Q&A MATRIX 1

# Section Page No. RFQ Text Question Response

RFP Provisions, (Addendum to

FAR 52.212-1

Item (1))

Volume I shall address the specifications sequentially….Note that simply restating the specification or providing a blanket statement of full compliance is insufficient and will not be accepted as a demonstration of the Offeror’s capabilities. If an Offeror fails to sequentially address all specifications, simply restates the requirements, or fails to comply with any of the RFP instructions, its proposal may be rejected and eliminated from further consideration…..

The proposal instructions are quite specific that all areas of the Technical Specification be addressed in the proposal. The Technical Specification is approximately 70 pages (not counting the cover page). In addition, a number of narratives on a variety of areas are required with drawings, graphs, tables, etc.

(some of which seems to duplicate the Technical Specification).

Respectfully submit the proposal requirements noted above are at odds with a 100 page limit.

1a) See Response 1b.

RFP Provisions, (Addendum to

FAR 52.212-1

Item (1))

For the Vessel Operational Capabilities and Physical Characteristics factor the proposal should include a narrative with supporting information, including tables, illustrations and drawings. In particular the proposal should provide a narrative description of any features that allow the proposed RB-S to accomplish its mission as described in the RB-S specification document….

Request the USCG reconsider the 100 page limitation and/or the amount of information being requested.

If the 100 page limit remains, request the TOC, warranties, renderings, GA and system drawings, ISO worksheets, weight table, calculations and analysis of heating and cooling system for crew space, electrical load data and analysis, stability and hydrostatic calculations be excluded from the page limitation.

1b) TOC, warranties, renderings, GA and system drawings, ISO worksheets, weight table, calculations and analysis of heating and cooling system for crew space, electrical load data and analysis, stability and hydrostatic calculations shall be excluded from the page limitation.

RFP Provisions, Proposal Inst, (Addendum to

FAR 52.212-1

Item (2))

PROPOSAL PAGE LIMIT: The page limit for Volume I is 100 pages total, and there is 15 page limit for Volume II.

Also request clarification on specifically which sections of the Technical Specification are required to be addressed sequentially with more than a statement of compliance (please de-conflict requirement for subjects covered by both the Technical Specification and the required Narratives).

1c) See Response 1b.

RFP Provisions, Proposal Inst, (Addendum to

FAR 52.212-1

Item (2))

4 Both volumes shall be on an 8x11 sheet, with a font size of 10-12

Can drawings and renderings be provided on 11x17 sheets folded to fit into the Vol I binder or provided in a separate binder sized to contain 11x17 pages?

2) Yes; drawings and renderings can be provided on 11x17 sheets folded to fit into the Vol I binder.

RFP Provisions, Proposal Inst, (Addendum to

FAR 52.212-1

Item (6))

6) SOLICITATION QUESTIONS:

Questions must be submitted NLT 12:00 Noon EDT on 15 SEP 2010 to the POC via email at Todd.W.Blose@uscg.mil. ALL answers to questions will be posted on or before 12:00 Noon EDT on 21

SEP 2010.

Receiving answers to questions will be critical to finalizing design and other aspects of the proposal. If questions will not be answered until (worst case 9/21) approximately 14 days prior to the due date this will place an unreasonable burden on the Offeror to assimilate the answers into a design and proposal.

Will the USCG respond to questions as they are received or is the intention to wait and answer all after the 9/15 question cut-off date?

3) Please refer to HSCG23-10-R-MOT005 RFP Amendment 2 for revised Question submission guidelines.

Spec. 040-1.1 7 The vessel shall have space and weight reserved to facilitate retrofit of a removable ballistic plate to provide crew protection.

What areas of the craft are required to be protected by the Ballistic Plating?

To what angle of obliquity?

4a) Ballistic Plating is required in the crew space up to 42” from where crewmember stands.

There is no requirement on obliquity.

If 40 knots is the desired maximum speed, is there a reasonable margin to take into consideration environmental conditions (i.e. +/- 4 knots)?

4b) Normal operating condition speed requirement is 40 kts. This requirement will be tested IAW Section 094-3 and 051-1 of the Spec., which in turn lists the environmental conditions for the test, which are calm water conditions.

NOTE: Calm water is defined “as a sea state less than or equal to one foot and winds less than 15 knots.”

Spec. 164 43

How will attainment of the target speed be evaluated? 4c) See Response 4b.

If you surpass the target speed will this be evaluated negatively?

4d) No; exceeding a threshold will not be evaluated negatively.

# Page Section RFQ Text Question Response No.

5 Spec. 051-2.1 12

The RB-S shall be capable of achieving 40 knots in the normal operating condition as defined in Section 096. The RB-S must be capable of 25 knots sustained cruising speed.

Is 40 knots the desired maximum speed in the normal operating condition or the threshold speed in the normal operating condition?

5) 40 kts is the threshold value for normal operating conditions; there is no objective value for this Spec.

6 Spec. 070-2.1 (Note 1) 13-14

Length (overall): Overall length of the boat on the trailer shall be measured from the forward-most extremity of the trailer or boat to the aft-most extremity including the propulsion unit trimmed down in the stowed position and the fendering system. When measuring overall length, the fendering system shall be fully deployed and ready for operation.

Which trailer? The OTR trailer or C-130 compatible trailer? 6) OTR Trailer

7 Spec. 070-2.1 (Note 4) 14

Weight: The weight of the boat and the trailer, including trailer outfit, shall not exceed 10,000 pounds in the fully outfitted condition.

Which trailer? The OTR trailer or C-130 compatible trailer? 7) OTR Trailer

8 Spec. 070-3.4.4 15

Controls: The crew space shall incorporate a forward console that incorporates the required controls, navigation, and communication equipment for the safe and efficient operation of the RB-S. The port, forward-most seats shall be designated for the coxswain and shall include all engine and steering controls. The starboard, forward-most seat shall be designated for a navigator and shall provide navigation equipment that is shared with the coxswain.

Does the Technical Specification preclude the placement of controls, electronics and switches in locations other than the console?

8) The placement of pilothouse controls, displays, and equipment must comply with section 410-2 of the RB-S Spec, IAW Spec. 020-1.1.

Table 410-1 52 Control Locations

# Page Section RFQ Text Question Response No.

9 Spec. 088-1.1 34

The RB-S shall be designed and constructed to accommodate the 5th percentile adult female to the 95 percentile adult male in accordance with ASTM F1166 Standard Practice for Human Engineering Design for Marine Systems, Equipment, and Facilities, available at www.astm.org (threshold). The RB-S shall be designed to support the recruitable population of the United States Coast Guard (objective).

Please quantify the recruitable population of the USCG.

9) Refer to Q&A Matrix 1 – Attachment 1 for a listing of the full range of height requirements for the recruitable population of the USCG.

Spec. 100-1.1 41

The RB-S’s structure shall be aluminum and constructed in accordance with ISO standard 12215 “Small Craft – Hull Construction and Scantlings” (www.iso.org).

If the structure of the parent craft exceeds ISO can it be reduced to meet ISO requirements?

10a, b) Reduction of the Parent Craft’s structure to meet the ISO standard is not allowed. Reduction in structure would include, but is not limited to, reducing a structural members’ thickness and cutting lightening holes. The reason is that this would negate the premise that the parent craft be a proven design that has been in service for 2 years. A parent craft that does not meet the ISO standard but has been in service for 2 years must be brought up to the ISO standard. In this case, the boat’s structure would be an improvement from the parent craft. The “exception” listed in specification 100-1.3 serves to provide the boat builder the latitude to make changes to the boat in areas where structural requirements do not exist. For example, if the ISO standard has no requirement for window framing, then the boat builder may change the window frame to something different than the parent craft.

Spec. 100-1.3 41

The structure shall be equal to that of the parent craft with respect to overall design, materials selection and construction and construction details except as allowed by this Specification and required by Section 100-1.1. In no case shall scantlings be reduced from those of the parent craft.

If the scantlings cannot be reduced, please define “reduced”.

Reduced in thickness? Reduced in number? Are lightening holes considered a reduction?

The Berry Amendment (10 U.S.C.

2533a) is not referenced. Is the BA clause is being exempted for this solicitation? If the clause is being exempted, please explain the reason for the exemption.

11) The Berry Amendment (10 U.S.C. 2533a) is not applicable to the subject solicitation.

Please refer to "Revision of Department of Homeland Security Acquisition Regulation;

Restrictions on Foreign Acquisition (HSAR Case 2009–004)", http://edocket.access.gpo.gov/2010/pdf/2010- 13804.pdf, specifically page 32678 - " Comment on Mirroring Berry Amendment/DHS Response to the Comment."

In short, The American Recovery and Reinvestment Act of 2009 (‘‘Recovery Act’’), Public Law 111–5, 123 Stat. 115, 165–166 (Feb. 17, 2009), contains restrictions on the Department of Homeland Security’s (DHS) acquisition of certain foreign textile products. Specifically, the Recovery Act at section 604, codified as 6 U.S.C. 453b, limits the Department’s acquisition of foreign textile products under DHS contract actions entered into on or after August 16, 2009, using funds appropriated or otherwise made available to DHS on or before February 17, 2009, the date of the Act. Section 604 is sometimes referred to as the ‘‘Kissell Amendment.’’ DHS may not use those funds for the procurement of certain clothing and other textile items directly related to the national security interests of the United States if such items are not domestically grown, reprocessed, reused, or produced in the United States.
