3.0 REQUIREMENT
The contractor shall calibrate Coast Guard owned Test and Measurement equipment to manufacturer specifications unless specified by the U.S. Coast Guard. Test and Measurement equipment within the calibration system utilized by the contractor to calibrate Coast Guard owned Test and Measurement equipment will meet industry requirements with an accuracy of 4 to 1 ratio or better. Test and Measurement equipment owned by the Coast Guard and found to be out of tolerance by the contractor shall be adjusted by the contractor to meet manufacturer specifications and documented by the vendor on a Data Report per industry requirements. Data Report and Certificate of Calibration shall be provided by the vendor.
3.1 ACCREDITATION AND REGISTRATION – In order to ensure that Quality Assurance standards and practices meet minimum Coast Guard requirements the contractor shall have and maintain ISO/IEC 17025 and ISO 9001.2000 certifications and be accredited by A2LA.
This certification and accreditation ensures that Test and Measurement equipment are calibrated in a manner and are traceable back to the U.S. National Institute of Science and Technology (NIST).
3.2 COMPLIANCE – The contractor will observe and comply with all industry and government standards including those listed in paragraphs 4.1.1 and 4.1.2 of this document in the calibration practices, management, logistics, administration, shipping, handling, marking, identification and documentation of Test and Measurement equipment. Contractor will provide a copy of current Certifications and Accreditations at the request of the Contracting Officer or duly appointed representative.
3.3 GOVERNMENT FURNISHED PROPERTY (GFP) – The contractor shall provide protective storage for the GFP when not in use, and safe handling when in use.
3.3.1 The storage area shall at a minimum be closed on all sides, dry and locked when the equipment is not in use.
3.4 ARRIVAL INSPECTION – Each Test and Measurement equipment received by the
Contractor shall be inspected. A detailed report shall be completed and submitted to the Contracting Officer within 7 calendar days of request. The report will contain date of inspection, make, model and serial number of each individual test and measurement equipment inspected. Report will also include physical, mechanical and/or electrical-electronic discrepancies found by the inspector that do not conform to manufactures specifications. Test and Measurement equipment that cannot be brought into calibration specifications outside of customary calibration procedures i.e. alignments, adjustments and/or software resets shall be reported to the Contracting Officer.
3.4.1 No further work shall be accomplished until the report is approved by the
Contracting Officer.
3.5 CALIBRATION OF TEST and MEASUREMENT EQUIPMENT – Each Test and
Measurement equipment shall be measured with contractor provided equipment that is 4 times or more accurate then the Test and Measurement equipment being measured (calibrated).
3.5.1 Each Test and Measurement equipment will be calibrated on a reoccurring schedule based on manufacturer specifications and industry standards -
NCSLI RP-1-1996 unless otherwise directed by the U.S. Coast Guard.
3.5.2 The contractor shall establish a historical record for each Coast Guard owned Test and Measurement equipment calibrated. The record will contain at a minimum, Type of Test and Measurement Equipment, Make, Model name and/or number, Serial number, name of technician(s) conducting calibration, date of calibration, date calibration expires, certificate of calibration, adjustments/corrections performed, electrical and/or mechanical discrepancies found. Name of calibration equipment used to calibrate each Coast Guard owned Test and Measurement equipment, Make, Model name and/or number, Serial number, date of calibration, date calibration expires, discrepancies noted. Contractor records will contain sufficient information to show traceability of contractor used equipment back to NIST or other A2LA accredited source. Record information shall be clear, permanent, legible and in English.
3.5.3 Records and Certificates of Calibration can be electronic and/or paper copy. Electronic copies shall be in Adobe or Microsoft Word format or in a format that can be easily converted by Adobe 8.0 or by Microsoft Word 2003. A common format is required for printing capability purposes.
3.5.4 The contractor will attach an adhesive label to each Test and Measurement equipment. The label will contain at a minimum, Date of calibration, expiration date of calibration, corresponding serial number of the Test and Measurement equipment that was calibrated. Label information shall be clear, permanent, legible and in English. In addition the contractor will provide a certificate of calibration hard copy on 8.5” by 11”, letter size paper or by electronic file in Microsoft Word® or Adobe® format.
3.5.5 Although it is recognized in the Meteorology community that adhesive calibration labels are sufficient in terms of identification and Quality Control purposes, the contractor will provide copies of records by either paper copy or by printable electronic means of each Test and Measurement equipment when requested by the Contracting Officer or duly appointed representative. If the Contracting officer or duly appointed representative request copies of records then the records shall contain at a minimum historical information on each Test and Measurement equipment. This shall include type of test equipment, make, model and serial number, name or id of technician(s) conducting calibration, date of calibration, date calibration expires, adjustments/corrections performed, electrical and/or mechanical discrepancies found. Record will also contain sufficient information proving traceability of the calibration system back to NIST or other A2LA accredited source.
3.5.6 Coast Guard owned Test and Measurement equipment found by the contractor to be beyond the capability of the contractor to calibrate will be reported to the Contracting Officer and returned to the Coast Guard.
