Statement of Work
United States Coast Guard HC-27J Aircraft Spares
1. Project Title: HC-27J Aircraft Spares, PR# 2015034-NF01.
2. Scope:
This statement of work is to establish a firm-fixed price contract to purchase NEW aircraft parts to support the HC-27J. The parts listed within the Purchase Request supports the repairs needed for A/C 2707 and establishes the initial purchase of inventory spares. Hamilton-Sundstrand is the manufacturer for the requested parts.
3. Background:
Through the National Defense Authorization Act of 2014, the Coast Guard has acquired 14 C-27J aircraft from the US Air Force. The C-27J is a medium size military transport aircraft that is manufactured by Alenia Aermacchi (Italy). CG-9 established the C-27J Asset Project Office (APO) Elizabeth City to make these aircraft ready for Coast Guard use. The C-27J APO will support the oversight of the process from acquisition and missionization of the C-27J to sustainment. The C-27J APO will operate the aircraft to support aircrew and maintenance training and testing and evaluation events.
4. Requirements:
The United States Coast Guard C-27J program requires spare aircraft parts for the fleet. Only the exact part numbers listed on the Purchase Order will be accepted. This requirement must be restricted to authorized sources of the Original Equipment Manufacturer (OEM) or firms who can effectively demonstrate their ability to provide the components and obtain the proprietary data required meeting form, fit, and function of the units. The Coast Guard requires that distributors or other potential sources be ASA-100 certified, or in compliance with other quality systems listed in FAA Advisory Circular 00-56A. These requirements are necessary in order for the Coast Guard to maintain the capability to adequately support all Coast Guard missions.
5. Marking Packaging and Preservation:
All items must be shipped IAW ASTM D 3951-10. Each part shall be individually packed in a separate envelope, box, carton or crate. Each part must be labeled on the outside with the National Stock Number (NSN), Part Number, Serial Number, Quantity, Nomenclature, Purchase Order Number, CLIN, and vendor CAGE CODE. The Material Inspection and Receiving report(i.e., Commercial packing slip, DD250, ect) and Ceritificates of Conformance shall be placed on the outside on individual containers.
The internal packaging material must be sufficient to prevent damage during shipment, handling, and storage. Preservation protection must be sufficient to prevent corrosion, deterioration, and decay during warehouse storage for a period not less than one year. Packaging matter must not consist of the following materials: popcorn, shredded paper, styrofoam, or any type of peanut packaging. Bar coding is authorized but not required.
6. Inspection and Acceptance:
Inspection and acceptance will be performed by the USCG Aviation Logistics Center (ALC) Quality Assurance personnel for count and condition only. The Contractor must provide FAA form 8130-3 or the OEM Certificate of Conformance (COC). These forms shall be attached to each part and copies should be included with the packaging slip and the invoice.
