GENERAL GUIDANCE AND ADMINISTRATION

010 INTRODUCTION AND GENERAL DESCRIPTION

010-1 General 010-1.1 The Motor Surfboat (MSB) will be carried onboard the Coast Guard Barque

EAGLE. The MSB will primarily be used for rapid response to rescue people from the water during man-overboard events, for medical evaluations of injured or sick personnel, to verify navigation channels in advance of the EAGLE, and as a launch to transfer personnel from the EAGLE to shore or to other vessels both while moored and underway. The MSB must be capable of performing these missions daytime and nighttime in varying environmental conditions.

010-1.2 The MSB must be capable of interfacing with the existing davit system onboard the EAGLE to include being swung inboard between the davits to be placed in a cradle on deck.

010-1.3 The EAGLE was built in 1936 in Germany and transferred to the Coast Guard as part of war reparations in 1946. Since that time the EAGLE has been used primarily to train Coast Guard officers as well as serving a public affairs role both domestically and aboard. In addition to the 19 officers and 56 crewmembers, the EAGLE can accommodate up to 175 cadets and instructors.

010-1.4 The MSB will replace existing 26-foot MSB Mk V that is currently carried onboard the EAGLE. The 26’ MSB Mk V was designed by the Coast Guard and drawings will be provided as Government Furnished Information (GFI).

Two of 26-foot MSB Mk Vs are carried onboard the EAGLE, one to port and one to starboard. An additional spare 26-foot MSB Mk V is kept at the Coast Guard Academy in New London, CT.

010-1.5 The intent of this acquisition is to procure up to three (3) Motor Surfboats (MSB) over a three (3) year period, along with the associated equipment, cradles, spare parts, and documentation necessary to support the MSBs.

044 MSB OPERATION

044-1 Concept of Operations 044-1.1 The MSB will be carried onboard the EAGLE and launched and recovered using the existing dual davit system.

044-1.2 Underway operations will consist of at least a three (3) person crew. When used as a SAR platform, the MSB is expected to execute standard search patterns for vessels or Persons in the Water (PIW) utilizing installed electronics systems and crew lookouts. The MSB shall also have the capability to transport equipment when used as a SAR platform. The MSB shall be constructed and configured such that a crew of no more than two (2) can reach into the water and safely retrieve a person or object. The design shall require no more than one (1) crewmember to safely secure a PIW alongside the boat.

044-1.3 When serving as a launch, the MSB shall be capable of transporting at least eight (8) passengers in addition to the three person crew.

044-1.4 The majority of MSB operations require it to come alongside the EAGLE or another vessel, ranging in size from small pleasure craft to large ships, to transfer or retrieve personnel and light cargo. Transfers are conducted with the other vessels traveling at speeds up to nine (9) knots. The MSB may also come alongside a fixed structure such as an aid to navigation or an offshore oil platform for similar purposes.

044-1.5 The MSB will be launched and recovered from the EAGLE using a dual point davit system in the Performance Weight Condition. Additional crewmembers, other passengers or cargo will be brought onboard after launch and off loaded prior to recovery.

044-1.6 During launch and recovery, the coxswain operates the boats controls while one crew member works the forward lifting point and the other operates the aft lifting point.

044-1.7 While the EAGLE is underway or at anchor, the MSB will normally be carried “at the hip” and ready to be quickly launched. The term “at the hip” means the MSB will be suspended from the davits and held against the gunwale of the EAGLE using straps or tending lines. In addition to allowing rapid launching of the MSB, carrying the MSB “at the hip” frees up deck space on the EAGLE for line handling. At other times, when the EAGLE is moored in port, the MSB will be stored in a cradle on deck or ashore, exposed to the weather. For this reason the MSB dimensions and arrangements must allow for it to be swung inboard using the existing davit system and lowered into a cradle that is bolted to the deck of the EAGLE.

044-1.8 The MSB normally operates within sight of the EAGLE, but may operate up to 12 nautical miles (NM) away from the EAGLE during special operations.

044-1.9 The MSB and its systems shall be designed to support 150 hours of annual underway operations (calendar year).

12 of 66 Specification
