C. Requirements:
C-l.1 BACKGROUND:
C-1.1.1 Reliability Program:
The USCG is required to implement methodologies to manage life cycle costs of capital assets. The Reliability Centered Maintenance (RCM) Program establishes the methods of monitoring and controlling the inherent reliability of the fixed and rotary wing aircraft. The program identifies and ties together all the maintenance and operational tasks required to accomplish the planned objectives. The objectives are met through detailed study and trend analysis. The RCM Program is designed to monitor the reliability of aircraft components by utilizing historical maintenance data and statistical methods. Experience has shown that this technique is an accurate method of evaluating the reliability of aircraft systems and components. The program monitors the performance of aircraft components continuously, and brings problems and deteriorating trends to the attention of Coast Guard management. The program determines whether preventive action is needed if the inherent reliability of components is not realized. Optimum maintenance intervals depend on establishing a predictable behavior, called "reliability characteristics", and decision criteria depend on the type of component.
The Contractor shall support this objective by providing a minimum Level III Reliability certified individual Ref. NAVAIR 00-25-403 to conduct Reliability training and assistance; perform studies to determine component reliability characteristics, and provide derivation support for ad hoc system information requirements. A Systems Analyst (SA) will also be required; this position searches for and implements methodologies to manage broad and long term issues impacting life cycle costs of capital assets. Also serves as the ESD expert for aircraft maintenance and measurement data, including monitoring and support of M-1 Measures for Aeronautical Engineering. Additionally Reliability data analyst will be required Level II certified or equivalent work in area of RCM. Guidance will be provided by the Reliability Program Manager for the Chief of ACL’s Engineering Services Division (ESD), who is the principal governing official.
