QUALITY ASSURANCE
General The Vendor must maintain an inspection system which must insure that each item offered to the Coast Guard for acceptance or approval conforms to the contract requirements. The inspection system must be documented and available for review by the Coast Guard.
Records The Vendor must maintain records of all tests and inspections. The records at a minimum must indicate the nature and number of observations made, the number and type of deficiencies found, and the corrective action taken. A copy of the test certification, including any tests by outside vendors or tests of subcontracted materials, must be provided to the Contracting Officer Representative (COR) and the quality assurance inspector when issued.
Calibration System The Vendor must maintain a test equipment calibration program in compliance with ANSI/NCSL Z540.3-2006. The program must be documented and traceable to the National Institute of Standards (NIST).
Quality Assurance Plan The Vendor must maintain a Quality Assurance Plan in accordance with ANSI/ASQC Q9001-2008 which must insure that each item offered to the Coast Guard for acceptance or approval conforms to the contract requirements. The inspection system must be documented and available for review by the Contracting Officer/Quality Assurance Representative.
Tests and Inspections The tests and inspections as defined herein are the minimum required and are not intended to supplant any controls, examination, inspections or tests normally employed by the Vendor to assure the quality of the item in question. USCG Approved and current certified (IMO) equipment listed in the USCG Maritime Information Exchange (CGMIX) http://cgmix.uscg.mil/ are not required to undergo First Article Testing.
Responsibility for Tests and Inspections The Vendor is responsible for the performance of all test and inspection requirements as specified herein. The Vendor must provide space, personnel, and test equipment for the conduct of all inspection requirements. All testing and inspections must be performed at the Vendor’s plant or at other facilities acceptable to the Coast Guard. The Coast Guard reserves the rights to verify or have performed any of the inspections that are deemed necessary to assure that supplies and services conform to the prescribed requirements.
Responsibility for Compliance The tests and inspections identified herein must become part of the Vendor’s overall inspection system or quality program. The absence of any test or inspection requirement in the Specification will not relieve the Vendor of the responsibility of assuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract. Sampling for quality conformance does not authorize submission of known defective material (either indicated or actual) nor does it commit the government to acceptance of defective material.
PRESERVATION, PACKING, AND MARKING
Each shipment of material shall be secured within the container to prevent damage during shipment. The Vendor must prepare a Preservation, Packaging and Marking Plan. The plan must be provided to the COR and discussed prior to the preservation, packaging and marking of the first delivery. The plan must identify all proposed markings of the packages. The Coast Guard reserves that right to witness the PP&M prior to shipment from the contractor’s facility.
The equipment unit and parts must be packaged suitable for shipment, temporary storage uncovered in the weather and then reshipment by the Government (within CONUS) to the installing activity.
| 5.1 | Preservation: Due to limited warehouse space, equipment is often stored outside and exposed to the weather. The contractor shall ensure that each shipment is sealed to prevent intrusion of moisture. The preservation method used shall ensure that the material shipped is protected during a storage period of up to 1 year. |
| 5.2 | Packaging: All items placed within the shipping container shall be restrained from movement during transport. Loose components intended for use during installation shall be packaged together, labeled for their intended use, and included within the shipping container(s). |
· A packing list shall be prepared for each box or shipping container, identifying all items included in the box or shipping container, including OBRP, and their National Stock Numbers (if known). Where the material is packaged in more than one shipping container, or the shipping container contains other boxes or shipping containers with packing lists, a Master Packing List shall be provided and include how many containers or boxes comprise one unit.
· A copy of the Packing List(s) and Master Packing List shall be electronically forwarded to the Contracting Officer for use as a check-off sheet by receiving personnel.
· A copy of the packing list shall be placed inside a waterproof, clear, plastic envelope or bag, and securely attached on the outside of one shipping container.
· Documents and other enclosures shall be sealed in a waterproof clear plastic envelope or bag, which shall be permanently affixed to the inside of the shipping container in a conspicuous location when the container is opened.
· Major components shall be shrink-wrapped or otherwise covered and sealed to prevent water damage. To prevent adhesion between protective coverings and painted surfaces, protective coverings shall not be applied until the paint has cured.
· Warning tags shall be attached to all gearboxes indicating that they have been drained, preserved with a specific product, and require filling with lubricant before equipment use. The warning shall be repeated in related installation instructions.
5.3 Marking: Government Identification Markings shall be applied to all Shipping Containers. Each Shipping Container shall be marked as follows:
· General shipping containers on skids shall be marked on at least the upper left-hand corner of the two longest sides. Lettering shall be at least ½ inch high or 36 point type.
· Large shipping containers (length + girth greater than 130 inches) or tall containers (greater than 48 inches) shall be marked on all four sides. Lettering shall be at least 3/4 inch high.
· Very large shipping containers such as trailer vans, ISO shipping containers or equivalent, shall be marked on both sides and on the in-active rear access door. Lettering shall be at least 1 inch high.
· Commercial shipping containers (ISO freight containers and trailers) which have been rented and are not government property shall be identified by BIC or NMFCA serial number for transit purposes. The container shall be marked at least once, in at least ¼ inch high or 18 point high lettering on a removable information plate or on a shipping visible document within a waterproof document bag, temporarily affixed to the rear access of the container.
· Small shipping containers (cardboard boxes w/o skids) shall be marked at least twice in at least ¼ inch high or 18 point high lettering on two opposing sides.
