INTRODUCTIOt--L

Jhis position is loc<l:ed in the Department of Homeland Security (DHS) and may serve in an agen cy ,:omponent that manages fi rearms tra ining and firearms range facilities a, v:]rious iocations within the agency. The agency components may include but am riot limited to: Customs and Border Protection's (CBP) Advanced Training Center in Harpers Ferry, West Virgin ia; Immigration and Customs Enforc(~rr~~nt (ICE), Office of Investigations (01); and/or the Federal Law Enforcement -;"raining Cen ter (FLETC), etc.

The primary pUrpO!i e of the position is to plan, organize, coordinate and administer basic , fr,··service and advanced training courses and program s providing assi stcln(.13 and guidance in research and development Incumbent is responsible fo r ran;'e utilization, including facility upkeep and maintenance . Is responsible for irn J:; lementation of procedures for intemal contro ls, security, storage and accou -tability of supplies, equipment, weapons and ammunition within the area of r :.sponsibility.

MAJOR DUTIES P l-lD RESPO NSIBILlTES:

Develops the Fil'e~ rms bUdget which includes funds for range operation, ammunition , equip llent, supplies, targets, weapons, weapon parts, etc .

Prep aration of trle :)udget requires an accurate assessment of obligations and an understanding of fi3flge operations.

Responsible for th, ~ adequacy of training and takes th~ necessary corrective measures to en};Urr.) that course materials are accurate and timely and designed to meet course (Jbi~rctivei} Canters with other law enforcemen t commu nities to evaluate and 2sse ~s new developments in firearms training. Researches train ing trends.

Purchases firealm ~ training supplies, ammunition , target. and other re lated firearms equipmenl: used for training purposes .

Responsib le for SH~ed weapons program which involves the coordination of the receipt of seizerl y,~!apons from the assigned component throughout the nation.

Coord inates the to l ~I destruction of these weapons to include final smelting of ell steel products th rcLigh a local foundry.

Maintains fi rearms target system-La.lliU?ther !ange related equ ipml3nt. As required , overSE!e~ a range technical staff that carries out a va riety of range related work such =:1 5 range set-up , ra nge clean-up , ran ge maintenance, etc .

The incumbent war'iS under the general supervision of the Facility Director who is availab le to provi:le advice and assistance on unusual problems and s ituations. The incumbent schedules and monitors fi rearms training and exercises full responsibility far the firearms program operation. Work is subject to review for adhamnce to current agency policies, procedures and regulations.

GUidelines are a~e -cy policy statements or broad precedents and are applicable in establishing gl~nl~ral operational processes and procedures but not entire ly adeq~ate fo r adcire;:;sing complex or highly unusual problems/situations that may arise

Contacts are to di~;,::uss firearms safety issues, weapons, ammunition shortages/overcl g': '~5 and ra nge, facility and armory issues and coordinate training and range opemtlons. Contacts with managers and agents are to provide gu idance and a~si :: ,tanGe as well as to obtain compliance with firearms program requirements thrO~lgh train ing and persuasion.

Physical Demand~: 8-2, 20 pOints

Prolonged standin~[, lifting heavy materials, stooping. bending, long hours for long periods. Exp :,sure to hazardous conditions such as high noise levels and various hazardous chemica ls and solvents. There is a need a lift and carry equipment or matwi;1 weighing over 50 pounds.

The work envircnmsnt will generaJly be classroom, office and fi rearms ranges.

Periodic travel rna) be requ ired , Use of protective clothing and safaty devices such as goggles, ~I: o"es , etc. is required . Th'e work involves exposure to adverse weather conditiDn~; and noise.
