

How much? Location? Interferences? Gas free certification required? Performing NDI?

Fire Watch? Will the government be providing an Option Item table for Weld Repairs? – i.e. crack repair – 1 linear ft, Plate replacement – 1 SqFt

Answer: How much? Location? Interferences? This is unknown; however, some boats require minimal weld repairs, few require major weld repairs, and most require no weld repairs. Performing NDI? Fire Watch? SFLC Standard Specification 0740 will answer questions regarding gas free certification and NDI requirements. Contractor shall use best practices for fire watches. Will the government be providing an Option Item table for Weld Repairs? – i.e. crack repair – 1 linear ft, Plate replacement – 1 SqFt.

8. Question: Contractor cannot locate CB-M Maintenance Procedure Card (MPC) S00001.0 in attachment 2.

Can the Coast Guard provide a copy of (MPC) S00001.0?

Answer: MPC S00001.0 was added to a later revision of the Maintenance Procedure Card Attachment 2 to the specification. This revision was uploaded to FBO.

9. Question: In every work item, the paragraph entitled "Renew or Repair" is problematic for bidding purposes. General repair and tightening is fairly straight forward, but can you please provide a level of renewal that falls within the scope for these work items, beyond which a CFR for extensive renewals would be acceptable?

Answer: Return the CB-M to a Fully Mission Capable (FMC) status. FMC is an asset capable of getting underway and performing all missions with no disabling and no restrictive discrepancies in accordance with Coast Guard Commandant Instruction (COMDTINST) M16114.43, Cutter Boat - Medium (CB-M) “C” Class Operator’s Handbook.

10. Question: Can you please confirm the term "Renew"? In SFLC STD SPEC 0000, it states:

Have the same shape, size, dimensions, and other physical parameters;

Have the same ability as the old item, to physically interface or interconnect with or become an integral part of another item;

Perform the same action or actions original item was designed to perform.

Answer: Correct. When the word “renew” is used in the specification please use the definition of “renew” found in SFLC STD SPEC 0000, under paragraph 1.3 Acronyms and term definitions.

11. Question: For each work item below, can you please confirm that no reuse of parts are authorized and the new components are contractor furnished for the following:

Work Item 2 - Hull and Deck, Inspect and Renew - all components in Table 1 and hull anodes Correct, contractor shall furnish and install new components found in Table 1 and hull anodes.

Answer: See each Work Item above.

12. Question: For Work Item 18 - East Coast, Transportation, Provide - The US Navy is shifting from RapidGate to Defense Biometric Identification System (DBIDS). Many commercial contractors are terminating their use of RapidGate. Will the CG Yard allow contractors on base with the DBIDS credential if they have shifted to DBIDS?

Answer: RapidGate is the only authorized credential system that contractors/vendors shall use to access Coast Guard Yard.

13. Question: This is flat rate, with no growth work, so we will need to pad our prices to include ALL POSSIBLE SCENARIOS with these vessels?

Answer: Correct

14. Question: The CLINs (Work Items) should be assumed to apply to all 4 west coast CBM's?

Answer: Yes, with the exception of Work Item 18: East Coast, Transportation, Provide.

15. Question: CLIN (Work Item) 1: Do we assume that 5086 is the only CBM that will require general welding, since that is what is noted in Table 1? Or is it possible for all the west coast boats to have this?

Answer: 5086 is the hull material: Marine Grade Aluminum 5086. Contractor may assume that any CB-M has a potential need for weld repairs.

16. Question: CLIN 18 (Work Item): I assume if we are only bidding on the west coast vessels, we do not need to provide a cost for east coast transport?

Answer: Vendors with the intention of bidding on west coast CB-Ms may provide a cost for west coast transportation only.

17. Question: CLIN 19 (Work Item): Are there restrictions to using outside subcontractors to pick up and deliver CBM's?

Answer: The specification or SOW has no restrictions or requirements beyond what is written in the Transportation Work Items (CLIN 18 and 19); however, the contract itself may have more guidance that is specific to subcontractors.

18. Question: Attachment 4 details the Work Items and the majority of them have a Table 1 that list the components involved in the repair. There is, however also a statement on every work item “Renew or Repair – The Contractor shall renew or repair loose, damaged, missing, or no longer serviceable components or equipment…… not listed in Table 1.”

Is the contractor expected to identify any component or equipment falling into the category during the inspection called out for in each Work Item?

Answer: Yes, identify and note on CB-M inspection sheet.

19. Question: In the event the contractor identifies a component or equipment pertaining to that Work Item during the repair of another item is the KTR allowed to report, document and submit a request for additional funding to cover that additional effort?

Answer: This is a Firm Fixed Price Contract and no additional funds will be authorized for growth work/CFRs.

20. Question: Is the contractor expected to assume a certain amount of risk with each craft availability regarding cost overruns

Answer: Yes.
