Solicitation HSCG38-14-A-200052 Q&A Q) If multiple awards are made, will contract holders then be competing for Delivery Orders through the period of performance (PoP), or will the Government select the contractor of choice for each particular DO?

A) When we evaluate the offers submitted, only one contractor will be selected for each line item. Based on how many line items each offerors wins will determine how many contracts are awarded. Once the contract is awarded, only that contractor will receive the delivery order against the items awarded through that contract. There will not be any competition for delivery orders, as they will be through a contract awarded to only one offeror.

Q) Will a proposal be considered compliant and technically acceptable if some items on the Requirements list are not quoted?

A) It is not required that an offeror submit a quote for each line item on the solicitation. A quote submitted for any number of line items on the solicitation will be considered compliant and technically acceptable.

Q) Are the prices that will be quoted on the Requirements spreadsheet for proposal evaluation purposes only, or are they the actual items and quantities that the Government requires each year and subsequently be included as part of a winning proposal?

A) The prices quoted on the solicitation submitted are for evaluation purposes initially. Once a contract is awarded, the prices on the contract will be what the winning contractor submits against the solicitation. This solicitation is to be awarded via the Lowest Price Technically Acceptable method, so the lowest price offered for each line item will be considered first. The quantities listed in the Requirements spreadsheet are estimated quantities. Delivery orders throughout the life of the contract will determine the funding and quantities actually ordered.

Q) Does the turnaround time for the parts delivery affect the evaluation of proposals?

A) Turnaround time will only come into effect in the evaluation if more than one offeror quote the same price, which happens to be the lowest for that line item. As identified in the Terms & Conditions under Delivery, the Government requires a maximum delivery of 360 days for any of the line items.

Q) Has the estimated start date shifted at all due to the amendments extending the closing date of the solicitation?

A) The estimated start date of the contract(s) to be awarded has not changed from 09 December 2014.

Q) Will you accept PDF file format for responses, including the Pricing spreadsheet?

A) The solicitation states, “Vendors must submit their quote electronically using the attached Excel format. Failure to use the Excel format to submit a quote may result in the vendor’s quote not being considered for an award.” The quote submitted must be in the Excel spreadsheet provided. Any additional information submitted may be in PDF format.

Q) Does the OEM need to provide both an FAA 8130 and Certificate of Conformance (CoC)?

A) The solicitation states that an offeror must submit a CoC, traceability to the OEM, and one of the following: Certificate of Airworthiness, FAA 8130 (preferred), or equivalent EASA certification. The CoC does not have to come from the OEM, but must follow the procedures outlined in FAR 52.246-15.
