Self-Propelled Boat Trailer For the (USCG)

Special Purpose Craft – Training Boat (SPC-TB) 15 August 2016

Specification

1. SCOPE

1.1. This specification is for a self-propelled trailer to be used for hauling, transporting and launching the (USCG) Special Purpose Craft – Training Boat

(SPC-TB).

1.2. The U.S. Coast Guard (USCG) Training Center (TRACEN) in Yorktown, VA.

operates and maintains 14-38 foot SPC-TBs. In order to facilitate maintenance and repair, a self-propelled trailer is required that can be used to haul an SPC- TB using a boat ramp located on TRACEN property, transport the SPC-TB to and from a maintenance facility on TRACEN property, and then launch the SPC- TB using the same ramp.

1.3. Once transported to the maintenance facility, the SPC-TB will be kept on the trailer or blocked off the trailer to conduct maintenance before being returned to the water.

2. APPLICABLE DOCUMENTS

2.1. The following documents are referenced in this specification:

2.1.1. Metal Shark Aluminum Boats brochure for 38 foot Defiant Model Pilothouse Boat: www.metalsharkboats.com

2.1.2. Federal Standard 595C “Colors Used in Government Procurement”

3. REQUIREMENTS

3.1.1. The Contractor shall provide a new hydraulically powered self-propelled submersible trailer suitable for launching and hauling the SPC-TB from a boat ramp.

3.2. SPC-TB

3.2.1. The trailer shall accommodate the SPC-TB. The SPC-TB is an aluminum “deep-vee” mono-hull boat powered by twin outboards similar in arrangements and design to the Metal Shark Aluminum Boats 38 foot Defiant Class (see 2.1.1).

3.2.2. The SPC-TB has the following general dimensions:

Length Overall 40 ft 0 in With twin outboards in lowered position, includes fendering at bow.

Length, Hull ~ 33 ft Aluminum Hull, from http://www.metalsharkboats.com/ transom to bow

Length of Stern Bracket for Outboards

~ 3 ft 6 in From transom at keel aft to outboard motor mounting surface.

Length, Keel 23 ft Straight keel, forward of the transom.

Beam, Overall 12 ft 6 in Including fendering

Draft 36 inches Maximum hull draft with the engines in the raised position.

3.2.3. The trailer shall accommodate a loaded boat weight of at least 25,000 pounds.

3.3. Launch and Recovery

3.3.1. The trailer shall be capable of launching and recovering from the boat ramp at TRACEN Yorktown.

3.3.2. The ramp is constructed of concrete, is 15 feet wide and has a slope that ranges from 6 to 9 degrees measured from horizontal.

3.3.3. The ramp extends approximately 32 feet into the water with a water depth at the end of the ramp of 4 feet 6 inches at mean low tide.

3.3.4. The trailer shall be equipped with removable center rollers to allow for blocking the SPC-TB off the trailer on level ground.

3.4. Transit and Maneuvering

3.4.1. The trailer shall be self-propelled and be capable of transiting over gravel roads at a speed of at least 5 miles per hour.

3.4.2. The trailer shall be highly maneuverable and able to make a complete turn in no more than one and a half trailer lengths.

3.4.3. The width of the trailer, without the SPC-TB, shall not exceed 8 feet 6 inches.

3.5. Shallow Water Launch and Recovery

3.5.1. The trailer shall be capable of hauling and launching the SPC-TB in shallow water conditions. To accomplish this, the trailer must have rollers and a winch to allow the SPC-TB to be winched onto the trailer from the floating position during recovery operations and roll off the trailer during launching operations. The winch shall be outfitted with synthetic line suitable of pulling the 38 foot SPC-TB on to the trailer.

3.5.2. The forward section of the trailer shall have a raised platform that houses the operational controls and power supply equipment and provide a suitable place for the operator to sit during trailer operation. Steps and handrails shall be provided to access the platform. Non-skid surfaces shall be applied in areas where the operators are expected to step or stand.

3.6. Trailer Construction

3.6.1. The components of the trailer that would normally be under water during launch and recover operations shall be completely sealed.

3.6.2. The trailer will normally be stored outside uncovered. All components shall be suitable for exposure to rain, snow and icing.

3.6.3. The trailer shall be propelled by hydraulic motors driving at least 4 drive wheels. The drive wheels shall be distributed that 2 are at the front of the trailer to maintain traction out of the water on the boat ramp and 2 are located towards the rear of the trailer.

3.6.4. The rear drive wheels shall have a driver controlled isolation system that will divert hydraulic power to the left or right drive wheel providing better traction during wheel slippage situations. Switches to control the limited slip capability shall be provided within reach of the operator when seated on the operator’s seat.

3.6.5. All wheels shall be galvanized protected and solid air cushioned tires that carry the majority of the SPC-TB load.

3.6.6. The trailer shall have forward hydraulically driven wheels that provide steering. Steering shall be hydraulically controlled.

3.6.7. Hydraulic power shall be provided by a water cooled four-stroke diesel engine hydraulic power unit (HPU) that is mounted on the trailer.

3.6.7.1. The diesel engine shall be provided with an enclosure that limits the noise exposure for the operational crew.

3.6.7.2. The diesel engine shall have electric start with a starting battery and an alternator that provides sufficient power for re-charging battery and powering other trailer electrical loads.

3.6.7.3. The controls for the diesel engine shall be located on the raised platform.

3.6.7.4. The diesel engine shall have the following gauges and controls:

3.6.7.4.1. Start and stop controls

3.6.7.4.2. Engine pre-heat control

3.6.7.4.3. Tachometer

3.6.7.4.4. Engine hour meter

3.6.7.4.5. Oil pressure gauge

3.6.7.4.6. Engine cooling water temperature gauge

3.6.7.4.7. DC electrical voltage gauge

3.6.7.4.8. Hydraulic oil pressure

3.6.7.5. A diesel fuel tank with gauge shall be provided with sufficient capacity for 8 hours of operation. The fuel distribution system, including filters, shall meet the engine manufacturer’s requirements.

3.6.8. The hydraulic system shall incorporate the following features:

3.6.8.1. The system hydraulic oil shall be of the biodegradable type.

3.6.8.2. Hydraulic hoses shall have corrosion resistant stainless steel re-usable end fittings.

3.6.8.3. The hydraulic hoses shall be installed exterior of the frame work to allow for visual inspection before each use.

3.6.9. Rollers shall have stainless steel (Type 316) shafts.

3.6.10. The trailer shall have a positive means of slowing and stopping movement of the trailer either through brakes or the hydraulic propulsion system.

3.6.11. The raised platform shall incorporate a control console that provides steering, propulsion and winch controls.

3.6.12. The trailer shall be fitted with two forward facing and two aft facing floodlights (to illuminate the trailer, road and launching ramp during operations).

3.6.13. The trailer shall be painted yellow (Federal Standard 595C, Color 13538).
