Questions and Answers Attachment A – HSBP1015R0022 A0002

Questions and Answers

These questions have been received by U.S. Customs and Border Protection (CBP) from various vendors. The questions and CBP’s responses are listed below. In cases where similar questions have been asked, those questions may be consolidated into a single question and response.

Questions related to the Request for Proposals (RFP)

1. The schedule indicates that warranty, preventative maintenance, and corrective maintenance might be in effect for a particular order. Could you please explain how these various services relate to each other?

Warranty and Corrective Maintenance cover the same requirements and so would not be running concurrently. Preventative maintenance can run concurrently with either warranty or corrective maintenance, since it covers a different requirement.

Questions related to the Statement of Work (SOW)

2. Regarding clarifying question #15 (attached to amendment A0001), it is understood that refueling is not part of down time, but is there an expectation as to number of hours run time between refueling?

No, there is no number of hours expectation.

3. Regarding Section 3.2.2, requirement 16, does the clearance refer to the deployed or stowed positions?

The minimum clearance applies to both positions. Inasmuch as it is adjustable in the deployed position, achieving the objective clearance in the SOW is desirable.

4. Section 3.5.1 includes a requirement to provide a predictive Obsolescence Analysis Report and a

Component Replacement Analysis Report. Is it possible to obtain further definition of this requirement including intended frequency for submittal?

These reports are related to parts, failures of parts, and replacements. They are required upon delivery and as needed if there are changes to the systems.

5. Regarding Section 3.8.2, System Training, is secondary operator part of the primary operator training, or is it a separate class?

Both. Secondary Operator Training is included in the operator training, but can also be given as a separate class. Therefore, please add an additional schedule line for pricing secondary operator training when it is given as a separate class.

6. Also, regarding Section 3.8.2, System Training, there is a requirement for installation instructions.

What is expected?

This is instruction on how to install the software and/or viewer.

7. Regarding Section 3.8.2.1, Operator Training, will instructor manuals be required, or is it that only for train-the-trainer classes.

The Instructor’s Guide is required for the train-the-trainer class and the Operator Training Class.

8. Section 3.12.9, Security Requirements for Unclassified Information Technology Resources, indicates that the vendor must provide proof of IT security accreditation. What are valid accreditations?

The units are standalone units, therefore, per 3.12.9(a) the security requirement is inapplicable as long as these units remain standalone. If, in the future, CBP requires these to be connected to the network, a separate task order may be issued to develop the necessary security to meet that requirement.

However, for proposal purposes, this requirement is not applicable.

9. Section 3.12.10, Contractor Employee Access, states that the Contractor must state the names and citizenship of employees working on this contract. How widely does this apply? Would clerical or administrative staff be included?

A contractor employee working on this contract is one that works directly on the hardware or software.

Administrative-type staff would not be included.

10. Section 3.15, DHS Information Technology Portfolio Alignment, indicates that the systems shall align with the DHS IT Portfolio for Screening/Watchlist/Credentialing. Would this apply to stand alone screening equipment?

This section is essentially informational. To the extent that a vendor meets the other requirements of the SOW, this will be fulfilled.
