Answer 1: Aft~r review, the description exceeded our requirement. The following meets our requirement: "10 years of experience in managing and supervising complex Information Technology programs or other engineering or technical programs." See Amended Attachment 3- Labor Category Qualifications on Page 74."

Question 2: The NAIS Labor Category Qualifications for Technical Writer on page 78 of the RFP states that the Tech Writer must have a Masters Degree and 2 years experience or a BS/BA with 6 years experience. This seems high for a Technical Writer especially given that a System Analyst needs only a BS/BA and 4 years experience. Would the CG R&DC consider lowering the qualification requirements for the Technical Writer to BS/BA and 2 years experience?

Answer 2: After review, a Masters Degree exceeds the requirement for AIS support. A BS/BA with 4 years" experience will meet the needs of the program. " See Amended Attachment 3- Labor Category Qualifications on Page 78".

Question 3: Section H-2 (Subcontracting Plan) suggests that a Small Business and Small Disadvantaged Business Subcontracting Plan should be submitted with the proposal. Which section of the proposal should contain the Small Business and Small Disadvantaged Business Subcontracting Plan and will it be excluded from or included in the page count?

Answer 3: Large businesses shall submit the Small Business and Small Disadvantaged Business Subcontracting Plans in Volume II, Price Proposal. The plans will not be included in the page count restrictions. "See Amended Section L-12 on Page 54".

Question 4: The section on Staffing on page 49 (last line) states "all personnel, except the Program Manager, shall be proposed for the Government Site and are anticipated to be working on-site at the USCG RDC in New London, CT". We have teamed with a subcontractor that has specific experience in AIS RF technology but are not local to the New London, CT area. Is it a problem proposing them to fill the RF Analysis Continued ...

(A) (B) (C) (D) (E) (F) and Design Engineer labor category positions?

Answer 4: After reviewing sections F, L, and the PWS we have determined that in addition to the Program Manager, two additional labor categories are not required to be on-site at the USCG RDC facility to perform tasks. These categories are the Subject Matter Specialist(Consultant-RF Analysis Engineer) and the Subject Matter Specialist (Consultant-RF Design Engineer).n See amended requirement in Sections F-4 on page 8, and L-4 on pages 49, 50".

Question 5: In filling out the Fixed-Price Labor Schedule (attachment 2), we plan to specify separate labor category rates for subcontractors in those labor categories that are being worked by both the prime contractor and a subcontractor.

Is this a correct approach?

Answer 5: No, the Government will only pay a single rate per category on this Firm-Fixed-Price IDIQ, so only fill in a single rate for each Labor Category. Subcontractor rates are not generally evaluated separate from theprfme contractor unless "Certified" or "Other than Certified" Cost or Pricing Data is required. At this point there is no request for this data.

Question 6: We are bidding two qualified individuals in the Key Labor category of Senior Programmer. Will this approach be compliant as long as both individuals meet the labor category requirements?

Answer 6: Yes, multiple individuals may be proposed for any Labor Category, however, only one price can be offered for any labor category on the Fixed-Price Labor Schedule for each year.

2. As a result of the revision to the Labor Category Qualifications (Attachment #3), the Fixed-Price Labor Schedule (Attachment #2)descriptions for the RF Analysis Engineer Consultant and the RF Design Engineer Consultant are changed to read: Subject Matter Specialist, (Consultant-RF Analysis Engineer) and Subject Matter Specialist. (Consultant-RF Design Engineer) .
