3.2 Repair – Work shall be performed at the Contractor’s facility or USCG approved facility. The Contractor shall:

• Provide all parts, materials, labor, tooling, test equipment, and facilities necessary to evaluate and repair components listed in the Schedule of Supplies/Services.

• Inspect, repair, and test components per applicable CMMs, OEM procedures and the TM. This includes replacement of missing or broken parts, removal of foreign matter, and corrosion, and final paint. Components missing consumable parts are not considered to be cannibalized.

• Ensure components are returned to the Government in airworthy condition, ready for installation on USCG aircraft.

3.3 Environmental Requirements - All parts must be thoroughly cleaned IAW applicable CMM or FAA Advisory Circular 43-205, Guidance for Selecting Chemical Agents and Processes for Depainting and General Cleaning of Aircraft and Aviation Products, to ensure components are as free as possible of all hazardous dust to include Hexavalent Chromium, Cadmium, Lead, etc., prior to being returned to ALC. ALC may take random samples of parts to ensure they are free as practicable of all hazards. Information on these hazards can be found in Occupational Safety and Health Standards 1910.1025 (lead), 1910.1026 (Hexavalent Chromium) and 1910.1027 (Cadmium).

3.4 Service Bulletins/Modifications - After receipt of written notice from the Government or OEM of a Service Bulletin/Modification, the Contractor shall submit a firm-fixed priced quote. The quote for the additional effort shall be received by the Contracting Officer within thirty (30) calendar days, and contain a breakdown of materials and labor costs. Total labor cost shall be calculated utilizing the labor rate specified in the Schedule of Supplies/Services.

After agreement on price, the contract will be modified to incorporate the price for the Service Bulletin/Modification, and the Contractor shall incorporate Service Bulletin changes into components that have not been modified. The Government will only pay the Service Bulletin/Modification price for newly modified components. When a part number change is required, the Contractor shall update the component’s data plate to reflect the new part number.

3.5 Corrosion - USCG Aircraft operate primarily around salt water, at a low altitude, and are subject to corrosion. During inspection and functional testing, the presence of corrosion in any component, or part thereof, requires a more through disassembly and inspection. Should corrosion be found, disassembly shall be made to the extent necessary to remove all corrosion or replace the part or parts affected. Corroded parts shall be replaced except in those cases where removal of corrosion from a part will not impair efficiency or safe operation of the part.

Corrosion removal and treatment of affected areas shall be accomplished IAW the OEM specifications, and Federal Aviation Administration Advisory Circular AC 43-4A, dated 07/24/91, Corrosion Control for Aircraft.

3.6 Serviceable Parts - Parts of a component found to be in serviceable condition after inspection and functional testing shall be reused.

3.7 Replacement Parts – Defective or missing parts shall be replaced with new parts with traceability to the OEM.

3.8 Obsolete Parts or Processes - When a part or process becomes obsolete, the Contractor shall notify the Contracting Officer within fifteen (15) calendar days after receipt of the component, and provide the following: (1) rationale and verification of an obsolete part or process, and (2) a written estimate of the effort required to make the repair. The estimate shall include; nomenclature, P/N, cost of part, quantity of replacement parts, and total labor hours. The Contractor shall verify cost of part with invoices or catalogs. The Contractor’s delivery obligation for the component(s) identified shall be suspended as of the date of the notice to the Contracting Officer. The Contracting Officer will make a written determination as to the disposition of the component within thirty (30) calendar days of receipt of the Contractor’s written estimate. After receipt of the Contracting Officer’s disposition instruction, the Contractor shall have sixty (60) calendar days for delivery.

3.9 Scrap Procedures – Parts replaced during component repair shall be disposed of as scrap and rendered unusable for its intended purpose.

3.10 Beyond Economic Repair (BER) – The Contractor shall notify the Contracting Officer in writing if an entire component is considered BER. The notice shall provide a description to support a BER determination, task order number, line item number, NSN, P/N, and S/N. If the Contracting Officer agrees, a modification with disposition instructions shall be provided within thirty (30) business days. The Contractor shall be entitled to the component’s Evaluation Fee as compensation for test, teardown and evaluation of the component. If the Contracting Officer elects to have the component repaired, the Contractor shall provide a price quote.

3.11 Unusual Damage – To be determined unusually damaged, a component must be received by the Contractor with one or more of the following discovered upon evaluation:

obvious misuse, crash damage, or cannibalization.

Contractor’s Reporting Requirements – Within thirty (30) calendar days of receipt of an unusually damaged component, the Contractor shall submit an inspection condition report and a firm-fixed priced quote for the additional work required to return the unit to a RFI condition. The quote must identify all required labor and materials, and shall contain:

• Task Order Number

• Line Item Number

• NSN

• P/N

• Nomenclature

• S/N

• Listing of required replacement parts and/or materials and their costs

• Number of Labor Hours required

• Photographs of the affected component

The contract’s hourly labor rate shall be used to determine the labor price.

The proposal shall not include teardown and inspection work that has already occurred, as this work is covered in the basic repair price for the component.

Government’s Response - Within thirty (30) calendar days, the Contracting Officer will indicate agreement with the claim of unusual damage and initiate negotiations to establish a firm-fixed price for repair, or deny authorization for the repair, or deny the claim of unusual damage and require completion of the repair at the contract price. When required, a bilateral modification will be executed to incorporate mutually agreed upon changes in price and delivery dates.

If the Contracting Officer does not authorize repair of an unusually damaged item, the BER asset shall be returned to ALC. If a component is to be returned to the Government, the Contractor shall be entitled only to the Evaluation Fee.

Required Delivery Date - The original delivery obligation is suspended when the Contractor complies with the Reporting Requirements above. When a delivery date extension is granted, a modification will re-establish the required delivery date.

3.12 Inspection/No Fault Found - Tested components indicating No Fault Found (NFF) shall be thoroughly inspected to ensure the OEM’s minimum functional performance and test specifications are met. The Component Repair Record (CRR) shall be documented to indicate NFF and the Contractor shall be compensated at the Evaluation Fee on contract.

3.13 Asset Computerized Maintenance System (ACMS) - ACMS is the management information system used to schedule and record all USCG aircraft maintenance. 5.0 GOVERNMENT FURNISHED MATERIAL (GFM)/GOVERNMENT

FURNISHED PARTS (GFP)

The Government reserves the right to provide materials/parts to the Contractor if it is in its best interest to do so. Requests for GFM/GFP shall be forwarded to the Contracting Officer or Contract Specialist in writing. The request must explain why it is in the Government’s best interest to provide the materials/parts. If the Government chooses to furnish the materials/parts, an appropriate decrement shall be applied to the repair price of the component. The price decrement shall be based on the current price published by the Defense Logistics Agency, or the USCG’s Aviation Maintenance Management Information System (AMMIS).
