1. Scope: This description covers the requirements for contractor inspection, estimate and overhaul of the following cited pump and motor unit.

1.1 All references to "pump unit" herein shall include both pump and motor and may also include a coupling/adapter/mounting base (where applicable).
1.2 Descriptive Data: Size 1-1/2M close coupled, end suction, single stage, centrifugal pump unit, #5 bronze construction with a single, type 21 Buna/Carbon/Tungsten Carbide Mechanical seal, 8" diameter impeller. The unit is mounted to a 3 HP, 1750 rpm, 3 phase, 460V 60Hz NEMA frame 182JP, C-face electric motor, TEFC enclosure, IEEE 45 moisture proofing, and is rated for 50 degree C ambient temperature. Also included is a 316SS sediment separator, oriented and installed to operate effectively when the pump is installed vertically with the motor above the pump. Conditions of service are 100 GPM at 60' total dynamic head. Intended fluid medium is sea water.
1.3 The assembly delivered for overhaul services is intended to be a complete Crane Deming Pump P/N: 4221-157-38-200B. Contractor shall notify the Coast Guard Contract Administrator of any missing components or, otherwise, questionable condition that may hinder the overhaul process.
1.4 The overhaul requirements described herein are considered minimum and are not intended to replace any procedures, controls, examinations, or tests normally employed by the contractor to assure the quality of the product.
Overhaul is intended to return the pump unit to a condition equal to that of an identical new pump unit.
2.0 APPLICABLE DOCUMENTS
2.1 General - The following documents form a part of this Specification to the extent specified herein. The documents listed are by title and effective date, unless otherwise documented. Commercial documents may be listed in the Department of Defense Index of Specifications and Standards (DODISS). To obtain the referenced documents, see Section 6.2.

2.4 ORDER OF PRECEDENCE - In the event of a conflict between the text of this Specification and the references cited herein, this Specification takes precedence. The Contractor must notify the Contracting Officer in writing for a resolution of any ambiguity or conflict found in these Specifications prior to proceeding with any work.
3.0 REQUIREMENTS
3.1 General - Inspections, repair/overhaul and testing of each pump unit shall be accomplished in accordance with the Original Equipment Manufacturer (OEM) procedures, specifications, references, standard practices, and all applicable documents listed in section 2.0 of this specification.
3.2 Government Furnished Property - The Contractor shall provide protective storage for the GFP when not in use, and safe handling when in use. The storage area shall at a minimum be closed on all sides, dry, and locked when the equipment is not in use.
3.3 Arrival inspection/disassembly inspection - Each pump received by the Contractor shall be disassembled and inspected. A detailed report shall be completed and submitted and submitted to the Contracting Officer to include

3.0 REQUIREMENTS

3.2 Government Furnished Property - The Contractor shall provide protective storage for the GFP when not in use, and safe handling when in use. The storage area shall at a minimum be closed on all sides, dry, and locked when the equipment is not in use.
3.3 Arrival inspection/disassembly inspection - Each pump received by the Contractor shall be disassembled and inspected. A detailed report shall be completed and submitted and submitted to the Contracting Officer to include the following information:
a. Date of inspection.
b. Inspector's name.
c. Identification of units by serial number, part number, and stock number.
If no serial number appears on the pump unit, the Contractor shall assign a serial number. The serial number shall be stamped on the pump unit.
d. Condition of the shipping crate and any cost of repair.
e. Cost of overhaul labor as applicable.
f. Comments, if any, pertaining to unusual observations during disassembly and inspection.
g. A list of defective or worn parts recommended for repair/refurbishment (vice replacement) and the associated cost to accomplish these repairs.
h. List of required replacement parts. Identify any non-OEM parts that need replacement.
i. Cost of new pump for comparison to cost of overhaul/repairs.
j. Notation of whether the pump was received with packing glands or a mechanical seal, and cost to convert to a mechanical seal, if required.
3.4 The Contracting Officer will determine the disposition of any pump unit delivered for overhaul that is Beyond Economical Repair (BER).
3.5 Overhaul:
3.5.1 Each pump shall be overhauled at an authorized Crane-Deming service facility. Each pump shall be overhauled to a condition which shall restore the operating and performance characteristics to the original design and technical specifications.
3.5.2 All replacement parts used in the overhaul shall be new OEM parts.
Reclaimed, recycled or aftermarket parts are not acceptable and shall not be used. Commercial parts such as seals and ball/roller type bearings and couplings which are not manufactured by the pump or motor manufacturer shall be identified by their marking or through the use of the technical manual for identification purposes. Commercially available items such as these are generally interchangeable between different manufacturers and may be substituted as long as they are equal in all respects. Only in the case where the part cannot be identified shall it be ordered directly through the pump manufacturer and by their part number.
3.5.3 Where any carbon steel zerk fittings or pipe plugs exist, all items shall be replaced with a non-magnetic grade of stainless steel. Pipe plugs shall be installed with a thread sealer and protective plastic caps shall be installed on each zerk fitting. A decal or permanent type label shall be affixed to the side of the pump unit informing the user of the manufacturer's recommended amount and type of grease to be used.
3.5.4 Remove any label plates and replace at the conclusion of the painting.
New label plates shall be used if the original plate is missing, not legible or in poor condition. The label plate shall contain pump and motor make, model and serial number and pertinent characteristic information as a minimum requirement. A separate label plate made of similar material as the original label plate shall be attached, stating the Contractor's name, Contract number and date of overhaul.
3.5.5 Any pump delivered for overhaul having packing glands shall be converted to a mechanical seal assembly as part of the overhaul. The Contractor shall include the conversion work and parts in the overhaul estimate if found necessary. The mechanical seal shall be of 316 stainless steel trim and sealing components that are compatible with the intended fluid medium.
3.5.6 Any existing paint shall be removed in accordance with subsection 2.3.5 of this specification where practicable. An equal method of paint removal is acceptable where blasting may pose a risk of damage to internal components.
3.5.7 The entire pump unit shall be painted with primer and finish coats of paint. The primer coat shall be any rust preventive metal primer suitable for use with the finish coat. The finish coat shall be Silicone Alkyd Enamel Type III Class I. The color shall be Machinery Gray, color number 16375 in accordance with subsection 2.3.8 of this specification. Total paint thickness shall be a minimum of 3-6 mil dry film thickness.
3.6. Drive Motor - The drive motor shall only be exchanged with a replacement motor when the condition and cost of the overhaul exceeds 70 percent of the replacement motor cost. Otherwise, the drive motor shall be reconditioned to a like new condition as part of the overhaul. The motor shall be disassembled and all parts thoroughly cleaned and inspected. At a minimum, mandatory replacement parts shall include all bearings, bushings, seals and gaskets. All parts that are worn, have an improper fit and/or damaged beyond the OEM tolerances, shall be repaired or replaced as determined by the Contractor.
3.6.1 The winding resistance shall be inspected in accordance with subsection
2.3.6 of this specification. Windings that do not meet the standard of IEEE 43-2000 (R 2006) section 12.3, shall be reinsulated in a qualified insulation material recommended by the motor OEM. Reinsulated windings shall be subjected to a follow up resistance test once thoroughly dry. This process shall be repeated until acceptable resistance readings are achieved.
3.6.2 The motor rotating element shall be balanced in accordance with subsection 2.3.7 of this specification. The final result of balancing shall be documented.
3.6.3 The Contractor shall provide written certification to the Contracting Officer that the motor was reconditioned to the same standards as a new motor and a copy shall be turned over to the Coast guard Quality Assurance Representative (QAR). All test results shall be made available for review by the QAR upon his request.
3.6.4 If motor replacement is required, the new motor shall be Baldor part number 030U436K022D07B. Alternate motors shall not be used without prior approval from the Contracting Officer. If it is necessary to request a waiver of this requirement, Contractor shall provide the make and model of the following information:
a. Date of inspection.
b. Inspector's name.
c. Identification of units by serial number, part number, and stock number.

If it is necessary to request a waiver of this requirement, Contractor shall provide the make and model of the proposed replacement motor, and overall dimensions of the pump-motor assembly, as measured from the top of the motor to the pump inlet flange.
3.7 Pump Unit Tests
3.7.1 To ensure the pump turns freely, the pump shaft shall be rotated a minimum of five revolutions by the use of a strap wrench or other non-damaging tool. The QAR shall inspect for smoothness of rotation and check for signs of binding, dragging, or unusual noises using a Mechanic's Stethoscope. The Contractor shall investigate any questionable test results and correct as necessary.
3.7.2 The Contractor shall conduct a hydrostatic test of the overhauled pump using the OEM specified test fluid. The test shall be conducted to certify the integrity of the pump and seal area. The test shall be conducted at 125 percent of the maximum working pressure or mechanical seal rating, whichever is less. The test shall be conducted for a period of ten (10) minutes and discontinued at any sign of leakage. The Contractor shall investigate and correct any leakage and retest the pump unit.
3.7.3 The pump unit shall be operationally tested by the use of a test tank of compatible OEM-recommended test fluid. The pump unit shall be able to meet the original performance shown on the OEM pump data sheet. Each operational pump test shall be conducted, recorded, and reported in accordance with Type III, level B of section 2.3.4 of this specification.
During the test, the bearings and seals shall be monitored for unusual noise and/or overheating.
3.8 Installation Instructions - A copy of the OEM installation/alignment, parts and service manual shall be placed inside each pump unit shipping container.
3.9 Notifications & Inspections - The Contractor shall be responsible for notifying the Contracting Officer at least ten (10) calendar days prior to the Contractor being ready for any inspections or testing.
4.0 QUALITY ASSURANCE
4.1 Responsibility for inspection - The Contractor is responsible for the performance of all inspection requirements as specified herein. The Contractor may use his own or any other facilities for the performance of the inspections and tests, unless disapproved by the Coast Guard. The Government reserves the right to perform or witness any of the inspections and tests set forth in this specification at any time.
4.2 Responsibility for compliance - All items shall meet the requirements of this specification. The inspections set forth in this specification shall become part of the Contractor's overall inspection system or quality program.
The absence of any inspection requirements in the specification shall not relieve the Contractor of the responsibility of assuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract. Sampling for quality conformance does not authorize submission of known defective material (either indicated or actual) nor does it commit the Government to acceptance of defective material.
4.3 Quality Program - The Contractor shall maintain a documented Quality Control (QC) Program conforming to ANSI/ASQ Q9001-2008.
4.4. The Contractor must maintain a test equipment calibration program in compliance with ANSI/NCSL Z540.3-2006. The program must be documented and traceable to the National Institute of Standards (NIST).
4.5 Failure responsibility - If the specified item fails to pass any inspection/test, the Contractor must provide a Corrective Action Report (CAR) to document the failure and the recommended fix to the Contracting Officer.
4.6 Tests & Inspections - The inspections/tests required here and in the appropriate subsection in section 3.0 of this specification are the minimum required and are not intended to supplant any controls, examination, inspections, or tests normally employed by the Contractor to assure the quality of the item in question.
4.6.1. The following inspections are required and will be witnessed by the
QAR.
a. Verify paint requirement and paint thickness (subsection 3.5.7 of this specification)
b. Pump rotation check (subsection 3.7.1 of this specification)
c. Hydrostatic test (subsection 3.7.2 of this specification)
d. Operational test (subsection 3.7.3 of this specification)
e. Verify OEM installation/alignment, parts and service manual (section 3.8 of this specification)
f. Verify PPP&M requirements (part 5.0 of this specification)
5.0 PRESERVATION, PACKING, & MARKING
5.1 Preservation - An overhauled pump/pump unit/pump kit is typically intended for long term warehouse storage and not for immediate installation.
Therefore, it is critical that the Contractor ensure that the overhauled pump unit undergoes the following preservation requirements.
5.1.1 The pump shall be drained and completely dried of all test fluid.
5.1.2 Intake and discharge ports shall have plastic caps installed.
5.1.3 The pump shaft, flanges and all unpainted surfaces shall be sprayed with a thin film of rust inhibitor (section 2.2.4. of this specification).
Any exposed threads shall be protected by a cardboard sleeve.
5.1.4 Each pump unit shall be preserved in accordance with MIL-PRF-131K Class 1 or MIL-STD-2073-1E with Change 1, Method 51.
5.2 Packing - Each pump unit shall be individually packed in its own enclosed wooden container. The pump/pump unit shall be securely bolted to a 4x4 solid the proposed replacement motor, and overall dimensions of the pump-motor assembly, as measured from the top of the motor to the pump inlet flange.
3.7 Pump Unit Tests

3.8 Installation Instructions - A copy of the OEM installation/alignment, parts and service manual shall be placed inside each pump unit shipping container.
3.9 Notifications & Inspections - The Contractor shall be responsible for notifying the Contracting Officer at least ten (10) calendar days prior to the Contractor being ready for any inspections or testing.
4.0 QUALITY ASSURANCE
4.1 Responsibility for inspection - The Contractor is responsible for the performance of all inspection requirements as specified herein. The Contractor may use his own or any other facilities for the performance of the inspections and tests, unless disapproved by the Coast Guard. The Government reserves the right to perform or witness any of the inspections and tests set forth in this specification at any time.
4.2 Responsibility for compliance - All items shall meet the requirements of this specification. The inspections set forth in this specification shall become part of the Contractor's overall inspection system or quality program.
The absence of any inspection requirements in the specification shall not relieve the Contractor of the responsibility of assuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract. Sampling for quality conformance does not authorize submission of known defective material (either indicated or actual) nor does it commit the Government to acceptance of defective material.
4.3 Quality Program - The Contractor shall maintain a documented Quality Control (QC) Program conforming to ANSI/ASQ Q9001-2008.
4.4. The Contractor must maintain a test equipment calibration program in compliance with ANSI/NCSL Z540.3-2006. The program must be documented and traceable to the National Institute of Standards (NIST).
4.5 Failure responsibility - If the specified item fails to pass any inspection/test, the Contractor must provide a Corrective Action Report (CAR) to document the failure and the recommended fix to the Contracting Officer.
4.6 Tests & Inspections - The inspections/tests required here and in the appropriate subsection in section 3.0 of this specification are the minimum required and are not intended to supplant any controls, examination, inspections, or tests normally employed by the Contractor to assure the quality of the item in question.
4.6.1. The following inspections are required and will be witnessed by the
QAR.
a. Verify paint requirement and paint thickness (subsection 3.5.7 of this specification)
b. Pump rotation check (subsection 3.7.1 of this specification)
c. Hydrostatic test (subsection 3.7.2 of this specification)
d. Operational test (subsection 3.7.3 of this specification)
e. Verify OEM installation/alignment, parts and service manual (section 3.8 of this specification)
f. Verify PPP&M requirements (part 5.0 of this specification)
5.0 PRESERVATION, PACKING, & MARKING
5.1 Preservation - An overhauled pump/pump unit/pump kit is typically intended for long term warehouse storage and not for immediate installation.
Therefore, it is critical that the Contractor ensure that the overhauled pump unit undergoes the following preservation requirements.
5.1.1 The pump shall be drained and completely dried of all test fluid.
5.1.2 Intake and discharge ports shall have plastic caps installed.
5.1.3 The pump shaft, flanges and all unpainted surfaces shall be sprayed with a thin film of rust inhibitor (section 2.2.4. of this specification).
Any exposed threads shall be protected by a cardboard sleeve.
5.1.4 Each pump unit shall be preserved in accordance with MIL-PRF-131K Class 1 or MIL-STD-2073-1E with Change 1, Method 51.
5.2 Packing - Each pump unit shall be individually packed in its own enclosed wooden container. The pump/pump unit shall be securely bolted to a 4x4 solid wood skid base with a removable lid. The container shall be framed (either on the inside or outside) using solid wood as framing material. Wood screws directly into plywood will not be acceptable. The container shall be capable of protecting the pump/pump unit/pump kit from damage during multiple shipments by commercial carrier.
5.3 Marking - Each preserved and packed pump/pump unit/pump kit/pump parts shall be stenciled in the upper left-hand side of the two longest sides (two opposite sides if square) of each box. The stenciling shall be - inches minimum height black characters on a white painted background. NOTE: ALL
PREVIOUS MARKINGS AND QUALITY ASSURANCE DECALS SHALL BE REMOVED FROM A
REUSABLE SHIPPING CONTAINER PRIOR TO THE APPLICATION OF ANY NEW MARKINGS.
5.3.1 This marking shall consist of the STOCK NUMBER, ITEM NAME, PART NUMBER, CONTRACT NUMBER, DELIVERY ORDER NUMBER, GROSS WEIGHT (in lbs.), condition code CONDITION "A", unit of issue with quantity (i.e. 1-EA), and the words COAST GUARD SFLC MATERIAL.

Contractor must guarantee item against defects that lead to failure for days after installation for a period of up to two (2) years after delivery to Coast Guard.

Acceptance will be made at destination by a Government representative.
Acceptance will be contingent upon the representative's verification of no damage in transit, correctness and completeness of order and contractor's conformance to preservation/packaging, packing and marking requirements.
