VESSEL TO SUPPORT UNDERWATER SURVEY FOR THE

DEEPWATER HORIZON JOINT INVESTIGATION

PERFORMANCE WORK STATEMENT

1.0 GENERAL.

1.1 SCOPE. The purpose of this contract is to obtain a U.S. flag vessel to support the underwater survey of the Mobile Offshore Drilling Unit (MODU) DEEPWATER HORIZON wreckage in the Gulf of Mexico. The support vessel will transport a Remotely Operated Underwater Vehicle (ROV) and all support equipment and personnel from the port of departure to the site of the wreckage. Once at the site of the wreckage, the support vessel will deploy the ROV, and then will maintain station while the survey is conducted. Since the wreckage is spread out on the ocean floor and ROV movement is limited by the ROV tether length, the support vessel may need to move within a 1-2 mile radius of the wreckage site to provide access to all areas of interest.

The U.S. Navy, Supervisor of Salvage & Diving (SUPSALV) will provide a ROV Project Manager, and two 5-person teams to operate the ROV during round the clock operation (24 hours per day, 7-days a week).

In addition to SUPSALV personnel, up to 7 additional personnel that are associated with the marine casualty investigation will be onboard to monitor the collection and documentation of information, work with the ROV Project Manager to direct survey efforts, and relay relevant findings to personnel ashore. Upon completion of the survey, the support vessel will return to the port of departure.

The Captain of the vessel has the authority to terminate operations or the voyage due to safety concerns, such as heavy weather.

This contract is performance based.

1.2 BACKGROUND. On April 27, 2010, the Department of Homeland Security and the Department of the Interior convened a Coast Guard and Bureau of Ocean Energy Management and Regulation (formerly the Mineral Management Service) Joint Investigation into the marine casualty which resulted in loss of life, pollution and the sinking of the MODU DEEPWATER HORIZON. In order to determine the cause of the explosion, fire and sinking, the Joint Investigation Team needs to examine the sunken MODU wreckage.

Per COMDTINST 16732.1 - Underwater Search, Discovery, Inspection and Salvage in Marine Casualty Investigations, the Coast Guard has determined that surveying the wreckage is warranted, and that a Remotely Operated Underwater Vehicle (ROV) is the best option for conducting the underwater survey.

Furthermore, the Coast Guard has determined that the capability U.S. Navy, Supervisor of Salvage & Diving (SUPSALV) is the best option for this operation. However, SUPSALV has requested that the Coast Guard provide a 70-80 meter vessel with dynamic positioning (DP-2) capability to support this operation. Since the Coast Guard does not have a vessel suitable for this operation, SUPSALV recommended charter or hire of a commercial Offshore Supply Vessel for this operation.
