SIMPLIFIED ACQUISITION PROCEDURES (SAP)
Sole Source Justification SAMPLE
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT’S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. THE CUSTOMER SHALL PROVIDE THE FOLLOWING INFORMATION:
PURCHASE REQUEST OR REQUISITION NUMBER
6340-DE01
PROJECT/TASK NUMBER
ESTIMATED AMOUNT (Over Micro-Purchase Threshold, but up to the Simplified Acquisition Threshold)
BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE.
The United States Coast Guard (USCG), Aviation Logistic Center (ACL), Short Range Recovery (SRR) Division has a requirement on a sole source basis for the repair of one (1) Heat Exchanger. All line items are repair parts to be utilized on the on the MH65 aircraft.
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED.
The part for this requirement must be repaired by the Original Equipment Manufacturer, Ametek Thermal Systems, Inc. (Cage Code 12536). At this time, Ametek is the only repair source approved by the USCG. All repairs must be done in accordance with the OEM Component Maintenance Manuals (CMM). Therefore, any parts repaired from other than the OEM or an OEM approved source will compromise the safety of the aircraft and the crew.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES.
Ametek Thermal System, Inc. is the suggested source of supply for the repair of the parts on this requirement and can repair the parts in accordance with OEM specifications. Ametek is also the only source of supply that the USCG has utilized for the repair of the parts on this requirement in the past.
EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.
The USCG is currently looking for new sources to repair the part. Repairs need to be completed at this time in order to ensure that there are no aircraft on the ground (AOG) situations. Due to the scrap-out rate and the necessity of having the parts in stock at all times the parts have an inordinate ability to negatively impact flight operations of the SRR aircraft and progress of Programmed Depot Maintenance. In a fiscal and stockage environment requiring minimal investment in inventory requirements needed to react to every changing mission requirements.
PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED.
The parts on this requirement shall be repaired by an OEM approved source. As a result of the above, a competitive procurement effort is not practicable at this time. The USCG is continuing to try and find other OEM approved sources. As the Aircraft ICP, SRR Product Line is tasked with providing these parts and ensuring the parts are available. This task is crucial to the USCG mission readiness and the safety of the flight crews. For these reasons, these parts must be repaired in accordance with OEM specifications and why the agency has not overcome the barriers and able to compete this requirement. If any other potential sources are found they will be evaluated by SRR Engineering to whether or not they are an OEM approved repair source of supply.
