STATEMENT OF WORK

1.0 SCOPE

The United States Coast Guard, Aviation Logistics Center, requires depot level maintenance through the award of one or more firm fixed price – Requirements type contracts for the overhaul of Pumps and Valves as identified in the Schedule of Supplies/Services in accordance with this Statement of Work (SOW). The components will be shipped to the contractor for overhaul in order to restore them to a Ready for Issue (RFI) condition.

The Schedule of Supplies/Services represents the government’s estimated quantities of components anticipated for overhaul against this solicitation and resulting contracts. The schedule requires a firm-fixed overhaul price for each component listed in the schedule. Please note the schedule includes contract line item numbers (CLINs) that utilize a “header” number and “family” members under that same CLIN. The Header NSN and Part Numbers are designated by the letter “H’. Unmarked components are considered family members of the Header and are fully interchangeable. The firm-fixed overhaul price specified for the “header” applies to all the “family” members within that CLIN. Various pumps and valves are Flight Critical or Aviation Computerized Maintenance System (ACMS) tracked, as specified in Attachment 5.

The technical requirements in this statement of work are identified as the minimum acceptable standards of performance to define an operationally effective system. The contractor must have access to either the Original Equipment Manufacture’s (OEM) or United States Air Force Technical Order (AFTO), maintenance, repair, overhaul manuals, performance/test/acceptance criteria, and data to ensure the items specified in the Schedule of Supplies/Services are overhauled, and operating in accordance with the applicable OEM manual or AFTO. A listing of AFTOs and OEM CAGE codes can be found in Attachment 5. The contractor is solely responsible for obtaining the specifications listed in Attachment 5 of this document. The USCG does not maintain nor release the technical documents specified.

The information contained in this section is not intended to be all-inclusive nor does it detract from the procedures outlined in the OEM or AFTO specifications except where specifically noted herein. The technical manuals listed are the basic directives to be used in the part replacement requirement. Replacement parts shall conform to the configurations stipulated by other applicable directives and instructions contained herein. Parts replacement shall be confined to those parts determined to be beyond economical repair unless otherwise specified.

4.5 Unusual Damage

4.5.1 General

The Coast Guard intends that ALL components specified in the schedule will be shipped for repair within the firm-fixed prices established in the resulting contract. Occasionally, components may be received in a condition outside the confines of the applicable technical directives; those components may be determined Unusually Damaged. In order to be determined Unusually Damaged, a component must be received for routine repair and upon evaluation any one of the following conditions are discovered:

Obvious misuse Cannibalization Crash damage

Note: Only components meeting one or more of the above criteria may be considered as Unusually Damaged. All other components shall be repaired in accordance with the fixed repair prices accepted for contract award.

4.5.2 Unusual Damage Reporting Requirements

When a component is processed for Unusual Damage Evaluation, the Contractor shall within fifteen (15) calendar days of receipt of the item, submit an inspection condition report and rework price proposal, covering all parts and repairs needed to return the unit to satisfactory condition that meets all applicable OEM or AFTO specifications. The proposal shall contain the delivery order number, line item number, national stock number (NSN), part number (P/N), nomenclature, and serial number of the component, a listing of the replacement parts and/or material required, the time needed to effect the repair, and a cost breakdown including the cost of each required part and the number of labor hours. The hourly labor rate will be charged at the firm-fixed composite hourly labor rate contained in the Schedule of Supplies/Services. The Contractor’s delivery obligation shall stop from the date of notification that an item has been determined to be a candidate for “Unusual Damage Evaluation.” The delivery obligation will be specified in the delivery order modification and will apply only to those items specifically addressed by the modification. The Contractor is obligated to deliver all other components not individually addressed by the modification under the original delivery date specified on the delivery order. The proposal shall not include the work involved in the teardown and inspection, which will have already occurred, as this is covered by the firm-fixed price specified in the Schedule of Supplies/Services, schedule of requirements for the Inspection/No Fault Found.

Within thirty (30) calendar days, the Contracting Officer shall either initiate negotiations for a firm-fixed price with the Contractor or deny authorization for the overhaul based on information in the report and any other information which may be available. Upon mutual agreement as to price and delivery, a delivery order modification will be issued to require overhaul at the agreed upon terms. If overhaul is not desired, the Contracting Officer will provide the Contractor with disposition instructions for the un-overhauled item. In the event an item is returned to the Government in a disassembled condition, the Contractor shall be entitled only to appropriate compensation for Inspection/ No Fault Found as specified in the Schedule of Requirements.

4.5.3 Cannibalized Units

Firm-fixed prices proposed in the Schedule of Supplies/Services for overhaul shall not include assemblies and components which have been cannibalized for repairable parts or severely damaged due to mishandling, crash damage, or acts of God. These items shall be evaluated at the firm-fixed-price specified in the Schedule of Supplies/Services for Inspection/No Fault Found. In the event any of the components listed in the Schedule of Supplies/Services are received in a condition that represents obvious cannibalization, misuse, crash damage or acts of God, immediate notification to the Contracting Officer is required. This notification shall include a detailed description of the noted deficiencies and shall reference the delivery order number, national stock number, part number, and serial number and is subject to the discretion of the Contracting Officer.

4.6 Service Bulletins, Modifications and/or Engineering Change Proposals The Contracting Officer will notify the Contractor in writing of items requiring incorporation of a service bulletin or modification. Upon receiving notice of a service bulletin or modification, the Contractor shall submit within thirty (30) calendar days a firm-fixed priced proposal for an incremental charge to be assessed each time the service bulletin or change is incorporated in a component. The proposal shall contain a breakdown of material and labor costs based upon the firm-fixed labor rates and material factors. The incremental charge agreed to for incorporation of a service bulletin shall apply only to those components into which the Contractor incorporates a required service bulletin; not those into which the service bulletin has been previously incorporated. Upon agreement of the incremental charge and issuance of a contract modification to reflect this change, the service bulletin shall be incorporated into each subsequent component received at the Contractor’s facility if said service bulletin has not already been incorporated. When service bulletin incorporation changes the component’s part number, the new part number will be added to the contract. The contractor shall update the components data plate if applicable denoting the new part number and/or modification number.

4.7 Obsolete Parts or Processes

The Contractor shall use new parts meeting the requirements of specified Technical Orders, OEM specifications, or USCG specifications and/or drawings. In the event certain parts or processes become obsolete, the Contractor shall, within fifteen (15) calendar days after receipt of the assembly or component, notify the Contracting Officer in writing and submit (1) rationale and verification of any obsolete part or process, and (2) a written estimate of the effort required to make the overhaul. Such estimates shall include nomenclature, part number, cost and quantity of replacement parts, and total labor hours. The Contractor shall verify cost of part(s) with invoices or catalogs. The Contractor’s delivery obligation for the component(s) identified shall be suspended as of the date of the notice to the Contracting Officer. The Contracting Officer will, within thirty (30) calendar days of receipt of the Contractor’s written estimate make a written determination as to the disposition of the component. After receipt of the Contracting Officer’s disposition instruction, the Contractor shall have sixty (60) calendar days for delivery.

5.0 SERIAL NUMBER TRACKED COMPONENTS

5.1 ACMS, SCHR and CRR

ACMS is the management information system used to schedule and record all USCG aircraft maintenance. Some or all of the components specified for overhaul are considered “flight critical” or are serial number tracked. Components which are designated “flight critical” or ACMS Tracked are listed in Attachment 5. Serial Number Tracked components will be shipped to the contractor with a Significant Component History Report (SCHR) and a Component Repair Record (CRR).

a) Significant Component History Report (SCHR): This document contains the maintenance history of the serial numbered tracked component. It remains with its corresponding part until reinstalled on an aircraft or annotated “scrapped” or returned to ACMS. No action is required by the Contractor except to ensure the SCHR remains with the component.

b) Component Repair Record (CRR): This document records the maintenance performed on a serial number tracked component by the Contractor. The Contractor must complete this record to document the maintenance performed on the component including any Test and Inspection with No Fault Found results. Blank CRR’s are provided as attachments for CLINs 0014 and 0020 and their respective option years for repair/overhaul by the contract. New CRR’s will not be provided with each component shipped from the government and the forms provided herein should be copied. The contractor is instructed that the forms provided herein should be copied, properly completed and submitted. Failure to complete and submit the attached forms for each and every repair action in accordance with the contract will result in delay of invoice processing.

The Part Number and Serial Number of the component must mirror that on the SCHR, CRR and the Delivery Order. Upon receipt of component(s) the Contractor shall verify SCHR and CRR information with the part number and serial number on the component itself, verify the information against the applicable Delivery Order Line Item, and notify the Contracting Officer of receipt of items as outlined in paragraph 13.2.
