As a tenant command on Selfridge ANGB, USBP Sector Detroit is responsible for snow and ice removal operations within the area it occupies. USBP Sector Detroit maintains operations twenty-four (24) hours a day seven (7) days a week at this location and requires assistance to keep the sidewalks, roadways and parking lots clear of snow and ice during periods of inclement weather.

2. SCOPE:

The contractor shall provide all management, tools, supplies, equipment, and labor necessary to ensure that snow/ice removal services are performed at USBP Detroit Sector Headquarters on Selfridge ANGB in a manner that will maintain a satisfactory and safe environment.

3. APPLICABLE DOCUMENTS:

3.1. CBP Emergency Procedures Manual

The guidelines outlined in this document DO NOT in any way supersede the CBP Emergency Procedures Manual, but provide supplemental guidance for site security, and achieving the maximum vehicle and pedestrian safety relative to snow and ice conditions on this property.

4. SPECIFIC TASKS/DESCRIPTION OF SERVICES:

The contractor shall provide all management, tools, supplies, equipment, and labor necessary to ensure snow/ice removal services are performed at USBP Detroit Sector Headquarters on Selfridge ANGB in a manner that will maintain a satisfactory and safe environment. The Contractor shall provide snow removal services for the Government seven (7) days a week, twenty-four (24) hours a day (“24/7”) without exclusions.

Services will be rendered annually during a six (6) month time period when snowfall becomes heavier and more frequent. The annual time period that contractors shall be available for “24/7” snow removal services shall be from November 1st through April 30th (with exception to the base performance period, see section 10.0).

4.1. Snow and Ice Removal Service.

The contractor shall clear a pathway free of snow and ice of at least three (3) feet wide from all sidewalks, steps, landings, and entrance ramps in the service area. The contractor shall remove snow, including drifts or piles, from all remaining paved and gravel surfaces such as roads and parking lots/areas as shown on the map in Appendix A which depicts the service area. The service area includes entrances, steps, landings, sidewalks, roadways, parking areas and any other hard surface areas subject to vehicle or pedestrian traffic. There is approximately 8,000 square feet of sidewalk and 130,000 square feet of parking areas and roadways for a total service area of approximately 138,000 square feet. Ice or other hazardous conditions on sidewalks, steps, landings, and entrance ramps shall be treated with sand or a general purpose de-icer that meets the minimum Biobased content requirements of the United States Department of Agriculture (USDA) BioPreferred® program (See Section 8.1 Environmental Requirements). Rock salt or other acceptable methods, as approved by the Contracting Officer’s Representative (COR), can be used on non-concrete surfaces. Material Safety Data Sheets (MSDS) shall be provided as applicable by the contractor to the COR.

The contractor shall remove snow and ice from all paved and gravel areas, sidewalks, steps, stairs, landings, and entrance areas, as depicted in Appendix A, when the snow accumulation exceeds two (2) inches or within one (1) hour after snowfall stops. In all cases when there is a qualifying snow event ending after midnight, snow removal shall begin no later than 0300 (3:00 AM) and be completed no later than 0600 (6:00 AM).

Safety concerns for government employees and authorized visitors resulting from on-going hazardous weather conditions will determine the need for specific follow-up snow and ice removal services. The contractor shall obtain approval from the COR prior to initiating any follow-up snow and ice removal services.

4.2. Priority of Service.

The CBP property shall be listed as the Highest Priority property, other than hospitals and emergency routes, on the contractor’s snow removal commitment list.

4.3. Special Removal Areas.

Snow and ice shall be removed from all on-site catch basins/pavement drainage ways to allow adequate run off of melting ice and snow. No snow or ice shall be dumped on or near trees, shrubs, and grass or flower beds. Snow and ice shall be removed from the premises, as required, when there is insufficient space on the property to accommodate the piling of snow, or when it interferes with operations or parking on the property. This snow must be removed and hauled off site by the contractor to an appropriate snow dump area in compliance with City, County or base Ordinance. The above work shall be performed in a manner so as not to encumber walkways, entrances, exits, or streets.

4.5. Damage Repair/Replacement.

The Contractor shall be responsible for the repair or replacement of any damage caused by snow removal activities to include, but not limited to, lawn, landscaping, fencing, gates, light poles, pavement, curbs, sidewalks, etc.

4.6. Cleaning.

The Contractor shall remove trash and debris that may restrict the successful removal of snow and ice prior to beginning snow removal operations. After the last snowfall that required plowing, the Contractor shall remove excess sand and rock that have accumulated on the sidewalks, driveways, and parking areas during the course of the winter. This excess material shall be removed from the site as needed so as not to accumulate on landscaped areas, or clog the site drainage systems and shall be completed prior to April 30th of each calendar year of the contract.

4.7. Management and Personnel.

The contractor shall furnish the necessary management and labor to perform the tasks outlined in this Statement of Work (SOW). The contractor shall manage the total work effort associated with the snow removal services required herein to assure fully adequate and timely completion of these services. Included in this function is a full range of management duties including, but not limited to, planning, scheduling, and quality control. The contractor shall provide an adequate staff of personnel with the necessary management expertise to assure the performance of the work is in accordance with sound and efficient management practices.

The contractor shall furnish, for each separate piece of equipment, capable licensed operators in sufficient numbers to ensure the equipment is operated safely and efficiently. The Contractor shall furnish relief drivers when required by extended periods of work, in accordance with State and Federal laws.

The contractor shall employ only qualified and competent personnel in sufficient numbers to perform the required services effectively and efficiently, and in a manner to meet the requirements set forth in this SOW.
