1.0 PURPOSE
U.S. Customs and Border Protection (CBP) requires modifications to the VACIS XML Mobile Inspection System to improve their operation and enhance safety. The purpose of this procurement is to provide CBP ports of entry with the capability to visually inspect containers that are difficult to access and to recognize the presence of concealed objects in the voids. The awarded contract will consist of a Firm Fixed Price (FFP) contract.
1.1 Background
Customs and Border Protection, an agency of the Department of Homeland Security (DHS), is responsible for targeting, selecting, and examining cargo deemed high risk for terrorist-related activity, smuggling of contraband, and trade law violation. CBP is also responsible for facilitating the release of low-risk cargo. CBP has a continuing requirement to interdict incoming contraband such as weapons, explosives, illegal drugs, outgoing currency and weapons, through examination of break-bulk cargo, passenger baggage and international mail parcels.
1.2 Scope
This requirement is to install CBP customized and approved modifications consisting of a scan speed or governed speed device, surveillance system with cameras and drive line, remote e-stop, increase of the maximum scan height, back-up safety, increase of rear seat room, law enforcement lights/siren, collision avoidance for horizontal and vertical detector array and boom, external working lights, and exhaust fumes piping extension. This configuration package will ensure safer performance and improve operations of the current Leidos VACIS XML systems in compliance with CBP requirements.
The technical performance specifications and service requirements for this upgrade are contained in the sections below.
1.3 Government and Program Management Organization
This program is under the technical direction of the LS-NII Contracting Officer Representative (COR) assigned to the CBP Office of Information and Technology (OIT) Laboratories and Scientific Services Directorate (LSSD), Interdiction Technology Branch (ITB) in coordination with CBP Enterprise Network and Technology Support (ENTS) Integrated Logistics Branch (ILB).
CBP management of this program will be accomplished through the CBP OIT/LSSD/ITB for system acquisition, delivery, and acceptance. CBP Enterprise Network and Technology Support (ENTS) Integrated Logistics Branch (ILB) will manage Warranty Services. CBP Human Resources Management (HRM) provides oversight of radiation safety.

2.2 Order of Precedence
In the event of a conflict between the language of this SOW and the standards cited above in Section 2.1.2, this SOW takes precedence. Nothing in this SOW supersedes applicable Federal and state safety laws and regulations.

3.0 GENERAL REQUIREMENTS
The contractor shall perform all work necessary to fabricate and deliver the specified modifications. The contractor must meet or exceed all technical specifications. The system shall conform to OSHA Standards, (29 CFR Part 1910), NFPA 79, Chapter 4, and NFPA 70, Article 110 requirements.
3.1 Technical Specifications
Appendix A contains a requirements matrix, which sets forth the modifications which shall be performed by the contractor under this contract.
3.2 Warranty
The contractor shall warrant the modifications against manufacturer’s defects for a period of a minimum of one year. The contractor shall be responsible for all costs for warranty repairs of system components. Warranty repairs shall cover labor, parts, components, devices, packing, handling, shipping, and other costs.
3.3 Acceptance Test Plan
The contractor shall deliver an Acceptance Test Plan (ATP), in accordance with Data Item Description (DID) A013. Before delivery, the contractor shall check the unit via a CBP-approved multi-step ATP. This plan shall include checks for proper assembly, functioning, and operation accuracy. The contractor shall provide a copy of the ATP to CBP with the response to the Request for Proposal (RFP). A CBP government representative will also perform additional acceptance tests at ILB upon receipt of equipment.
3.4 Section 508 Applicable Exceptions
Exceptions for this SOW have been determined by DHS and only the exceptions described herein may be applied. Any request for additional exceptions shall be sent to the COR and determination will be made in accordance with DHS Section 508 Program Management Office and Electronic and Information Technology Accessibility MD 4010.2, Section IV.D. DHS has identified the following exceptions that may apply: 36 CFR 1194.3(b) Incidental to Contract, all EIT that is exclusively owned and used by the contractor to fulfill this SOW does not require compliance with Section 508. This exception does not apply to any EIT deliverable, service or item that will be used by any Federal employee(s) or member(s) of the public. This exception only applies to those contractors assigned to fulfill the obligations of this work statement and for the purposes of this requirement, are not considered members of the public.
DHS has reviewed this acquisition request and has determined that a Fundamental Alteration exception for the purposes of Section 508 applies and is thereby authorized.
Fundamental Alteration Exception #CBP-20140703-001 has been included in the contract file.

4.0 PERIOD OF PERFORMANCE
The period of performance is 12 months from date of award, although performance of warranty repairs may extend the contractor’s required performance under the contract.
5.0 DELIVERABLES
The contractor shall deliver the documentation listed in Appendix B. If required, the contractor shall deliver any changes or updates to previously provided documentation as “change pages.” The contractor shall use CBP’s approved format for all new or modified documentation.

governing device to keep the VXML at a speed in the range of 1.6 to 3 mph during scanning.

display for the operator that shows the images from the truck side and boom side cameras, live scan, and scan speed.

stop) currently located near the scan tunnel to the A/C and electrical cabinet on the passenger side.
1.4 Provide and install larger tires to
increase the height of the horizontal boom and the ground clearance of the vertical detector array by approximately 4 inches. This change will decrease the risk of collisions with the horizontal boom and grounding of the detector array.
1.5 Provide and install a camera and
video display to help the driver see behind the VXML vehicle while moving in reverse.
1.6 Change the height of the keyboard
by making adjustable to increase leg room.
1.7 Move the electronic rack forward 4
inches to provide more leg room for the primary operator.

2 Lighting and Alarm Changes
2.1 Provide and install additional law
enforcement blue lights so that they can be seen from all directions.
Provide and install a siren with a minimum of two tones (wail, and yelp), such as the Whelen PA series.
2.2 Provide and install additional
sensors to warn operators of potential collisions with the boom and detector array. Provide and install a height detector that will inform the ground guide or secondary operator of an over height target vehicle. This detector will be portable, lightweight, and able to withstand slight wind gusts.
Provide and install a collision sensor on the vertical detector array to alert the driver of an impending collision via audible tone.
2.3 Provide and install two sets of
working lights. One set will enhance scanning capability and operator safety and enable safe operation at night. This set of lights will illuminate the scan tunnel and 40 to 50 feet on all sides of the vehicle.
A second set of lights will be used during the set-up and stowing to enable the operators to set-up the control area for operations in dimly lit areas. Control for both sets of lights will be inside the cab of the XML vehicle.
2.4 Provide and install a backup alarm.
The alarm will sound whenever the XML vehicle is in reverse gear and is not scanning. This will prevent the back-up alarm from interfering with radiation on alarm.

10. PREPARATION INSTRUCTIONS: The ATP shall include the following.
• Personnel and materials needed to successfully complete the contractor's final Factory Test/Site Acceptance Test (FT/SAT);
• An inventory of all FT/SAT-required documents and major components including software. This is to include the serial numbers of hardware items and the software version numbers;
• The results of supporting test s t a n d a r d s such as the ANSI N42.46 Performance Test, Material Discrimination Test and Radiation Survey;
• All normal and emergency system operations of a fully integrated system. This shall include start up, safety checks, scanning, image analysis, image and Image Data Set operations (printing, exporting, copying, and deleting), and shut down; and
• Those additional tests to verify that the system meets all contract SOW requirements.
