USCG Dry Suit Requirements Document
I. The United States Coast Guard (USCG) has a continuing requirement to outfit its crew members with Dry Suits, hereinafter referred to as the suit. The suit shall be a completely assembled, ready for use, a commercial suit that meets the following specifications.
This suit is intended to be used as lifesaving equipment by CG Personnel. It is intended to be a constant wear dry suit.
NOTE: This suit is not an Immersion Suit as defined in 46 CFR 160.171-1.
Terms and Definitions:
Constant wear suit: Designed to be routinely worn for activities on or near water in anticipation of accidental immersion in water, but permitting physical activity by the wearer to such an extent that actions may be taken without undue encumbrance.
Dry Suit: A garment designed to preclude the entry of water upon immersion.
Thermal Stress: Any combination of factors which result in heat gains or losses relative to the body or which prevent the body’s regulatory mechanisms from working efficiently.
Waterproof Fabric: A coated fabric satisfying the hydrostatic resistance requirements of ASTM-D-3393
1. This is a requirement for dry suits to be worn by USCG personnel. The suit(s) shall be a Commercial modular garment which can be used as a dry suit in maritime, terrestrial, airborne, shipboard, and transitional environments by the U.S Coast Guard. To keep the user comfortable, the suit shall provide water vapor management and must be durable enough for rugged field use. The suit shall keep the operator dry in maritime and terrestrial (land) extremes and all weather conditions without interfering with typical mission movements or compromising range of motion for activities including, but not limited to swimming, running, assault movements and weapons access/usage. The suit must be able to keep the operator dry while immersed in water. The suit and all components and design features shall be compatible with individual equipment (load-bearing equipment, body armor, headwear, handwear and footwear/fins) used by/in operations and training. The neck and wrist seals shall not interfere with individual clothing or equipment, shall be protected from the elements and physical damage, and keep water out. The suit must have front entry and relief zipper, integrated socks, easily accessible and a minimum of two thigh and two calf pockets. The suit must be designed in a manner that reduces the effects of abrasion on key garment stress areas such as the knees, elbows, and buttocks. The suit shall be built for the ease in donning and doffing. The suit shall have a standard operational life of at least three years. The suit shall be sized to fit with minimum sizes of the 5th percentile female to the 95th percentile male operator as described in ASTM F1166-07 (2013); however, the contractor shall have the ability to provide special order sizing. The contractor shall be capable of providing repair services for components typically damaged by routine wear and tear. Warrantable items shall be paid for by the contractor, whereas non warrantable items shall be paid for by the USCG.
a. The suit shall:
i. Be useable in air temps of -30 F to 70 F
ii. Be resistant to temperature cycling
iii. Be designed for constant wear
iv. Keep operator Dry (Waterproof) (ASTM D-3393)
1. Resistance to water penetration: No leakage
2. Resistance to water penetration after exposure to synthetic perspiration: No leakage
3. Resistance to water penetration after exposure to diesel fuel: No leakage
4. Resistance to water penetration after exposure to aircraft fluid: No leakage
5. Resistance to water penetration after exposure to DEET: No leakage
6. Resistance to water penetration after exposure to Sunscreen: No leakage
v. Be moisture vapor permeable (ISO 11092 or 15496)
vi. Be 100% leak tested prior to shipping (no leakage)
vii. Be able to be used with different manufactures undergarments i.e.
1. Moisture wicking layer
2. Thermal layer
viii. Seam Tape
1. All sewn seams and stitching shall be covered on the inside of the suit and sealed with the seam tape. The entire width of the seam tape shall be heat sealed over the seams and stitching. Crossover areas and the ends left unsealed after heat sealing shall be taped. To maintain a tape overlap, sealed sewn seams shall not contain more than two layers of seam tape per seam. The tape shall not lift from the seam at any point. The neck and wrist seals attaching seams to the suit shall be covered on the inside of the suit. End joints where the tape passes over taped seams on the suit shall be avoided. The overlap of splicing and tape ends shall be not less than ¾ inch. Seam tape shall be compatible with the waterproof/breathable fabric
ix. Salient characteristics of neck and wrist seals include tear and ozone resistant, trimable seals, one size fits all design that fit comfortably and conforms to the wearers’ body to seal against intrusion of water. Adjustable neck seals are not authorized.
x. Coast guard personnel shall be able to change out the neck and wrist seals and fix small pinhole leaks to the suit
xi. Arm cuffs shall be constructed to protect the wrist seal by a gauntlet style fabric closure that closes around the wrist seal with hook and pile fastener tape
xii. Address outer shell fabric protection for high wear areas
xiii. At a minimum the suit shall have reinforced knees, elbows, and buttocks capable of withstanding non-skid decking
xiv. Available as small, medium, large, extra large and double extra large. Size ranges shall be from the 5th percentile female to the 95th percentile male and shall be adequate for most of the remaining 5% at each extreme when worn over insulated undergarments up to ½ inch thick.
xv. Incorporate an attached sock type foot design that is one size fits all or shall range in size to fit the 5th percentile female to the 95th percentile male and are adequate for most the remaining 5% at each extreme.
xvi. Legs shall be constructed to blouse over 16-inch high boots and down to the ankle and incorporate hook and pile fastener to close around the boot.
xvii. Bladder relief closure for female/male that will completely seal from the intrusion of water and shall be of a design that allows the wearer to open and close the seal without resistance.
xviii. Loops at waist for retention of a law enforcement belt. The loops must be able to accommodate a 2 ½” wide belt and be of a “side release” style.
xix. Shall be Vivid Orange/Black.
xx. Shall incorporate a total of 62 square inches of Solas-grade retro-reflective tape that would be visible above the waters surface from all directions while the wearer is floating upright with legs and torso submerged in chest deep water.
xxi. No manufacturer distinguishing logos/markings visible on the external surface of the suit.
xxii. Workmanship. The finished suit shall be uniform in quality and free from loose thread, foreign matter, and irregular defects that can adversely affect usage or durability
