ELECTRICAL COMPONENT REPAIRS STATEMENT OF WORK (SOW)
1.0 SCOPE
A requirement exists for the repair of electrical components for the United States Coast Guard
(USCG) H-65 Helicopter. This requirement includes the test, evaluation, and repair of the
Ammeter (P/N: 2310-230-00-12), Voltmeter (P/N: 2310-130-00-12), Switch, Level (P/N: 6476-
025-1), Generator, Tachometer (P/N: 65440-029-1), Control Box, Detection (P/N: 3459), and
Annunciator, AV Mode (P/N: 622-5429-001-NVG), as required.
2.0 BACKGROUND
The USCG currently operates a fleet of 99 H-65 aircraft. The H-65 helicopter is primarily a
Short Range Recovery (SRR) aircraft used by the USCG to perform search and rescue, law enforcement, and Homeland Security missions. The USCG missions require frequent operation at lower altitudes and in salt-laden environments. These environments accelerate corrosion on airframe structures, engines, and components of the aircraft.
Upon receipt of any electrical component, the Contractor shall perform a test and evaluation to determine the condition of the items. Any items found as No Fault Found (NFF) or Beyond
Economical Repair shall be returned to the USCG in accordance with (IAW) paragraph 4.4 of this SOW.
Work under this contract shall be performed at the Contractor’s facility or USCG approved facility. The Contractor shall provide all necessary parts, materials, labor, tooling, test equipment and facilities to evaluate and repair the components listed in this contract. The
Contractor shall perform all repairs IAW the Original Equipment Manufacturer (OEM)
Component Maintenance Manuals (CMM) and Technical Orders (TO).
The objective for the Contractor will be to provide Aviation Logistics Center (ALC), Elizabeth
City, NC with repaired electrical components that are Ready for Installation (RFI) in support of our efforts to sustain our H-65 aircraft. This will entail the repair of various quantities based on the electrical component per year with the possibility to exceed that quantity if there is a requirement. The Coast Guard required delivery date of the electrical components repaired is sixty (60) days after Contractor receipt of components.

The Contractor shall provide copies of all certifications (e.g. FAA Repair Station Certificate, EASA Part 145 certificate equivalent, Airbus Helicopters France authorized repair station certification for repair, etc.) to the Contracting Officer with their submitted quote response. The
Contractor shall notify the Contracting Officer in writing, no later than ten (10) calendar days, when the Contractor has a change in their certification status, and shall disclose all facts relevant to the change.
3.2 Subcontractor Qualifications. Subcontracting shall be limited to Contractors certified by the FAA and OEM. Documentation shall be provided to the Government to support the subcontractor’s qualifications and there can be no change in subcontractors without the
Contracting Officer’s written approval. Contractors and sub-contractors must have access to
OEM authorized replacement parts.
4.0 REPAIR REQUIREMENTS
4.1 Repair Procedures. The electrical components shall be repaired in accordance with the
OEM’s most current CMM and shall also include repair and/or replacement of all related components. Components shall be repaired for the specific fault for which they were returned.
A DD Form 1577-2, Unserviceable (Reparable) Tag-Material, or CG-1577-A (11-90), Unsatisfactory Report Tag, will be attached to each non-RFI item describing faults. The
Contractor shall perform an inspection and correct deficiencies found. This shall include, but is not limited to, replacement of missing or broken parts and the removal of any foreign matter or corrosion.
4.2 Corrosion. USCG aircraft operate primarily at low altitudes around salt water, and are subject to corrosion. During inspection and functional testing, the presence of corrosion in a component shall constitute reason for a more thorough disassembly and inspection. Should corrosion be found, disassembly shall be made to the extent necessary to remove corrosion or replace the part(s) affected. Corroded parts shall be replaced, except in those cases where removal of corrosion from a part will not impair efficiency or safe operation of the part.
Corrosion removal and treatment of affected areas will be accomplished IAW the CMM and
FAA AC 43-4A referenced in paragraph 2.1.1.
In the case where specifications do not exist or are not clear, the Contractor shall provide written notification to the Contracting Officer. Disposition instructions shall be provided via modification to the applicable Delivery Order.
4.3 Beyond Economical Repair (BER). If, after visual and functional inspection, an item is found to meet the manufacturer’s minimum performance specifications and requires no parts or labor, or the part has been deemed BER by the Contracting Officer, the Contractor will be allowed the firm-fixed price reflected in the Schedule for Test and Evaluation. A report, identical to the failure data report described in paragraph 4.2, shall be prepared and included with all returned components indicating the USCG’s reported failure and the fact that no fault was found or why the part was deemed BER. The parts that are deemed BER will be marked accordingly and returned to ALC.
4.4 Test and Evaluation (T&E). If, after visual and functional inspections, and item is found to meet manufacturer’s minimum performance specifications, the contractor will be allowed the firm fixed price for T&E. The contractor shall prepare a failure data report in these instances, if available, indicating the USCG’s reported failure. This report shall be included with the returned component and a copy shall be attached to the invoice.
4.5 Service Bulletins. The Contracting Officer will notify the contractor in writing when incorporation of mandatory or optional service bulletins is required. The contractor shall submit, within thirty (30) calendar days after receipt of this notification, a detailed proposal which shall include a listing of replacement parts and/or materials required, the time needed to affect the modifications, estimated price breakdown of each part, and the number of labor hours required.
The applicable labor rate will be as specified in this contract for service bulletins. The USCG normally incorporates all mandatory service bulletins. The contractor shall provide the
Contracting Officer two (2) copies of all service bulletins within ten (10) calendar days of receipt.
4.6 Product Improvements/Engineering Changes. The Contractor may develop designs and/or processes that will improve the reliability, maintainability, or operational performance of the components being repaired. These may be provided to the Contracting Officer for consideration and approval. A quote shall also be provided that reflects an incremental charge to be assessed each time the Product Improvement Package/Engineering Change Proposal is incorporated into the component. The quote shall include a breakdown of labor hours, material, and other costs. Upon agreement of the price for incorporation of the change, the Contracting
Officer will issue a modification to the contract to authorize and incorporate pricing for the change. The Contractor shall not incorporate proposed product improvements or engineering changes prior to receipt of written authorization from the Contracting Officer.
4.7 Pricing Exclusions – Unusually Damaged.
4.7.1 The USCG intends that all components specified in the schedule will be shipped for repair within the firm-fixed prices established in the resulting contract. Those components may be determined unusually damaged. In order to be determined unusually damaged, a component must be received for routine repair and upon evaluation any one of the following conditions are discovered: (1) obvious misuse, (2) cannibalization, (3) crash damage, or (4) Acts of God. Only components meeting one or more of the listed criteria may be considered as unusually damaged.
All other components shall be repaired in accordance with the fixed repair prices established in the Schedule.
4.7.2 When a component is processed for Unusual Damage Evaluation, the Contractor shall immediately notify the Contracting Officer in writing. The Government may request the
Contractor to submit an inspection condition report, pictures of the damage, and a repair quote listing all parts and labor needed to return the component to the satisfactory condition that meets
OEM CMM specifications. The quote shall include the Delivery Order Number, Line Item
Number, NSN, P/N, and S/N of the component. The hourly labor rate shall be charged at the firm-fixed rate established in the Schedule under CLIN 0010 and subsequent CLINs for each contract period of performance.
4.7.3 The Contractor’s delivery obligation shall stop from the date of notification that an item has been determined to be a candidate for Unusual Damage Evaluation. The delivery obligation will be specified in the Delivery Order modification and will apply only to those items specifically addressed by the modification. The Contractor is obligated to deliver all other components not individually addressed by the modification under the original delivery date specified on the Delivery Order. The quote shall not include the work involved in the teardown and inspection, which will have already occurred, as this is covered by the firm-fixed price specified under CLIN 0007 and subsequent CLINs for each contract period of performance for the Inspection/NFF.
4.7.4 The Contracting Officer shall either initiate negotiation for a firm-fixed price with the
Contractor or deny authorizations for the repair based on information in the report and any other information which may be available. Upon mutual agreement as to price and delivery, a
Delivery Order modification will be issued authorizing the repair at the agreed upon terms. If repair is not desired, the Contracting Officer will provide the Contractor with disposition instructions for the un-repaired item. In the event an item is returned to the USCG in a disassembled condition, the Contractor shall be entitled only to the appropriate compensation as the Test and Evaluation fee specified in CLIN 0007 of the Schedule and subsequent CLINs under each contract period of performance.
4.8 Replacement Parts.
4.8.1 Systematically Replaced Parts. The firm-fixed repair prices established in the contract shall include all parts that are systematically replaced during repair as required by the CMM.
4.8.2 Non-systematically Replaced Parts. Parts that are not systematically replaced may be separately listed and priced, OR offerors may quote a firm-fixed repair price that includes all non-systematically replaced parts.
4.8.3 Separately Priced Replacement Parts. If a firm-fixed repair price quote does not include non-systematic replacement parts, quotes shall include a list of each part with firm-fixed prices. Separately priced replacement parts will be shown in the Schedule as CLINs that will be activated via Delivery Order Modifications. The Government reserves the right not to fund and authorize replacement parts or additional repair work in which case disposition instructions will be provided by modification to the Delivery Order.
4.8.4 Serviceable Parts. Parts of a component found to be in a serviceable condition as result of inspection and functional testing may be reused. Missing parts or parts found to be defective shall be replaced with new parts that meet or exceed CMM specifications and drawings, except as noted in the SOW.
4.9 Technical Support Services.
4.9.1 Upon receipt of a request for a specific task, the contractor shall prepare and submit a proposal to the Contracting Officer. This proposal shall include a breakdown of hours, materials, and other costs associated with performance of the task. The labor rate in the schedule for technical support services will apply. Specific deliverables will be identified on individual delivery orders.
4.9.2 The contractor shall provide up to ten (10) man-hours per quarter, at no additional costs to the USCG, to support the USCG’s continuous quality improvement program. In the event that a requested task cannot be completed within ten (10) man-hours per quarter, the contractor shall immediately notify the Contracting Officer that the task cannot be completed within the allotted time frame and provide a preliminary estimate of the time and costs required for completion.
4.10 Environmental Requirements. All parts must be thoroughly cleaned IAW applicable
