SUMMARY OF CHANGES

For Solicitation Number HSCG40-13-Q-11005

USCG REPAIR/OVERHAUL OF OCTANS GYROCOMPASS

The Pre-Solicitation was updated with correct set-aside information, this acquisition is unrestricted and not a small business set aside.

A question was presented during the solicitation period. Below is the question asked, answer to the question and change(s), if any that were made as a result of the question.

Question 1:

Clarification is requested regarding the wording of line items CLIN 0003, CLIN 1003, CLIN 2003, CLIN 3003 & CLIN 4003 in the Schedule of Supplies/Services and Prices/Costs Section (pg 3/49).

The sentence stating "This price shall include overhaul, inspection, testing, test reports, preserving, packaging and marking of the gyrocompass..." suggests that the provided cost will be inclusive of not only labor, but any other material and testing costs required for a given repair. I understand that the quantity (and therefore the extended price) is only an estimate, but as each individual repair will be different in terms of hours and components it is not reasonable to provide a base price for "Each" repair.

Can we propose an hourly rate for repair labor only instead of a price for "Each" in the aforementioned line items? The hourly labor rate would be firm fixed for each year, and the Open and Inspect Report would dictate the number of hours required for each overhaul.

Answer:

The CLIN for overhaul is an average estimate only. We understand that this cost will vary depending on the condition of the equipment.

Price cannot be effectively evaluated without knowing the average cost of repair. Any cost indicated for total overhaul will be viewed as an estimate only since price will vary depending on the condition of the item, but it is equally important for us to evaluate all prospective costs up front so that we can effectively determine the price to be fair and reasonable.

Change:

As a result of the timing of the answer to questions 1, the deadline for proposal submittals has been extended to Friday, March 15, 2013 at 4:00 PM.

No further action required.
