1. INTRODUCTION
1.1 The US Coast Guard Surface Forces Logistics Center (SFLC) Engineering Services Division (ESD) is supporting development of hull structural life maintenance strategies for the USCG 154 foot Fast Response Cutters (FRC). A Hull Structure Monitoring (HSM) system has been prototyped to monitor hull girder loading and fatigue life budget to support operational and maintenance planning decisions for the FRC class of high speed cutters.
1.2 Objectives of this effort are provide test instrumentation support for the USCG FRC HSM to test and monitor fatigue budget for fleet maintenance and operational decisions by SFLC ESD and the Patrol Boat Product Line (PBPL).
2. REFERENCE MATERIAL
2.1 The Tasks of this project require information about the FRC-B HSM which is proprietary to Light Structures AS of Norway.
3. SCOPE OF WORK – This task is related to Contract # HSCG40-13-C-P13001 and is a follow-on tasking for testing systems. The work is to be accomplished through the following task.
3.1 Task 1 – The US Coast Guard requires technical support to instrument five 154 WPCs. This instrumentation system shall include assembly and installation of the 154 Hull Structure Monitoring (HSM) developed by Light Structures AS for the 154 WPC class. The sensor at Frame 17 shall be installed on the chine flat at that frame. Each of the five total instrumentation ship sets shall include:
3 Fiber optic strain sensor SS1T

The instrumentation shall be installed in accordance with Light Structures Report “Detailed Design for FRC Hull Structure Monitoring System” and include as built drawings of the installation. The installations shall include the Local Area Network (LAN) connection with support plan as described in Light Structures “LS13012_140015_Maintenance Plan”. Installation shall be in either Miami FL or Key West FL depending on the location of the Cutters. For planning purposes, one Cutter will be located in Miami FL and four in Key West FL. The systems shall be installed in concurrent or consecutive installations depending on the availability of the Cutters. Two separate installation periods shall be planned for as part of this effort.
4. DELIVERABLES AND SCHEDULE
4.1 DELIVERABLES – The Contractor shall provide deliverables that include all drawings, specifications, manuals, illustrations, charts, tables, calculations, text, analyses, algorithms, conclusions and recommendations developed as a part of this project. Upon receipt of a deliverable, USCG SFLC shall have four weeks to review the draft deliverable and provide comments. After receiving USCG SFLC’s comments, the Contractor shall produce the final deliverable within four weeks.
