Attachment 1
1. The following questions were presented to the contracting officer in response to RFQ HSCG40-16-R- 60745 posted on 5/17/16.
Question #1: How much time does the Coast Guard allow for each vessel? I understand some are bigger than others with more square footage. Is there a maximum amount of time that the vessel can be down? I'm trying to get a feel for urgency once it is docked and how many days we may have to complete it.
Response to Question #1: The period of performance is determined by a number of factors, for example, the scheduled dry dock availability, other scheduled maintenance and repairs to be completed, surface area(s) of the vessel and total square footage to be completed. The Contractor may be required to water blast up to 3,000 square feet per vessel per day.
Question #2: I believe this work has been contracted in the past. Is it largely "gun" work? Or is it work that our robots may perform?
Response to Question #2: Most of the flat surfaces have been completed with the Hydro-Cat, other areas are completed with the use of vacuum assisted hand wands for cut-ins, and power tools including but not limited to needle guns, scalers, and sanders to perform coating removals where water jetting is inaccessible.
Question #3: Is there a SSPC# as to the desired level of blasting?
Response to Question #3: SSPC-SP WJ-2
Question #4: When is the walk through date?
Response to Question #4: A pre-proposal conference was held on June 1, 2016 at USCG Yard, Berry Hall, Baltimore, MD 21226 that included a site visit of the USCG Yard (prospective work site).
Question #5: Who is the current incumbent providing these services?
Response to Question #5:
J. Goodison Company 244 Burlingham Avenue North Kingstown, RI 02952 BPA No. HSCG40-15-A-60327
Question #6: When this contract was bid last and awarded what was governments awarded dollar amount for this scope of work?
Response to Question #6: Award Value: $1,785,112.00.
Firm Fixed Price Blanket Purchase Agreement was awarded under GSA Contract No. GS-21F-0012V
Question #7: On the SF 1449, there is not a specified date and time the proposal is due. It is listed on the FBO posting but not the SF1449. FBO is listed as 06-17 at noon EST.
Response to Question #7: Refer to RFQ HSCG40-16-R-60745 Amendment 1 posted at www.fbo.gov on June 1, 2016. Response Date: 6/17/16 @ 12:00 EDT

Response to Question #9: Although the Job references zero (0), the Offeror shall provide pricing for each CLIN (Contract Line Item No.) on each of the Excel Spreadsheets for the Base Year and each Option Year.
Question #10: Section M – Evaluation Factors for Award (page 66) / Basis for Award (page 67). On page 66, M-1 General, the Government states its intention to “award multiple IDIQ contracts to the responsible Offerors whose proposals represent the best value for the solicited requirements.” On page 67, Basis for Award, Lowest Price Technically Acceptable (LPTA), the Government states “the award of this contract will be made upon the basis of the lowest evaluated price of the proposals that are found to meet or exceed the acceptability standards for non-cost factors.” Which evaluation mechanism will the Government employ for the award of the contract:
