7. In your instruction to offerors, you state "The offeror agrees to hold the prices, terms, and conditions in its quote for at least 90 calendar days from the date of receipt by the Government." How can we make adjustment for escalation or de-escalation in price for the option years?
Answer: The contractor’s quoted price for the option years should factor in upfront any escalation or de-escalation. The contractor is required to pre-price the option years.
8. In the "Instructions to Offerors" it states under B. Technical Acceptability in two different places that the offeror shall provide a sample of 2,000 rounds of each type of ammunition for evaluation. The SOW, Section 7.2.1, states that the sample for testing is 1,000 rounds.
I am sure you have already had a hundred inquiries on this, but we would appreciate it if you would let us know, as we have to ship the samples this week to get them in by bid time. In that regard, please confirm that the samples must all be received by the due date and time, or if that is not correct, let us know what is acceptable.
Answer: The offeror shall provide a sample of 2,000 rounds of each type of ammunition that the offeror is quoting for the solicitation tests. The solicitation test samples shall be delivered to the address listed in the “Instructions to Offerors” no later than the date and time designated for receipt of quotes.
The offeror is not required to submit the Lot Acceptance Test Samples (SOW, Section 7.2.1) as part of its quote.
