# Section Page No. RFQ Text Question Response
RFP Provisions (Amendment 6) –
FAR 52.212-1,
EVALUATION-
COMMERCIAL
ITEMS (JAN 1999)
Phase One
Pg. 8
“The USCG intends to award the minimum under each contract awarded, which is CLIN X0001, quantity one, at the time of award. Each Contractor shall have 135 days (125 days after the post award conference) from the date of award to produce and deliver CLIN X0001. Each of the boats will be delivered to the USCG Sector Charleston at the following address: …”
Based upon the advanced technical nature of the design and complexity of production, we feel 135 days is not adequate time to produce the high quality product required by a small business and the US Coast Guard.
Concurrently the development and completion of the Technical Publications and manuals for the craft while actually producing the craft will make it very difficult to provide an accurate reflection of the craft.
Based upon these challenges we are requesting the delivery be adjusted for the phase 1 boat if selected from 135 days to 180 days for delivery.
1) In order to meet our project schedule, the USCG cannot extend the delivery schedule beyond 135 days.
2 Spec. 086-2 Pg. 31/71 “TECHNICAL PUBLICATIONS”
If CLIN 10015 is awarded with the test boat; will all Technical Manual requirements for this CLIN be invoked or just that necessary to support boat operations during testing (for example the Boat Information Book (BIB) and available COTS manuals)?
2) This question was answered in Q&A Matrix 4 on question 8.
3 Spec. 089 Pg. 35/71 “PERFORMANCE SUPPORT AND
TRAINING”
If CLIN 10009 is awarded with the test boat; will all Training requirements for this CLIN be invoked or just that necessary to support boat operations during testing (for example just the Operator Familiarization Training)?
3) The entire training requirements in section 089 of the Specification are expected to be provided with the test boat.

Pg. 4 “PROPOSAL PAGE LIMIT”
Q&A Matrix 1, question 2 stated drawings on 11x17 folded to fit into binder would be acceptable.
Amendment 6 proposal instructions state both volumes shall be on 8 x 11 sheets.
Is it still OK to submit drawings on 11x17 folded to fit into binder?
Is it correct to assume that 8 x 11 is specifically 8.5x11 (standard paper size)?
4a) Yes.
4b) Yes.

6 Spec. 332-1 Pp. 49, 50/71 “SEARCH LIGHT”
During research it has been noted that no supplier is available that meets both sections 332-1.1 (1,000,000 candlepower) and 332-1.2 (range of motion) of the referenced solicitation.
Currently, one or the other referenced criteria can be met but not both.
Please clarify the Coast Guard’s preference on which paragraph of the requirement takes precedence.
Please clarify the specification in regards to how to proceed with the searchlight selection?
6a) Spec. 332-1.1 and 332-1.2 have been amended to read:
332-1.1 The RB-S shall be equipped with one marine grade installed remote controlled searchlight with a minimum of 500,000 candlepower and 2,000 foot range operable by both the coxswain and a crew member while seated at their stations.
The searchlight cannot have more than a ten degree loss of unobstructed illumination.
332-1.2 The location of the searchlight shall provide for no less than 350 degree rotation. The searchlight shall have the capability to illuminate an object from 15 degrees below the horizontal to at least 45 degrees above the horizontal.
6b) See answer to 6a.

7 Spec. 920 Pg. 70/71 “TRAILER (C-130 Aircraft Transportation)”
What is the preferred method used for loading the vessel and trailer in the C- 130?
Will this be completed using a truck or a fork-lift?
7a) The RB-S will be loaded into a C-130 using the Cargo Loading Manual, All USAF Series C-130J Aircraft, TO 1C- 130J-9.
7b) A variety of suitable vehicles as well as a cargo winch may be used to load the RB-S into a C-130.
8 Table 042-1:
Product Warranties Pg. 9/71
“Scalable Integrated Navigation System (SINS) Furuno Package For three (3) years on materials, parts and service”
Furuno’s factory warranty only covers 3 years parts and 2 years labor. Furuno cannot and will not offer an exception.
Please clarify the requirement as all responders to the solicitation must take an exception in this case.
8) The SINS Furuno factory warranty covers 3 years parts and 2 years labor. Spec table 042-1 has been amended to reflect this change.
9 N/A N/A N/A
Would the Coast Guard consider a State of the Art design that would allow the Response Boat - Small to operate in much shallower water without giving up it's off shore characteristics?
The advantage of this is the response boat would not have to break off pursuit if the suspect is operating a more advanced technology and can operate across shallow flats, reefs, or harbors.
9) No, the USCG wants to have a proven hull design with a history of successful use. The USCG is not willing to assume the risk of a state of the art design nor does it need the RB- S to operate in shallower water.
