Attachment 1 - Statement of Work
Long Range Interceptor (LRI) II Noise Testing and Abatement Development
Period of Performance: Period of Performance will expire one (1) year after date of award

1.0 Introduction
The LRI-II is an aluminum 35’ cutter boat with a partial cabin. The vessel is anticipated to be deployed from the parent vessel for up to eight (8) hours. Propulsion is provided by two diesel engines close coupled to waterjets. Vessel crew varies depending on the mission from three to eight personnel.
The specification of the LRI-II requires that the noise levels at the operators station are to be 85 dBA or below. Aft deck noise levels are not to exceed 104 dBA. During operational testing, it was determined that noise treatments were desired in order to reduce noise levels.
2.0 Scope
The contractor shall conduct an airborne and structure borne noise and vibration survey, develop noise abatement and treatment solutions, and conduct follow on testing if the treatment plans have been implemented. The noise surveys shall be conducted on U.S.C.G.
facilities in Alameda, CA.
2.1. Develop a test plan. Conduct a structureborne vibration, airborne noise survey and measure insertion loss at the engine air intakes.
2.2. Analyze test data, identify noise sources and transmission paths, and develop three noise abatement treatment alternatives that meet the objectives in section 3.
2.3. Conduct a follow up structureborne vibration and airborne survey and compare the before treatment and after treatment data.
3.0 Objective
The objectives of the LRI-II noise testing and abatement development are:
1) Identify, assess, and develop plans to mitigate noise levels.
2) Based off of items in section 6.1.1, the Contractor shall develop three noise abatement options ranked as: Basic, Better, and Best. Light weight noise abatement alternatives are preferred.
3) Enhance/optimize human-system performance.
4) Reduce the overall noise levels at the operators station and reduce the overall noise levels on the aft deck. Desired noise targets are as follows:
a. Operators station: Objective noise level is <77 dBA, Threshold noise level is 84 dbA.
b. Aft deck: Objective is 85 dBA, Threshold is 8 dbA less than maximum value surveyed. The 8 dbA value must be lower than 104 dbA.

5.0 Project Management
5.1 Kick-Off Meeting
The Contractor shall participate in a kick-off meeting at CG Headquarters in Washington, D.C. The meeting shall be held no later than 10 business days after contract award. The Contractor shall present a review of the recommended approach and milestone schedule for accomplishing the tasks contained within this statement of work.
5.2 Data Collection Planning Meeting
The Contractor shall conduct a data collection planning meeting at CG Headquarters to coordinate data collection efforts prior to testing. The Data Collection meeting can be combined with the Kick Off meeting.
5.3 Report Meetings
5.3.1 The Contractor shall attend a teleconference and present the findings of:
5.3.1.1 Each noise test,
5.3.1.2 Noise abatement recommendations,
5.3.1.3 Review total project progress,
5.3.1.4 Address any outstanding project issues.
5.3.2 The Contractor shall coordinate the meeting agenda and attendance no later than 7 days after U.S.C.G. acceptance of the report.
5.4 Archive CD-ROM: The Contractor shall create a CD-ROM containing all submitted deliverables under this task order. The CD-ROM shall be marked with the Contract Number and Security Classification. All structureborne and airborne noise data shall be in Excel format.
6.0 Technical Requirements
6.1.1 Noise Testing and Abatement Development
The Contractor shall conduct a limited structureborne vibration survey, airborne sound survey, and shall include:
6.1.1.1 Identification of all the noise sources that contribute to the noise level at the locations of interest.
6.1.1.2 Identification of all noise paths between the noise sources and the locations of interest.
6.1.1.3 Rank ordering of the source/path combinations in terms of their contribution to the overall level at the locations of interest.
6.1.1.4 Development of noise control measures for each source/path combination in order of dominance until the required noise levels at the locations of interest are attained.
6.1.1.5 Clearly stated and technically/fiscally supported trade-off analyses of noise control benefit against other design and performance requirements, consistent with best engineering practice.
6.1.1.6 An experimental procedure known as "window analysis" shall be used in steps (1) through (5). The procedure involves measuring the noise level while eliminating all noise sources and paths except the single one of interest. For example, one type of engine noise source determination could be made by running the engine under load with and without the engine fan being driven.
6.1.1.7 The window analysis procedure shall be repeated for each of the combinations identified (see (1) to (3) above).
6.1.1.8 Testing shall be accordance with Enclosure (1), “LRI-II Testing Specification”.
6.1.2 Data Analysis
The Contractor shall analyze all recorded data to produce the metrics and information necessary to produce the deliverables in section 7.3.1.
6.1.3 Reporting
Documentation shall contain technically defensible data including technically supported design considerations, technically supported design recommendations for noise reduction, and technically supported predictions of the resultant noise levels.
6.1.4 Follow on Testing and Reporting
Follow on testing to occur in Alameda, CA after implementation of noise treatments. The follow on testing is to measure the airborne noise and structureborne vibration levels at the same locations, using the same procedures, as in the initial test. The follow-on report is to compare the initial test to the follow on testing in order to validate the effectiveness of the installed treatments. Follow on testing is anticipated to occur 6 months after the initial airborne and structureborne test.
7.0 Deliverables, and Schedule
7.1 Schedule
The Contractor shall prepare a report and associated briefing materials that document the methods employed and findings for submission to the USCG within 10 business days after completion of the data collection. The final report shall be revised based on comments received and resubmitted to the USCG. The USCG shall provide comments back to the Contractor within 5 business days of receipt of the draft report. The draft report shall be revised in response to comments received and a final report delivered within 5 business days of receipt of comments.

7.2 General Report Requirements
7.2.1 The Contractor shall provide all deliverables in electronic format using applications that are compatible and editable with Coast Guard Standard Workstation III (Windows Vista and Standard Microsoft Office Applications).
7.2.2 Due to internet restrictions, electronic mail attachments over 5 MB in size will not be accepted. The Contractor shall provide any electronic deliverable exceeding the 5 MB size on CD-ROM.
7.2.3 Reporting of the structureborne vibration survey data and airborne noise survey data shall be done in accordance with Enclosure (1) “LRI-II Testing Specification”.
7.3 Deliverables
7.3.1 SOW Deliverables
7.3.2 In accordance with section 2.1, the Contractor shall:
7.3.2.1 Develop a test plan.
7.3.2.2 Conduct test.
7.3.3 In accordance with section 2.2 the Contractor shall identify and include the following:
7.3.3.1 Structureborne vibration and airborne data plots.
7.3.3.2 Details of diagnostic testing.
7.3.3.3 Sources of vibration and airborne noise transmission.
7.3.3.4 Noise transmission paths.
7.3.3.5 Noise exposure levels for all crew and embarked personnel seating positions as shown in Appendix (A).
7.3.3.6 Speech Interference Levels (SIL) values at each of the seating locations as shown in Appendix (A).
7.3.3.7 Time Weighted Average noise levels in accordance with COMDTINST
M5100.47, Safety and Environmental Health Manual.
7.3.3.8 Insertion loss at engine air intakes.
7.3.3.9 Three levels of recommended noise treatment ranked as: Basic, Better, and
Best.
7.3.3.10 Each of the three treatment solutions shall include:
7.3.3.10.1 Predicted noise level reductions
7.3.3.10.2 Estimated weight
7.3.3.10.3 Materials
7.3.3.10.4 Engineering costs.
7.3.3.11 Test Report teleconference: The Contractor shall conduct a test report teleconference after U.S.C.G acceptance of the test report. Teleconference is anticipated to last one hour.
7.3.4 In accordance with section 2.3 the Contractor shall:
7.3.4.1 Revise test plan developed in 7.3.2.1 to incorporate lessons learned.
7.3.4.2 Conduct test in the same manner as was conducted in 2.1.
7.3.4.3 Analyze data and produce a report that compares structureborne and airborne noise levels before and after treatment. At a minimum the report shall include:
7.3.4.3.1 Noise exposure levels for all crew and embarked personnel seating positions before and after treatment.
7.3.4.3.2 Speech Interference Levels (SIL) values at each of the seating locations before and after treatment.
7.3.4.3.3 Time Weighted Average noise levels in accordance with COMDTINST M5100.47, Safety and Environmental Health Manual before and after treatment.
7.3.4.3.4 Test Report teleconference: The Contractor shall conduct a test report teleconference after U.S.C.G acceptance of the test report.
Teleconference is anticipated to last one hour.
7.3.4.3.5 Archive CD-ROM.
8.0 Security Requirements, Data Rights, Document Markings:
RIGHTS IN DATA – All data regardless of form or medium are considered to be solely the property of the USCG and shall not be released without the written consent of the USCG.
9.0 QUALITY ASSURANCE
The USCG will review the contents and format of the deliverables in their entirety prior to issuing approval.
