Q&A MATRIX 5

# Section Page No. RFQ Text Question Response

Amendment 2 Addendum (2) to

FAR 52.212-2

Volume II shall contain the following:

(1)-(5)

2) PROPOSAL PAGE LIMIT: The page limit for Volume I is 100 pages total, and there is 15 page limit for Volume II.

There are 22 pricing sheets (Optional Form 336) following the 2 sheets of SF1449. Does the USCG intend for these sheets to be filled out and submitted, or just the Attachment 2A-2C worksheets?

1) Offerors are to fill out both sets of pricing sheets.

NOTE: OF 336 pages will be incorporated into the final contract;

Attachment 2 is for evaluation purposes.

2 Spec 070-4.2 16 The boat(s) from which the RB-S’s design is derived shall be considered the parent craft.

Does the use of plural “boat(s)” permit the use of one parent for the hull design (performance justification) and another for the scantlings (structural justification), provided that both craft have similar performance characteristics to the proposed RB-S?

2) No it does not. The use of the plural in boat(s) applies only if an offeror submits more than one proposal that is based on more than one parent craft.

3 Spec 042-7.1 10

During Operational Test and Evaluation (OT&E), and prior to placing the first production delivery order, the Coast Guard will certify the configuration of the boat as the Production Configuration Baseline (PCB).

Can the USCG provide guidance for the expected duration for the OT&E testing?

3) We anticipate the OT&E period to be approximately 1 month.

Spec. 441-7.1

Spec. 441-7.10

441-7.1 The RB-S shall have a marine grade, water resistant, headset type crew communications system configured for hard-wired, plug-in operation. Connecting/charging points shall be placed throughout the RB-S to allow, at a minimum, crew members to connect in from crew seating and from weapon station(s).

441-7.10 The crew communications system shall have the ability to restrict access via programming to any combination of onboard radios to each crew station. This shall include the restriction of the ability to transmit and receive on all radios when the crew station is operated in the wireless configuration.

Section 441-7.1 speaks to a hard wired Crew Communication System. Section

441.10 speaks to the system being used in the wireless configuration.

Request the USCG clarify the requirement for the crew communications system to have wireless capability.

If wireless is required, request number of crew members requiring wireless capability and operating range in wireless mode plus any other requirements beyond those described in 441-7.10.

A description of operational scenario in wireless mode will be appreciated.

4a) The intent is for the crew communications system to be wired, as is stated in 441-7.1.

The reference to wireless operation in 441-7.10 is incorrect and will be removed from the specification.

4b) See 4a above.
