STATEMENT OF WORK
Firing Range Services for Law Enforcement Agency
1.0 Introduction and Background
The intent of this Statement of Work (SOW) is to obtain a secure law enforcement training facility to shoot and provide tactical training on an annual basis. The facility shall be within a 35 mile radius of U.S. Department of Homeland Security, Immigration and Customs Enforcement (ICE), Enforcement & Removal Operations (ERO), 126 Northpoint Drive, Houston, Texas 77060, and must accommodate at least 200 ICE Personnel per quarter.
2.0 Objective
To provide a secure private facility to allow for firearms training / practice and qualification to a federal law enforcement agency.
3.0 Period of Performance
3.1 The period of performance shall be one base year and four (4) one-year option periods.

4.0 Scope
The contractor shall provide a secure designated portion of a facility for the government's exclusive use, 24 hours a day, 365 days a year. ICE officers and agents will be conducting firearms qualifications and defensive tactics training between the hours of 08:00 am- 08:00pm. A portion of the contractor's facility should be for the exclusive/dedicated use office, with unfettered access, and no interruptions to the ICE operations. ICE shall have control over any cease fire. The service contractor shall not have any cease fire determinations over the ICE operations. ICE will have the ability to shoot any pistol or rifle caliber ammunition.
5.0 Requirements
1. Contractor must submit to and pass a site inspection before being eligible for award. Site inspection will include a determination of safety by the ICE Firearms Instructor or designated official- in accordance with Federal Acquisition Regulation (FAR) part 52.246-4 Inspection of Services- Fixed Price.
2. Qualification Range Site Requirements:
a) Annually:
I. Provide an area that will accommodate no less than 12 shooting points (pistol area) for 7 days per week and 52 weeks per year. The range will also provide a steel/long- gun/tactical area. Both of these areas will be surrounded by earth berms on three sides. Please see attached drawing (Attachment A) for overall range and area dimensions.
3. Ability to conduct low light firearms training, accomplished through natural light reduction.
4. Range to have lighting placed behind the thirty yard line to illuminate through the target area at 50 foot candle. Government to access to control the lighting level (i.e. dim the lighting).
5. Ability to introduce sirens/flashing lights while shooting.
6. Facility must provide and maintain the following:
• Dry, level, surface parking area for 20 vehicles. Parking area to be adjacent to Government training facility and range. Parking area to be well illuminated and adhere to all governing codes. Parking area for 20 Official Government vehicles to be signed "For Government Vehicles Only".
• Dry, level, walkway from parking area to firing range and Government provided restroom and office building. Dry, level, walkway to adhere to all governing codes.
• Land for Government provided 12' X 32' restroom building and associated decking.
• Land for Government provided 24' X 60' office building and associated decking.
• Domestic, potable water, with strong pressure to Government provided restroom and office buildings. Facility contractor must provide quality connection and continuing service of potable water to office and restroom buildings.
• Facility contractor must provide quality connection and continuing sewer service to Government provided restroom building.
• Exterior water faucet, 36" high on solid mounted frame, for purpose of connection to water hose. Location to be determined by ICE Firearms Instructor.
• Facility contractor must provide electrical connection and continuing service to support HVAC, lighting, computer, general outlets, within Government provided restrooms and office buildings.
• Land for three Government provided 20' CONEX storage containers
• Land for Government provided bleachers, approximately 10' X 16'
• All land for Government provided equipment will be adjacent to the ICE specific firing ranges and within 100' of the ICE specific ranges.
• All landscape maintenance and earth berms.
• Proper drainage of all areas utilized by the Government, including but not limited to, the firing range, all areas around the range and buildings, parking area, and walkways. Standing water due to lack of site planning is unacceptable.
• All federal, state, and local code compliance and requirements.
7. Training sessions requires use of various size steel targets to improve qualification scores I proficiency.
8. The facility must allow the installation of mechanical turning targets_at expense of government. The Backstop I Berm must be tall enough in height to prevent projectiles from going beyond the range property. At a minimum, the Backstop/Berm height must meet the current code regulations and will be reviewed by an ICE Firearms Instructor for acceptance.
9. Pistol shooting requirements:
• Delineated distances of 1.5 yard, 3 yards, 7 yards, 15 yards and 25 yards.
• The 25 yard point will have option to utilize barricades for shooters to use as cover and concealment.
• The shooter must be able to draw unobstructed from the holster.
• The shooter must be able to move from standing to kneeling to prone; with ability to move to the left, right, forward and backward, while engaging in 90 and 180 degree turns.
I 0. Shotgun shooting requirements:
• The shotgun must be allowed to use "00" shot and slug ammunition per NFTTU requirements.
• Delineated distances for shotgun are 7 yards, 15 yards and 25 yards.
11. Rifle shooting requirements:
• The shooter will fire 3 round automatic fire bursts.
• Delineated distances for M-4 are 100 yards, 50 yards, 25 yards and 7 yards.
12. Emergency Care. Range must be located within 10 miles of a trauma center-defined as a hospital equipped to handle any level of severity of trauma (gunshot), and has a trauma surgeon on-site 24/7 and an OR ready at all times for critically ill and injured patients.
6.0 Performance Standards
l. Authorized range officer I instructor will be a federal law enforcement officer who has been trained and certified as an ICE firearms instructor. ICE will provide its own range officers for all firearms training.
2. Officers must be allowed to arrive and depart the range with duty weapons loaded and ready for duty carry.
3. Scenarios I training sessions to be conducted by an ICE Firearms Training Officer.
7.0 Quality Assurance
Site visits will be conducted to verify facility can accommodate ICE training requirements and verify that the facility meets the requirements of the Statement of Work.
8.0 Quality Control
The contractor shall develop and maintain a Quality Control Program to ensure facility meets requirements as stated in the SOW.
9.0 Administrative

2nd Quarter: January, February, March 3rd Quarter: April, May, June 4th Quarter: July, August, September
Billing: Invoices shall be submitted on an annual basis. Invoices shall list the purchase order number and the quantity due for each calendar month. Invoices can be submitted in one of three options:

DEFINITIONS: As used throughout this contract, the following terms shall have the meaning set forth below.
AQL: Acceptable Quality Level: The allowable leeway from a standard that can occur before the Government will reject the specific service.
CONTRACTOR: The contractor is responsible for all compliance with the provisions of this contract, including those services provided by the Contractor's subcontractors.
CONTRACTING OFFICER: The Contracting Officer has the overall responsibility for the administration of this contract. He or she alone, without delegation, is authorized to take actions on behalf of the Government to solicited, modify or deviate from the contract term, conditions, requirements, specifications, details and delivery schedules. However, he or she may delegate certain other responsibilities to his or her authorized representative.
CONTRACT ADMINISTRATOR (CA): The Contract Administrator is a person with the delegated authority to administer and terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the Contracting Officer acting within the limits of their authority as delegated by the Contracting Officer.
CONTRACTOR REPRESENTATIVE: A supervisor or manager assigned in accordance with SUPERINTENDENCE BY THE CONTRACTOR. Responsible for insuring that required services are performed, for the supervision of contract employees, and who is the one point of contract responsible for interaction with government personnel.
CONTRACT DISCREPANCY REPORT (CDR): A report, sent by the COTR/CO to the Contractor, whereby the contractor is required to complete when performance is unsatisfactory. The CDR requires the Contractor to explain to the COTRICO, in writing within 5 calendar days, why performance is unsatisfactory, how performance shall be returned to satisfactory levels, and how recurrence of the problem shall be prevented in the future.
COTR: Contracting Officer Technical Representative. An employee who is designated and authorized by the Contracting Officer to answer technical questions, provide for inspections, certify invoices for payment, and assist in administering the contract.
DEFECTIVE SERVICE: A service, which contains one or more defects, or nonconformance with specified requirements.
DHS: U.S. Department of Homeland Security.

ERO (Enforcement and Removal Operations): An office within Immigration and Customs Enforcement (ICE) tasked with identifying, arresting, and removing aliens who present a danger to national security or are a risk to public safety, as well as those who enter the United States illegally or otherwise undermine the integrity of U.S. immigration laws and border control efforts.
FAR: The Federal Acquisition Regulation
ICE (Immigration and Customs Enforcement): U.S. Immigration and Customs Enforcement, the largest investigative agency in the Department of Homeland Security, is responsible for enforcing the nation's immigration and customs laws. ICE has more than 20,000 employees working in 400 offices in the U.S. and around the world.
NFTTU: The National Firearms and Tactical Training Unit is the single focal point for firearms and use of force issues within ICE, including firearms, ammunition and body armor acquisition and maintenance, inventory control, firearms and defensive tactics instructor certifications, field delivered firearms and force training, specialized tactical team policy and training (SRT), fireanns and force policy formulation and all armory operations for ICE. QUALITY ASSURANCE (QA): The actions taken by the Government to assure services meet the requirements of the Performance Work Statement. The procedures used by the Government to inspect the Contractor's Quality Control program and provide control over the quality of services received to ensure satisfactory performance.
FEDERAL HOLIDAY: Holidays in each calendar year identified as follows:
New Year's Day, January 1;
Martin Luther King's Birthday, the third Monday in January;
Washington's Birthday, the third Monday in February;
Memorial Day, the last Monday in May;
Independence Day, July 4;
Labor Day, the first Monday in September;
Columbus Day, the second Monday in October;
Veteran's Day, November 11;
Thanksgiving Day, the fourth Thursday in November; and Christmas Day, December 25.

Part 3 Firearms Proficiency and Use of Force Training
A. Demonstration of Proficiency
1. All officers who are authorized and carry an ICE-issued firearm(s) or an approved personally owned handgun(s) must maintain an acceptable level of proficiency and are required, on a quarterly basis, to demonstrate their proficiency in the use of their firearm(s).
2. ICE officers shall be authorized at least eight (8) hours each quarter to participate in approved instruction delivered and\or coordinated by ICE Firearms Instructors and\or Defensive Tactics Instructors to meet OFTP training requirements.
3. An acceptable level of proficiency, pursuant to guidelines established by the Director of the OFTP is based on all of the following:
a. Successfully completing the approved ICE qualification course of fire (see Appendix 2, ICE Courses of Fire), achieving at least the minimum numerical score as determined by the Director of the OFTP;
b. Demonstrating proper handling techniques and manual dexterity required to safely holster and draw (if applicable), load, unload, and operate the firearm;
c. Demonstrating safe handling of the firearm and ammunition;
d. Successfully completing the advanced firearms training exercises, pursuant to guidelines established by the Director of the OFTP;
e. Demonstrating appropriate responses to the failure or malfunction of firearms or ammunition, including immediate action drills and safe unloading procedures; and
f. To demonstrate proficiency with the firearm(s), the officer must successfully complete one (1) qualification course of fire in no more than two (2) consecutive attempts as well as satisfactorily demonstrate all other requirements.
3. Each quarter, officers must demonstrate proficiency with each ICE-issued Firearm and/or each approved personally owned handgun(s) that he or she carries whether on or off-duty. The Responsible Official may require officers to carry and demonstrate proficiency with additional firearms to meet operational requirements or needs.
4. Officers must demonstrate proficiency with each ICE-issued firearm(s) and/or each approved personally owned handgun(s) once each quarter and that successful demonstration of proficiency satisfies the requirements to carry that firearm for the Part 3 Firearms Proficiency and Use of Force Training
