Firearm Range

Prepared by: Jenfrey Arce Date: March, 2015

STATEMENT OF WORK FOR FIRING RANGE

The training is provided by well-prepared Instructors on a quarterly basis where each officer's proficiency results are individually recorded in much elaborated systems (FACTS; TRAEN). These results as well as the training achievements are closely supervised and monitored by CBP managers and audited on a yearly basis by OIG personnel. All Firearms and Use of Force Instructors are trained and certified by CBP at Harpers Ferry Advance Training Center in West Virginia.

Objective The CBP Officers are required to be proficient in all of their duties. To achieve this they undergo extensive training in different disciplines to enforce a large array CBP and other agencies laws, policies and requirements. Among these is the Use of Force training. Use of Force training it is not just firearms qualification. It is a well-documented, well-coordinated and carefully prepared program plan that includes technical and practical instruction that enables them achieve the agency's goals and mission, which is to protect and defend the constitution and the people of the United States against terrorist and their instruments of terror. It’s a process where CBP provide officers the necessary tools to safeguard the American homeland. This is embodied in the training they take and the work they do.

Definitions

Use of Force Proficiency Training- According to the Use of Force Policy Handbook (HB 4500-01B Oct 2010) all officers who carry a CBP-authorized firearm(s), on or off-duty, must maintain an acceptable level of proficiency on a quarterly basis. This includes completion of a night fire or low-light familiarization course of fire, approved by the Director of UFPD, on an annual basis. Weapon proficiency includes, qualification, handling techniques, manual dexterity, advanced firearms training exercises, responses to the failure or malfunction, immediate action drills and weapons clearing procedures. The quarter timeframes referenced in the proficiency requirements are: a. First Quarter - October through December; b. Second Quarter - January through March; c. Third Quarter - April through June; and d. Fourth Quarter - July through September. Currently, there are 338 officers assigned to the Area port of San Juan. At a minimum, 25 days (Monday-Friday) per quarter are required to provide this training (12 officers per day approx.). In addition to this, a firing range will be needed for officers who do not achieve proficiency or are not available due to several reasons. These reasons may be, among others, due to TDY, scheduled annual, sick leave, military, failure, etc.; two hours training per day per officers who fail the weapons proficiency. This cannot be done during regular weapon proficiency training as we cannot foresee when these officers return to duty (make-up qualification should be scheduled in the same quarter).

Specific Requirements The range should be suitable for training and qualifications for all courses of fire used on the site as set forth in the Office of Health, Safety and Security (HSS)-approved Firearms Qualification Courses.

The range should be designed for shooting day and reduced-lighting firearms courses, moving targets, multiple targets, and advanced shooting courses/activities (e.g., shooting at steel targets) that may be required by the site.

Standards The Firing Range must be in compliance with regulations and permits issued by the Environmental Protection Agency (EPA) and the Puerto Rico environmental regulatory agency (Junta Calidad Ambiental). In addition, the facility must be in compliance with all local zoning, land use and other applicable local ordinances.

Range Manager shall obtain and maintain in good standing all certifications, licenses and insurances necessary or appropriate to perform work contained in this SOW.
