Dear Potential Offerors:
The United States Coast Guard (USCG) thanks you for your interest in the Structural Enhancement Drydock Availability (SEDA) effort. Due to budgetary constraints, the USCG cancelled Request for Proposal (RFP) HSCG23-15-R-NSC001. Consequently, the new solicitation includes a restructuring of the Contract Line Item Numbers (CLINs) to provide flexibility to the USCG to fulfill the needs of the National Security Cutter (NSC) Program Office (CG-9321) and support two hulls of the WMSL Class (750 and 751).
RFP HSCG23-15-R-NSC002 is now available on the Federal Business Opportunities website and contains all of the changes incorporated in HSCG23-15-R-NSC001 Amendments A00001 through A00013. The following sections and paragraphs detailed below are the only changes made to the new solicitation:
• Section B Added B.1(b) CLIN 0002 and B.3(d) CLIN 2000 Renamed CLIN 1000 under B.2(c) (was previously CLIN 0002 in HSCG23-15-R-
NSC001)
• Section C Added paragraph 3.1.2.1
• Section F
Revised Section F.4 to include the added CLINs 0002 and 2000
• Section J Added Attachment J-11
• Section L
Revised Sections L.10, L.11, L.12, and L.14.(e) Added Section L.14(e)(5) and L.15(a)(2)
You are invited to submit your proposal in accordance with the instructions contained in this letter and Section L of the solicitation. The following instructions apply to the RFP submission process:
• Provide a cover letter detailing your proposal submission along with the signed SF 33 (Section A). If no changes are needed to any version of the Technical, Experience, Past Performance and/or Administrative Volume included in your submission to RFP HSCG23-15- R-NSC001, than include a statement to that effect in your cover letter referencing the applicable volume(s).
• Because of the new/restructured CLINS, a revised Price Volume is required.
• For any volume that has changes from your submission to RFP HSCG23-15-R-NSC001, provide a complete new version of that proposal volume and submit via email to me (Martha.A.Bello@uscg.mil) by the closing date and time specified in Section L.
Although no formal Question and Answer period will be entertained from this point forward, if you have any questions about these instructions for submission of your proposal to RFP HSCG23-15-R-NSC002, contact me via email at Martha.A.Bello@uscg.mil. All volumes of the proposal (Technical, Experience, Past Performance, Price and Administrative) must be received by me via email prior to 5:00 PM EST on 25 AUGUST 2015.
Thank you for your interest in participating in the WMSL 750 & 751 SEDA effort.
Sincerely, Martha A. Bello Contracting Officer U. S. Coast Guard mailto:Martha.A.Bello@uscg.mil mailto:Martha.A.Bello@uscg.mil
