and the instructions for processing the Questionnaire are an attachment to the RFP.

Volume II: Offerors should submit their pricing workups and required RFP section (e.g., Schedule of Supplies, Pricing Worksheets) in electronic format (e.g. MS Excel) on CD-Rom, in addition to the written submissions in Volume II. Should conflicts arise between the material presented in Volume II and on the CD-ROM, the precedent for consideration shall be with the written material in Volume II. This will also be identified to the Offeror for clarification. The Contractor shall submit proposals on a Firm-fixed price basis and summation of extended prices per year and total contract price. Volume II shall contain the following: (1) the signed schedule (SF-1449) (filled out with the pricing information as specified in the Schedule to include the “Reserved CLINS”, which should be used to add any non-specified items that would be needed for their proposed RB-S boat). The information contained in the schedule shall reflect the total contract price. (2) Completed Attachments 2, “Pricing Worksheet” as well as a price breakdown of the proposed product by entering the respective unit prices, extended prices for the CLINS listed, and totals. The price worksheet shall reflect the total evaluated price. (3) The Representations and Certifications (52.212.3), IF they are not listed at the ORCA database. (4) Certification Regarding Debarment, Suspension, Proposed Debarment, and Other Responsibility Matters (52.209-5) and Small Business Program Representations (52.219-1). (5) Any amendments to the solicitation (signed SF-30). Offerors shall include a completed, signed copy of the entire solicitation with all appropriate “fill-in” sections completed. If any exceptions are taken to the terms and conditions of the solicitation, they shall be clearly set forth in a cover letter; and they shall be explained by the Offeror with the understanding that the exceptions may render the Offeror’s proposal unacceptable to the government.

2) PROPOSAL PAGE LIMIT: The page limit for Volume I is 100 pages total – NOT including the following documents: TOC, warranties, renderings, General Arrangements (GA) and system drawings, ISO worksheets, weight table, calculations and analysis of heating and cooling system for crew space, electrical load data and analysis, and stability and hydrostatic calculations. There is a 25 page limit for a Volume II narrative; NOT including the required items listed above (1-5). Both volumes shall include a Compliance Matrix mapping the Offeror’s proposal sections to the respective parts of the solicitation (e.g., SOW, specification, evaluation factors). Both volumes shall be on an 8x11 sheet, with a font size of 10-12. Brochures and product literature are included in the page limit. Cover letter, Representations and Certifications (52.212.3) are not included in the page limit. There is no limitation for the content of the CD-

ROM.

a. For Volume I, submit One Original and Seven Copies.

b. For Volume II, submit One Original and Four Copies.

c. For CD-ROM, submit one disc for Volumes I and one disc for Volume II.

3) MULTIPLE OFFERS: Offerors are encouraged to submit up to two offers maximum presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately; however Offerors will only be eligible for one award.

4) PROPOSAL SUBMISSION: Proposals shall be submitted via “HAND-CARRIED DELIVERY ONLY” on or before 12:00 noon EDT on 26 OCT 2010. There shall be no proposal submission via e-mail, USPS, FedEx, UPS, DHL, or any other commercial carriers. A hand-delivery through a messenger courier can be used.

(3) 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS – COMMERCIAL ITEMS (AUG 2009) An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov.
