RFP Provisions (Amendment 2) - Evaluation Factors

– Phase II.

The final down-selection for the production boat award will be made using the same factors and evaluation scores given the awardees for their first proposals, except that those aspects of the technical proposal that were subject to test and evaluation may be adjusted as a result. Upon completion of this test and evaluation, one of the boats will be selected as the overall best value to the

USCG.

Is the Down Select boat considered part of the "Production Delivery Order"? 1) No.

2 Spec.083-1.1 21 The deliverables in this section shall be provided to the Coast Guard after the first production delivery order.

In Section 083 it is stated that the deliverables in this section shall be provided after the first production order, but there is some ambiguity in various line items.

Can you define what areas in this section are due with the Down Select boat?

2) All of the deliverables in Section 083 are required after the first production delivery order with the exception of Section 083-1.3.3 which is required with the Down Select boat.

3 Spec. 070-2.1 14

Note 2 – Beam: The beam shall be measured from the outer most fixed extremities of the boat with the fendering system fully deployed, including all appendages and fittings.

070-2.1 Note 2 - "fully deployed" seems to be in conflict with deflation being allowed.

However, it doesn't matter if we are not planning on inflatable collar.

3) Note 2 of Section 070-2.1 of the Specification referring to Table 070-1 (RB-S Principal Characteristics) has been rewritten to clarify the Coast Guard’s intent.

Spec. 070-3.4.2

Spec. 710-1.6

… one additional shock mitigating seat that does not need to be but could be within the crew space. (Objective).

The RB-S shall have a seat (shock mitigating not required) in the vicinity of each MG weapon mount to allow a gunner to sit when not actively operating a MG.

Can the Objective 5th shock mitigated seat be one of the gunner seats required in 710-1.6?

4) Yes; and both gunner seats may be shock mitigating, but are not required to be.

5 Spec. 070-6.1.3 17

070-6.1.3 Sea Conditions:

a. Survivable – Eight (8) foot seas (threshold); ten (10) foot seas (objective)

b. Operations – Six (6) foot seas (threshold); Eight (8) foot seas (objective)

c. Surf and Breaking Waves - The RB-S is not intended to be operated in surf or breaking waves.

How are Sea state capabilities going to be evaluated in the proposal?

5) Each proposal will be evaluated against the specification to ensure all requirements are met.

Section 079-1 lists vessel stability requirements.

Spec. 092-1.3

Spec. 582-2.3

What is the Working Load?

Hopefully not 20,000 lbs, as per 582-2.3 (= 40,000 lb. Test load).

6) Working load is defined as one sixth the values defined in Section 582.

7 Spec. 114-1.1 42

The RB-S shall be outfitted with a prominent fixed fendering system that is orange in color, with a black or dark colored rub section which is attached, and shall protect the hull from impact while alongside piers and other boats.

This fendering may be an air or foam collar, a heavy duty rub rail, or a hybrid of all.

Can solid foam collar be all orange if added rubstrake is not required?

7) No. Regardless of solid foam collar, a black or dark colored rub strake section attached to the length of the fendering system in the most prominent contact area based upon vessel design is required.

8 Spec. 164-1 43 Ballistic Panels – General What areas need ballistic protection?

8a) Protection of crew space is a minimum requirement (see Spec Section 164-1.1), and protection of additional areas shall be determined by offeror based on their specific design proposal.

Is the crew space the only area needing protection? 8b) See 8a, above.

9 Spec. 252-2.2 46

All gauges shall be backlit with adjustable dimming (0-100%), suitable for night time operations and NVG compatible. Gauges that cannot dim must have suitable translucent covers to facilitate night time operations.

Are NVIS filters required?

9) NVIS filters are not required on gauges provided the gauges meet the requirements of Section 252-2.2.

10 Spec. 252-2.5 46 Any system that exceeds the threshold such as a multi-function or total engine management system is acceptable.

Are a separate temperature, voltage, and fuel gauge required if multi function gauges are fitted?

10a) No.

Can single multifunction gauge be used?

10b) Yes; Section 252-

2.5 of the Spec states:

“Any system that exceeds the threshold such as a multi-function or total engine management system is acceptable.”

11 Spec. 313-1.2 49

Each battery shall be the same size and rating. The batteries shall be capable of operating the anchor light, bilge pumps, and VHF communications for a minimum of three (3) hours.

What percentage of the VHF operation is transmitting?

11) 50% transmit, 50% receive.

12 Spec. 422-1.2.11 53 Chart Plotter Display shall be configured to accept and display the input from an IR camera system, when installed.

Is space/power provision required for future IR camera install? 12) No.

Spec. 582-2.3

Spec. 582-3.2

The RB-S mooring shall be designed with a factor of safety of 1.5 on the ultimate strength of the fitting material under an applied load applied to the highest point of the fitting, equal to the breaking strength of the towing line but not less than 20,000 lbs. See Section 092-1.3 for testing requirements.

The RB-S towing bitt and fittings shall be designed with a factor of safety of

1.5 on yield strength of the fitting material under an applied load applied at the highest point of the fitting equal to the breaking strength of the towing line (20,000 lbs). See Section 092-1.3 for testing requirements.

20,000 Ibs. working load seems very high for tow/mooring fittings on a 7,500 lbs. Boat. Regarding the bollard strength, we have done a static bollard pull on twin Honda 200 HP and the max force is 2880 lbs. This would indicate that max bollard pull for 2 x 225 HP would be in the 3,300 lbs. range. If we were to apply a 6:1 safety factor (same as used for hoisting fittings to account for dynamic loading) we would be designing to a 19,800 lbs. ultimate strength vs. the 30,000 lbs. yield strength specified in 582-2.3 and 582-

3.2. Also, as per 092-1.3, we would

test to 6,600 lbs.

13) 20,000 lbs is the static load applied to the mooring fittings for the purpose of structural calculations.

14 Spec. 910-1.1 69

Each boat shall be provided with a U.S.

DOT trailer that is specifically configured to carry it. This trailer shall be capable of safely transporting the boat at highway speeds (65 mph) for cross country distances, and shall be designed for frequent launch and recovery in a salt-water environment.

The trailer shall have a minimum weight rating of at least 20% more than the combined weight of the fully outfitted boat and trailer.

Regarding the 20% trailer capacity margin for the trailer – as the maximum weight of the boat/trailer combination cannot exceed 10,000lbs; this would indicate that the GVRW rating for the trailer would need to be 12,000lbs.

Is this correct?

14a) Yes.

Assuming the GVRW rating for the trailer does indeed need to be 12,000 lbs, is this being done for reasons of ruggedness, or is there an anticipated growth margin for the boat weight?

14b) Both.

15 Spec. 582-6.1 63

The RB-S shall be provided with lifting fittings suitable for lifting the boat and trailer simultaneously with a crane in the fully outfitted condition. The lifting fittings ultimate strength shall have a factor of safety of six (6) on the combined weight of a RB-S (fully outfitted) and trailer (fully configured). At least two fittings shall be provided aft and at least two forward. See Section 092-1.2 for testing requirements.

Please explicitly state the preference for a 3 or 4 point lifting system. Simply stating "at least 2 points aft and at least 2 points forward" does not resolve this ambiguity.

15a) The USCG desires a 4 point lifting system.

Spec Section 582-6.1 specifically states that the boat shall have a minimum of two lifting points aft and two lifting points forward.

Is it intended to simultaneously lift the boat & trailer combination using the boat lifting points with the trailer suspended underneath, or using the trailer lift points with the boat secured to the trailer?

15b) The intent is to lift the boat and trailer using the boat lifting points.

16 Spec. 670-1.4 68

The RB-S shall have stowage for four

(4) M19A1 ammunition containers. Each container is 11 inches by 3.812 inches by 7.25 inches. The weight of the container with ammunition is 17.8 lbs.

It is assumed that the M19A1 ammunition boxes are capable of storing rounds required for the M16/M4 as well as the rounds for the M203 grenade launcher attachment.

Is this correct or does consideration need to be made for stowage of other types of rounds?

16) The requirement is to provide stowage for four M19A1 ammunition containers.

Consideration does not need to be made for stowage of other ammunition.

17 Spec. 710-1.5 68 The arc of fire of all the MG mounts combined shall be unobstructed for a field of fire of 360 degrees.

The required arc of fire is 360 degrees as specified.

Is there also an implied intersection of arcs of fire? If so, at what minimum distance from the vessel centerline, must the arcs intersect?

17) There is no required intersection of arcs of fire, as long as 360 degree coverage is obtained.

a# Section Page No. RFQ Text Question Response

18 Spec. 070-3.4.10 15

Visibility (Lines of Sight): The crew space shall allow for maximum lines of sight for the crew in both seated and standing positions, including lines of sight when coming alongside larger vessels and structures, as well as lines of sight when in turns. All around visibility outside the boat from the conning station with not greater dead visibility sector of two (2) degrees in any one direction and not more than fifteen

(15) degrees total loss of visibility in 360 degrees. The crew space shall not be subject to glare from external light sources up to fifteen (15) degrees above the horizontal plane.

Are the “not greater dead visibility sector of two (2) degrees in any one direction and not more than fifteen (15) degrees total loss of visibility in 360 degrees. “ Threshold or Objective requirements?

18) As stated in Spec Section 042-2.2, “Items not followed by either the words (threshold) or (objective) are considered to be threshold.”
