1 Spec. 200-1.6 45

The manufacturer shall provide certification that the engine complies with exhaust emission regulations of MARPOL (73/78) Annex VI (www.imo.org). The manufacturer shall certify that the engine complies with exhaust emission regulations of 40 CFR 91 (Clean Air Act marine spark ignition emissions) and all state regulations. A national security exemption will not be authorized for these engines.

Does the MARPOL regulation apply to outboard motors? If so, request USCG provide more specific reference.

No OBM Manufacturers have been able to provide certification of compliance with

MARPOL.

OBM manufacturers are stating 40 CFR 91 is an old emissions standard. All are citing 40 CFR 1045, 1065, and 1068.

Please confirm 40 CFR 91 is correct regulation.

1a) That requirement is not valid and will be removed from the Spec.

1b) 40 CFR 1045 is the correct reference for Marine spark-ignition engines for the 2010 model year. The Specification will be updated to reflect that change.

CLIN x00008 3 Delivery to any location in Continental

United States

May the vessels be delivered over the road on their own trailer?

If not, will the USCG arrange for crane services as needed to offload the boat from the delivery trailer?

2a) Yes.

2b) The USCG will not arrange for crane services.

3 SF-1449 – 5) (a) 7

The Contracting Officer or designated representative will provide the Contractor with a list of all discrepancies discovered during Government testing, along with their corresponding specification references. All discrepancies shall be corrected before shipment, unless the discrepancy does not pose a threat of safety and mutual agreement is reached by the Contractor and the Contracting Officer to authorize an exception in writing. In such an event, the Contractor is not relieved from its responsibilities to correct all discrepancies. The Contracting Officer will take acceptance of all supplies delivered at the destination, unless otherwise directed in the delivery order.

Does the USCG plan to perform an inspection at the builder’s facility before shipment of every vessel (with issues resolved by the builder before delivery), such that the post delivery inspection should only reveal damage caused during shipment?

3) Yes, the USCG desires the opportunity to perform an inspection as well as witness testing at the builder’s facility in an effort to streamline deliveries and reduce the time needed to conduct acceptance testing once the boats are delivered.

RFP Provisions

(AMD 2) –

FAR 52.212-2

7 EVALUATION-COMMERCIAL ITEMS

Does the USCG plan to self-insure the boats during construction, or must the successful builder include the vessels on their builder’s risk policy?

4) No, the USCG will not self-insure the boats during construction.

Builders must include the vessels on their risk policy.

5 Spec 042-3.6.2 8 COMDTINST M10360.3C

Appendix D paragraph L.3.b requires “the shipyard is required to arrange for an independent Paint and Coatings Inspector certified as a “Specialist” in accordance with NACE or other recognized standard”.

Does the USCG mean the contractor is required to hire a subcontract inspection agency to inspect the bead blast profile required by 631-2 and painting required by sections 114-1.5 and 582-4.4? Since there is no such designation as “Specialist” in NACE, please clarify.

5) Yes, the independent paint inspector that is required has to be certified to the following standards: NACE - Coating Inspector Level 2 (www.nace.org).

6 Spec 042-5.1 9

The following structures and systems listed below shall be warranted against defects, structural degradation, leaks, and other defects on materials, parts, and services as listed in Table 042-1:

For the 4 RB-S systems requiring warranty of “service” (hull, propulsion, fender, SINS, and trailer), is the USCG only directing that the labor required to affect the warranty repair needs to be included in the price?

Will the USCG accept the responsibility for shipping these items to the original manufacturer (if that is their warranty policy), or reimbursing the original manufacturer for travel required to service the item at the USCG station?

6a) The USCG requires a warranty for the entire boat and warranties for various sub-systems. It is in the offerors’ best interest to price the likely cost of these warranties into their proposal.

6b) Yes.

7 Spec 083-5.1 25

A special tool is defined as any tool not found on the current 25 foot RB-S standard tool list that is required to perform all organizational-level maintenance.

Can the USCG provide the current RB-S tool list?

7) Yes, the USCG will provide the current RB-S tool list – please see attached list.

8 Spec 083-9.1 26 The 3-D software model (see Section

085) shall be delivered 120 days after CLIN x001 is exercised.

The Computer Model is included in CLIN x0014 along with the drawings. Since the spec links the delivery of the software model to 120 days after CLIN x0001 is exercised, is the USCG guaranteeing that every builder given a CLIN 10001 (qty=1) award for a test boat will also get a CLIN 10014 award?

Will every builder that is granted a CLIN 10001 (qty=1) award also be granted 10005A (trailer), 10006 (lifting straps), 10008 (delivery), 10015 (Tech pubs), 10018 (packaging), 10019 (warranty)… each with a qty=1?

If the USCG does not plan to issue CLIN 10014/10015 awards to all builders chosen to build a test boat, does the USCG intend for the test boat to be delivered without technical documentation?

8a) No, awarding CLIN 10014 will only be made to the winner of the down select phase of the evaluation.

8b) Every CLIN 10001 award will also include CLINs 10001, 10005A, 10006, 10008, 10015, 10018 and 10019.

8c) Yes, the USCG intends award CLIN 10015 with the “test boat” order.

9 Spec 083-7.1 26

Contractor shall provide spare outboard engine(s). Quantity, rotation, and ship to destination will be determined by the Coast Guard as needed.

Should each outboard engine be delivered with a propeller?

Will the USCG pay separately for shipping of the spare outboards at the time of order, or does the USCG intend for the offerors to include the shipping cost in CLINs x0010A/B?

9a) A spare outboard engine does not need to be delivered with a propeller.

9b) The USCG intends for the offerors to include the shipping cost in CLINs x0010A/B.

10 Spec 083-5.2 26

The list of special tools should include all rigging equipment needed to hoist an RB-S via crane, as well as lift and tow it by forklift.

Can the USCG provide information on the model of forklift intended to lift the RBS and the method intended for the lift?

10) The CG is not specifying a lifting method or required machinery.

11 Spec 084-2.1 27

A disposable shrink wrap cover shall be provided to protect the boat and engines during shipping to the designated delivery location. Cover shall have vents to prevent moisture and vapor buildup.

If the vessels may not be delivered over the road on their own trailer, must the trailers be shrink-wrapped for delivery as well?

11) Since the trailers can be used to deliver the vessels, they do not need to be shrink wrapped but they can be.

12 Spec 100-2.2 41

Plating fairness shall be in accordance with NAVSEA 0900-LP-060-4010, Change 2, dated 17 March 1980, Figures 12-6 and 12-7.

The reference tables are applicable to steel structure. Does the USCG intend for tables 12-8 and 12-9 to apply for aluminum structures instead?

12) The government’s intent is that the figures labeled as applicable to aluminum shall be used.

Note that the same figures are also numbered 28 and 29 in the 1992 revision of

TO300-AU-SPN-010 A.

13 Spec 114-1.5 42

The portion of the hull that comes in contact with the fendering system shall be coated with a high-build epoxy coating system to prevent crevice corrosion.

Would the USCG accept an adhesive backed vinyl tape in lieu of epoxy coating?

Such tapes may provide advantages for corrosion prevention, longevity, and maintenance.

13) The USCG would accept an adhesive backed vinyl tape in lieu of epoxy coating but only if it actually does provide an advantage for corrosion prevention, longevity, and maintenance over an epoxy coating.

14 Spec 114-1.4 42 The fendering shall not gain weight from water absorption in accordance with 33

CFR 183.114.

There is no requirement in 33 CFR

183.114 for a water absorption test. Does a 30 day water test suffice (worst case)?

14) The water absorption test referred to is ASTM D2842, which is required by the cited CFR to be performed after conditioning the material by soaking in various liquids as detailed in the

CFR.

# Section Page No. RFQ Text Question Response

15 Spec 191-1.1 43

Flotation material shall be closed cell resilient foam compliant with all requirements of 33 CFR 183.114 (regardless of where located in the boat) and the flammability requirements of 49 CFR 571.302 (sometimes referred to as FMVSS 302). Foam may be either expanded and consolidated bead type or continuous type.

If the fendering foam doubles as flotation foam and is not "in" the vessel, but attaches on the outside perimeter of the vessel, then are the requirements of 114-

1.4 the only applicable standard?

What is the boundary to which the flammability requirement applies? 49 CFR

571.302 restricts this requirement to occupant compartments. Is it correct to assume that only areas in way of the deckhouse would be subjected to this rule?

15a) Yes, all flotation foam shall meet the requirement in 49 CFR

571.302 regardless of the location on the boat.

15b) The boundary of the flammability requirement is only applicable to the flotation foam that is used to meet the requirement of Section 191 of the Specification.

This may include the fendering foam if it is used to meet the floatation foam requirement as per Section 079-1.1 of the Specification.

15c) No; see answer 15b.

16 Spec 407-1.2 51

All RF transmission lines and cables shall be electrically bonded and shall be routed within the RB-S structure to protect against EMI. Cables that must be routed topside or in exposed locations shall be shielded in accordance with the requirements of NAVSEA S9407-AB-HBK-010, either by use of shielded cables or by use of single or multi-cable conduit, or both.

Will the USCG accept electronics and RF transmission line and cables that are unshielded on the PH roof where personnel do not have routine access, assuming the builder takes responsibility to avoid EMI and RFI problems?

16) No, the requirement stands as written.

# Section Page No. RFQ Text Question Response

17 Spec 512-1.3 59 Calculations for fan sizing shall consider the insulation of the crew space…

Will the USCG accept spray-on thermal insulation for the inside of the cabin?

17) The USCG does not have a specific requirement for insulation inside the cabin. The decision to use or not use spray-on thermal insulation or any other type of insulation is the offeror’s only.

18 Spec 512-1.3 and 512-1.4 59

Contractor shall perform analyses and provide supporting calculations for the boat fan system to ensure that it meets these performance requirements

Can open windows be considered air intake vents for summer ventilation if exhaust fans are provided to force-ventilate the space?
