HSCG38-17-R-200001 – Amendment 0001
Solicitation HSCG38-17-R-200001 Q&A Q) Does USCG keep data on the cycle rate of the landing gear; if so, at the time of overhaul what is the average cycle rate of the gear that would be shipped with this project?
A) Yes, the USCG does keep the cycle rate data for each actuator. It is difficult to calculate the average cycle rate at the time of shipment as the actuators are shipped from different field units with varying usage. USCG tracks the flight hours and number of landings for each actuator. The is no “high time” for the component and they are pulled upon condition.
Q) What is the expected rate of shipment for each landing gear set? IE – 5 per month/10 per month?
A) The Schedule posted to FedBizOpps identifies the estimated number of actuators to be repaired for each contract period. This number is an estimation and subject to change based on the number of actuators sent in for overhaul. Approximately QTY 10 actuators are issued per month for overhaul.
Q) Will it be in bulk shipment or each gear shipped individually IAW MIL SPECs?
A) The task orders could be issued in quantities of one or in multiples.
Q) What is the anticipated contract award date?
A) The anticipated contract award date is currently not available. This solicitation will require an extensive evaluation period, making it difficult to anticipate the contract award date.
Q) When is the first “batch” shipment date?
A) The first task order can be issued after contract award.
Q) Will an extension be granted for this solicitation?
A) No, due to the high priority of this requirement no extensions will be granted.
Q) Can the USCG share the data on the actuator landings and hours?
A) No, USCG will not share the current data for the actuators. Actuator flight hours and number of landings will be sent with the actuators at time of overhaul.
Q) Is it possible for pickup of the actuators being overhauled from ALC instead of them being shipped?
A) The solicitation requests quotes to be submitted under F.O.B Destination terms. This means that the USCG takes on the costs to send the actuators out to be overhauled and the return shipment costs are the responsibility of the Contractor. Please note the solicitation requirement for submitting a proposal with F.O.B. Origin terms. The possibility of gaining access to base for pickup and delivery of actuators for overhaul will not be considered until contract award.
