STATEMENT OF WORK
1.0 GENERAL.
1.1 Scope. The purpose of this Statement of Work is to obtain Facility assistance to provide a wide range of training platforms within a 50 mile radius of Tactical Law Enforcement Team South (TACLET SOUTH) base located @ 14750 NW 44TH CT Opa Locka FL 33054. Weekly, quarterly, semi-annually, and annual training at one location. This allows for maximum training while minimizing travel time. TACLET SOUTH is required to conduct 32 Tactical Sustainment Training (TST) per year 08 Ready for Operations (RFO) per year and 08 Water survival Training (WST) per year that puts TACLET South at 44 training weeks out of 52 weeks; a 85% usage rate.
1.2 Background. TACLET South is a Deployable Specialized Forces unit required to conduct quarterly TST’s consisting of two days of flat range , three days of Close Quarter Combat (CQC) combined with Mechanical, Thermal and Ballistic breaching. Semi-annual WST, annual RFO’s and other training requirements. Based on these training requirements, training facility preferred is in close proximity of TACLET South with diverse platforms to include a ship in the box for TST’s, Counter Drug Boarding training and RFO’s, a pool that meets all WST requirements and high rise tower for use during rappel training. The majority of these trainings require SIMUNITIONS training which requires the facilities in use to meet certain safety criteria. The WST program requires the pool depth to be at a minimum of 12 feet as the requirement of a platform of a minimum of 5 feet tall.
1.3 HOURS OF OPERATION.
All training will be perform between the hours of 0730 and 1700 EST, Monday through Friday (except Federal holidays). However, there may be occasions when facilities shall be required other than normal business hours, including weekends and holidays, to fulfill requirements under this task order.
1.4 REQUIREMENTS.
Training Facilities shall provide the following ;
· Ship in a Box (SIB)
· The SIB allows for Ship board CQC Tactics to be practiced. The SIB can be utilized for day training techniques and night time operations. The SIB also has an engine room specific to SIB Trainers that has a simulated bilge and cat walk that closely simulates what can be encountered on a Ship. The SIB has three levels with multiple spaces on each level. The SIB has escape hatches and multiple ladder-wells. With a simulated super structure that can be used as a bridge when trying to gain positive control of a ship. The SIB has water tight doors that are not found on land based structures. The SIB has narrow to wide hallways and multiple types of intersections which provides the ability to train all levels of hallway and intersection work. The ability to simulate multiple types of insertion.
· High Rise: High Rise is a 5 level land based training prop that has multiple spaces on each level. Each space varies in size and has follow rooms to constantly change the layout with ease for a variety of training scenarios. It provides wider hallways to facilitate a larger assault force. The high rise structure also has 5 story open stair wells to work on Stairwell clearing techniques. This prop can also go lights out to work on either Day or night operations. Due to the size of the prop it allows for multiple training lanes to be used which maximizes the training time and to train more members to maintain qualifications which is not the case at other locations. The ability to train small unit movement TTP's can be trained on this prop. The ability to simulate multiple types of insertion.
· Residential House: Two story prop with a closed interior stairwell and one open exterior stair well. This prop can be used for day or night operations as it has the ability to go lights out. Medium sized hallway to practice specific hallway and intersection. It is large enough to run multiple lanes of training. The ability to train small unit movement can be trained on the prop. The ability to simulate multiple types of insertion.
· Store Front: This prop is utilized to incorporate for multiple structure clearing and when incorporating small unit level clearing and formations.
· Warehouse: This prop is utilizes the ability to simulate a cargo hold on a larger vessel.
· Close Quarters Combat:
2 Man (Strong Wall, Single Room)
4 Man (Strong Wall, Single Room)
2 Man (Strong Wall, Multi Room)
4 Man (Strong Wall, Multi Room)
4-8 Man (Clearing of Multi Room)
· Variety of room sizes that allow for training on the proper marshalling process of personnel from the initial clear process all the way to post assault procedures.
· Hallways/Intersections (multiple hallways varying in size to work hallway formations ranging from single stack, rolling point, and split stack formations.)
· Stairways (Multiple story stairwells that allow the use of USCG Converted Weapons that fire the marking cartridge. With open and closed stairwells to train Teams on both types at the same location).
· Ladder-wells (multiple types of ladders to train on vertical, angled, interior, and exterior ladders)
· Team Clearing Single Story Structure.
· Team Clearing Multi Level Structure (a true multi space/multi level structure that can be utilized with USCG converted weapon systems.)
· Movement To/From Objective (S.C. is a self contained safe training site that mirrors a small town and allows for team movement drills to include vehicle assaults, small unit formations, multiple breach point assaults, that would not be able to be trained at other facilities.)
· Force on Force Scenarios (the main focus with Force on Force scenarios would be the SIB and how important it is to train like you fight and being able to work on an actually mock up ship is crucial.)
· Medical Training:
· Tactical Combat Casualty Care (TCCC)/Assaulter Down Drills(multiple training props that provide the ability to train multiple types of medical drills to include proper evacuation procedures.)
· Breaching:
· Soft Breaching (equipped with both push and pull doors that allows for the training of 2-8 man breaching techniques.)
· Manual Breaching (manual breaching doors and props on station to maintain the annual and semi-annual breaching requirements)
· Mechanical Breaching (manual breaching doors and props on station to maintain the annual and semi-annual breaching requirements)
· Land Based facility (multiple land based training props these props can be used to simulate either a land based or maritime based training scenarios.)
· Lighting Conditions: (training props with the ability to go "lights out" and train low light/no light scenarios at any time; allowing for the team to utilize night vision devices and low light/white light training)
Day
Night (White Light)
Night (use of Night vision goggles)
· Pool : (depth to be at a minimum of 12 feet as the requirement of a platform of a minimum of 5 feet tall.
