PERFORMANCE WORK STATEMENT (PWS)
1. INTRODUCTION. The US Coast Guard performs a variety of maintenance tasks and analysis of rotor track and balance (RTB), vibration, and engine monitoring on HH60, HH65 helicopters and HC130, HU25, HC144 fixed-wing aircraft. These tasks are performed at the Depot Aircraft Repair & Supply Center and various Organizational Coast Guard activities, and remote locations. The equipment used to perform these tasks includes the OEM Helitune Ltd. RT5JS+ Rotortuner Kit, RT-JEMS Jet Engine Monitoring System, associated software and a variety of adapter and interface devices peculiar to the aircraft or system under test. The RTB and vibration analysis equipment also includes a variety of non-OEM equipment peripherals, including transducers, interface cables, mounting hardware and consumables. The equipment is configured in a variety of maintenance kits with associated equipment peripherals. The objective of this PWS is to identify contractor services required for supply support, technical support, and maintenance of these systems, system components and peripherals. These services include but not are limited to material, technical services, maintenance, end-item repair, calibration, service bulletin/modification incorporation, and kit consumable replenishment and replacement equipment interface peripherals. The quantity of services and supplies are estimates only and do not obligate the government to execute an order under this agreement.
2. BASIC SERVICES. The contractor shall provide all labor, facilities, tooling, test equipment, parts and materials, technical data, other items and services necessary for technical/engineering support, functional testing, inspection, maintenance, packaging, shipping and receiving of government items as listed on the contract. All services shall be accomplished on as “as-required” basis as determined by the government. Request for clarification shall be directed to the Contracting Officer (CO) or the Contracting Officer Technical Representative (COTR).
2.1 Technical/Engineering Support. The contractor shall be capable to provide software technical support, upgrades and modifications to the:
(a) RT-Vision ground station database
(b) Genesis test card creator
(c) Predictor flight control prediction software
The contractor shall be capable to provide firmware technical support, upgrades and modifications to the RT5JS+ Rotortuner Kit and RT-JEMS Jet Engine Monitoring System. All software/firmware upgrades, modifications or program enhancements require government approval. This effort shall be accomplished “as-required” by the government.
2.2 Maintenance. This requirement includes inspection, function tests, calibration and repairs. All maintenance shall be accomplished IAW the original equipment manufacturer (OEM) service literature. The contractor shall demonstrate it has all the necessary technical data, maintenance and repair manuals, performance, test, and acceptance criteria data to ensure the items specified are inspected, tested, calibrated, repaired, and operating in accordance with the manufacturer’s specifications and applicable technical data. The contractor is solely responsible for obtaining any and all specifications required for this effort. Original design or functional capabilities of the end item and parts thereof shall not be changed unless authorized or directed by the requirements of this work specification. Replacement parts shall conform to the OEM technical data. Parts replacement shall be confined to those parts determined to be beyond economical repair unless otherwise specified.
-10-
2.3 Repairs. Repairs include disassembly/assembly, cleaning, adjustment, part replacement, and/or fabrication of part. For repair services, the contractor is authorized only to inspect the material, including disassembly if necessary, to determine the repair/rework required in preparing a fixed price quotation covering such repair. The contractor will undertake no work beyond the inspection and disassembly noted above without express written approval from CO/COTR. Upon receipt of the equipment by the vendor, repair service shall be completed and returned to the government in (30) thirty days or less. When repairs compromise the equipment, or system operational integrity, a function test is required to complete the maintenance action. When repairs compromise the calibration standard for TMDE items (Test, Measurement, and Diagnostic Equipment), re-calibration is required to complete the repair action.
2.4 Calibration. System calibration is required at 12-month intervals. Scheduling will be accomplished to maximize equipment availability at all Coast Guard activities. System calibration shall be accomplished IAW Helitune specification CS-2637-02. Calibration measurement of TDME shall be traceable to National Institute of Standards and Technology (NIST). A certificate of calibration shall accompany each item and also have a calibration sticker affixed to the end-item of TDME when the equipment size allows. Upon vendor receipt of the equipment, calibration shall be completed and returned to the government in (10) ten days or less.
2.5 Function Tests. System function testing will be accomplished in conjunction with the calibration of the kit. For system or equipment requiring function tests, each shall be tested IAW with the Helitune specifications per below:

The price of any such part will be negotiated on a case-by-case basis.
2.6.1 - The contractor shall notify the Contracting Officer within 10 calendar days after receipt of the component when any of the separately priced replacement parts specified in the Schedule are required. This notification shall include a list (by part number, nomenclature and quantity) of any separately priced replacement part(s) required. The Contracting Officer will either issue a modification to the delivery order authorizing use of the separately priced replacement part(s) or provide disposition instructions. The delivery schedule will be adjusted accordingly for any delay associated with requesting and obtaining the approval to utilize the specified separately priced replacement part(s).
-11-
2.6.2 - The Government reserves the right to provide separately priced replacement parts as Government-furnished property (GFP) on an as-needed basis as determined by the Contracting Officer.
