040 INTRODUCTION AND GENERAL DESCRIPTION
040-1.1 The Response Boat – Small (RB-S) will be operated in shallow water areas with varying types of bottoms, in a port environment, as well as along coastal waters. The RB-S shall be rapidly deployable and fully capable of performing all missions in shallow water and in moderate weather. The RB-S will be a standard Coast Guard multi-mission asset. Typical missions include Search and Rescue (SAR), Maritime Law Enforcement (MLE), and Port, Waterways, and Coastal Security (PWCS). The RB-S shall be capable of tactical and interdiction operations which include performing high speed maneuvers and turns in close proximity of another vessel. This shore-based asset is not intended for cutter deployment. However, the RB-S shall be trailerable and air transportable. Operations will typically consist of a four (4) person crew; however, the boat may be operated with a two (2) person crew at times. The vessel will be of aluminum construction and have shock mitigating seating and the ability to mount M240 machine guns to cover a 360 degree field of fire for PWCS missions. The vessel shall be designed to protect the crew from the environment. The vessel shall have outboard engines. The vessel shall have space and weight reserved to facilitate retrofit of a removable ballistic plate to provide crew protection. The RB-S shall be C-130 air transportable utilizing a special trailer.
042 GENERAL ADMINISTRATIVE REQUIREMENTS
042-1 General Requirements
042-1.1 This section describes the general administrative and technical requirements and information defining the work and responsibilities required by the Contractor for the construction and delivery of the RB-S.
042-2 Definitions
042-2.1 RB-S, “the boat,” and “the vessel,” all refer to the U.S. Coast Guard Response Boat – Small as defined in this Specification.
042-2.2 Items followed by the word (threshold) are minimum requirements or performance that must be delivered by the Contractor. Items followed by the word (objective) represent desirable increases in operational capabilities. These objective requirements or any portion thereof, as well as any other items or increased performance capabilities the Contractor considers desirable or to add value, may be offered, provided that doing so does not breach any threshold requirements, and provided that the RB-S and all its systems can achieve all required performance capabilities and can withstand the extreme conditions of every capability. Items not followed by either the word (threshold) or the word (objective) are considered to be threshold.
042-2.3 A proposed objective, either fully or partially met, may be incorporated as a part of any resulting contract. Should an offeror offer an “objective” item and that offeror is selected for award, that “objective” item shall become a requirement in its respective contract.
042-2.4 “Survivable” means the RB-S is able to float upright with positive stability and is able to safely maintain headway and control, but may not be able to perform missions.
