propulsion unit trimmed down in the stowed position and the fendering system. When measuring overall length, the fendering system shall be fully deployed and ready for operation.

Note 2 Beam: If an inflatable fendering system is used, the beam may exceed 102 inches in the fully deployed condition, provided that the fendering system can be inflated and deflated in less than 15 minutes for each evolution by a two (2) person crew and is protected while in transit. The boat width while on the RB-S’s designed trailer shall not exceed the width such that a Commercial Drivers License (CDL) or other special license is needed to move the boat on trailer towed by a truck or primary mover used by the Coast Guard on state and federal roads within the United States. If an inflatable fendering system is used, the fully deflated beam and the fully inflated operational beam dimensions shall be provided to the U.S. Coast Guard.

Note 3 Height: For road transport purposes, the height while resting on the trailer shall not exceed ten feet six inches (10’6”) to allow the boat to fit into existing facilities. It is permissible to adjust the height of the RB-S to meet trailering and air transport height requirements, provided the adjustments can be made in less than fifteen (15) minutes for trailering and one (1) hour for air transport by a two person crew and is protected while in transit. For loading into the C-130, the boat on trailer shall not exceed 107 inches fixed height. A special purpose trailer shall be used to meet this requirement.

See Section 920.

Note 4 Weight: The weight of the boat and the trailer, including trailer outfit, shall not exceed 10,000 pounds in the fully outfitted condition.

Note 5 Draft: The static draft shall be measured in the normal operating condition from the waterline to the deepest point of the RB-S with the engines trimmed fully down.

070-3 Arrangements

070-3.1 The RB-S shall have a rigid hull construction. The hull may have spray and lifting strakes.

070-3.2 The RB-S shall have a prominent fendering system capable of absorbing extreme impact loading and abrasion to protect it from damage during alongside operations with another vessel. The fendering system shall extend around the complete perimeter of the RB-S except that the transom need not be fitted with fendering. The RB-S should be able to withstand, with no damage, a collision at 5 knots while conducting normal small boat operations (i.e., personnel transfers or alongside tows).

070-3.3 The arrangement of seating, electronics, and lighting shall maximize system functionality while minimizing crew fatigue. Arrangement of windows and doors shall maximize visibility and the overall effectiveness of the craft, including emergency egress. Walkways outboard of the crew space enclosure shall be a minimum of four inches without stepping on the fendering system and shall provide access to the bow and stern.

070-3.4 The RB-S will operate in a wide range of environmental conditions (see Section 070-6), from freezing to extreme heat. In order to protect the crew and electronics in these conditions, a crew space shall be provided incorporating the following features:

070-3.4.1 The RB-S shall have the ability to enclose the crew space on deck providing shelter for the crew.

070-3.4.2 Seating: The crew space shall include four shock mitigating seats.

(threshold) and one additional shock mitigating seat that does not need to be but could be within the crew space. (objective). (See Section 660.)

070-3.4.3 Standing Space: The crew space shall have deck space to accommodate two additional crew members.

USCG RB-S 14 of 71 SPECIFICATION

094-6.2 Maneuvering tests shall be performed to ensure that the RB-S meets the requirements set forth in Section 051-3, “Maneuvering and Seakeeping.” Maneuvering trials shall be conducted in the normal operating condition.

096 WEIGHT AND LOAD CONDITIONS

096-1 General

096-1.1 The combined weight of the RB-S and its trailer shall be less than 10,000 pounds in the fully outfitted condition. Without trailer, the as-built boat’s longitudinal center of gravity (LCG), vertical center of gravity (VCG), and transverse center of gravity (TCG) shall be determined as defined in Section 097. A stability loading and data table shall be provided outlining this data, as specified in Section 085-3.

096-2 Definitions of Load Conditions

096-2.1 Light Condition - Boat complete, ready for service in every respect including outfit.

Liquids in machinery shall be at operating levels. This condition does not include crew, ballistics, weapons, ammunition, or fuel.

096-2.2 Fully Outfitted Condition – Light condition with 95% fuel.

096-2.3 Normal Operating Condition – Fully Outfitted Condition with a crew of four (4).

096-2.4 Full Load Condition – Normal Operating Condition plus ballistic protection panels, weapons, ammunition, and two (2) additional passengers for a total of six crew members.

The as-built LCG and VCG shall be calculated from the load cell scale weighing. The recommended procedure is defined below.

097-1.1.1 Suspend the craft from two slings, a forward sling connected to a point near the bow and an aft sling connected to a point near the stern. Each sling shall be connected to a common point comprising a shackle, round link or pear link over the centerline of the craft. Both slings shall be vertical when the craft is hoisted. In the hoisted condition, the craft shall have the keel level to within 2 degrees. Weighing may be accomplished with either one or two load cells. If one load cell is used, then that load cell must be connected such that it suspends the entire weight of the boat, slings, and sling-shackle-links. If two load cells are used, then each load cell must be connected in-line with each sling that supports the boat, one on each sling, or by use of a load cell and a link of the same length as the scale which are interchanged. The craft must not change attitude if the load cell and link are interchanged. The load scale(s) shall be certified legal for trade and shall have a precision better than, or equal to, fifty pounds. The fore and aft and vertical location of the suspension points (the surfaces of the shackle bearing on the member supporting them from above) shall be carefully determined to within one inch relative to a clearly defined point on the craft and shall be level to within one inch
