Attachment 1: US Coast Guard Specifications for SKIFF ICE (SKF-ICE Boat.

HSCG23-15-R-MOT004 1

UNITED STATES COAST GUARD

SPECIFICATION

FOR

SKIFF ICE (SKF-ICE) BOAT

08 Jun 2015

HSCG23-15-R-MOT004 2

1.0 SCOPE

The intent of the Skiff Ice Boat (SKF-ICE) is to provide the United States Coast Guard (USCG) with short-haul ice inflatable boats to support Districts D1 and D9 Small Boat Stations for Search & Rescue (SAR) during the ice season. The SKF-ICE will be used as a short-haul inflatable boat (i.e. for ice rescue SAR cases where the response is less than one-half of a nautical mile from shore).

The standard response is a three-person rescue team that travels via land to the nearest point on shore adjacent to the distress location, and traverses onto the ice for the purpose of conducting a rescue. The ice rescue team is assisted by at least one shore side member for communications relay.

The standard response involves the ice rescue team walking to the victim’s location and conducting recovery using a shuttle board and approved rescue slings. The shuttle board is also typically used to help transport gear of the rescue team and assist with victim transport over ice back to shore.

A timely response may also necessitate transiting small open pools of water or cracks between ice shelves. The proposed platform needs to support the rescue team in transiting these small areas of open water and also assist with survivor recovery.

2.0 BACKGROUND

The requirement to maintain and operate SAR facilities is applicable year round. D1 and D9 units are expected to conduct SAR response operations regardless of whether surface waters are liquid, solid ice, or a combination of both. USCG authorities, jurisdiction and responsibilities do not change with the formation of ice, and response capabilities and management of risk must adapt to fit the seasonal threats and challenges.

Regardless of ice conditions or the time of the year, the USCG Commandant’s SAR goals are to have USCG SAR crews respond to an incident and be on scene within two hours.

During the winter months, after most boat stations have pulled their boats from the water, USCG aircraft and small boat station ice rescue teams are the only SAR response assets on the lakes and rivers.

3.0 PERIOD OF PERFORMANCE

The period of performance for the resulting contract shall be:

• A base period of Nine (9) months from date of award for minimum of 5 and maximum of 48 inflatable boats and;

• One 12-month Option Period for minimum of 5 and maximum of 33 inflatable boats.

4.0 USCG SKIFF-ICE BOAT REQUIREMENTS SPECIFICATION

The following requirements below must be met at a minimum:

A. Boat Performance and Requirements Characteristics

1. Transportability - Easily transported in back of a pick-up truck and hand carried by one person.

HSCG23-15-R-MOT004 3

2. Assembly and Inflation – Inflatable/deflatable to assist with storage and may be carried by one person when not inflated. Rapid assembly; installation of engine & inflation of inflatable boat in three (3) minutes or less and able to be stored in a carry bag. Equipped with air fill manifold for manual or tank air filling.

3. Durability – Constructed of PU/PVC/polyester alloy material with seams welded and taped for strength and air retention. Other proven materials that meet or exceed the Boat Performance and Requirements Characteristics may be used.

Vessel must be durable and capable of traversing ice shelves, enduring haul-out across broken and sharp ice, and refloating without damage to the structure.

4. Bottom Protection – Enables operation in harsh ice conditions; resists puncture by ice cleats worn by rescuers.

5. Tears/Punctures – Able to be fixed/repaired by the end user and be able to be fixed/repaired by the end user without the possibility of voiding any warranty.

6. Buoyancy – 2000 lbs of buoyancy. Able to carry a 3-person ice rescue team, effect the rescue of a minimum of 2 survivors (i.e. a minimum total of 5 people), and carry outboard engine (see Propulsion Requirement). Crew and survivor weights shall be calculated at 220lbs each. The inflatable boat must comply with ABYC standards for small craft (H-28 for inflatable boats) which includes compartmentation (separate chambers) for reserve buoyancy in case of a puncture while on the water or ice.

7. Propulsion – (a) The proposed inflatable boat shall be capable of mounting a small (<20hp) outboard engine for self-propulsion, but also capable of being propelled manually by oars. (b) Oars shall be provided with the inflatable boat. (c) Ability to mount a small engine (less than 20 hp), with fuel or battery capacity, capable of propelling the inflatable boat with 5 persons on board and capable of use in water with ice.

8. Weight (without outboard) – Less than 65 lbs, (minus engine) stored in a bag that can be easily transported in the back of a vehicle.

9. Launching – Can be launched from shore without access to a boat ramp or trailer.

10. Construction – Rescue design; shall provide crew with the capability to reach down in the water and retrieve a person or object with no more than two crewmembers; allows for self recovery.

11. Operating Environment – Shall be capable of operating continuously in water temperatures ranging from 28° Fahrenheit (F) to 95°F and air temperature ranging from -50°F to 115°F.

B. Delivery to the D9 and D1 units.

HSCG23-15-R-MOT004 4

The successful offeror shall be responsible to deliver each ordered boat to the specified location in the order within 30 days of the order’s receipt.

C. Training

1. Training shall consist of two (2) complete sets of operator instructions for each boat ordered. One (1) hard-copy and one (1) CD-ROM readable in “.pdf” format that includes:

a. Operation and Safety Instructions for the vessel and all accessories.

b. Maintenance instructions for the vessel hull.

c. Troubleshooting and repair manual for the hull.

D. Testing

1. The design must be of a mature design traceable to one or more boats currently used commercially that does not need additional testing.

E. Warranty

1. All commercial warranties offered shall be passed through to the government. A complete list of those affected warranties shall be included in the proposal and shall be incorporated into any resultant contract. Warranties that are passed through to the Government will be managed and monitored by the successful offeror. Offerors shall provide a copy or description of each commercial warranty to include what costs are covered and what potential costs the USCG would be required to pay under these warranties.

2. The workmanship, performance, and operation of each SKF-ICE boat and all accessories shall be warranted by the Contractor against any defects or failures under anticipated operating conditions as defined in this specification for a minimum of three (3) years from date of purchase.
