Introduction:

This is a dual-track position. The position may be located in various hosts' countries or other locations within the Office of Air and Marine (A&M), Customs and Border Protection (CBP). Supports the principal Aviation and Marine Advisor on matters as they pertain to A&M. Typically under HQ A&M supervision, the incumbent's responsibilities encompass the formulation of resource requirements and the implementation of policy and procedures, effectiveness measurement programs, reporting requirements, operations assessments and strategic intelligence collection and threat analysis.

Maior Duties and Responsibilities:

Assist in the preparation of planning documents, program papers, procedures and guidelines applicable to the administration of A&M' s mission. Assists in providing project assistance and developing input relative to administrative, technical, specialized, and operational factors that impact the achievement of program objectives and goals. Assists with project work involved in meeting short-term and long-range goals and objectives, implementing appropriate program development principles, and balancing project controls with deadline requirements.

May assist with coordinating and producing contingent/tactical operations plan and schedules for A&M assets operating in various locations, foreign and domestic. When appropriate, may advise the Command Duty Officer (CDO) in coordinating the predeployment and employment of all A&M aircraft and personnel. When directed, attends and participates in conferences. Recommends changes and improvements as necessary.

Normally responsible to the Director, P-3 and National Security Operations to provide assistance and feedback to, A&M, Interagency staffs and other Federal agencies in the formulation and execution of interdiction strategies and the tactical employment of A&M assets and personnel, particularly, those complex detection and monitoring system peculiar to A&M.

Routinely coordinates and interacts with interagency staffs on matters related to A&M enforcement capabilities and, tactical implementation plans.

Supports the development of operational requirments, manuals, training and implementations plans, testing acceptance procedures.

May provide assistance to interagency staffs located in various locations to include partner nations. Additionally, provides guidance, assistance and local area insight to A&M CDO's on issues and employment peculiar to their Area of Operation. As such, coordinates the activities of TDY enforcement crews consisting of Pilots, Air Enforcement Officers, Marine Enforcement Officers, Detection System Specialists, Flight Engineers and supporting staff as directed.

Supports development in conjunction with program analysts, operations, specialists and interagency staffs, new procedures and systems for the collection, compilation and analysis of raw data from proposed field activities. Supports analysis of strategic intelligence and conducts monthly, quarterly and annual extracts and synthesis of data in the preparation of threat indicator summaries and air threat indicator summaries and air threat assessments.

Reviews intelligence generated by the host nation, country teams, Interagency and DHS staffs regarding interdiction threats to and beyond the US border. Coordinates the follow-up of information with A&M intelligence personnel. Based on information gathered, the incumbent supports plan development and proposals for operations.

May advise personnel about A&M capabilities and limitations in training and assistance to the host nations. Supports briefing to interagency staffs on A&M interdiction policies, programs, initiatives, and participation in the implementation of National Strategy.

Assists with other program analysts, administartaive specialists, operations experts, field enforcement personnel and management to develop project tools and maintain an open information exchange. Participants in meeting and efforts with coworkers, supervisors and representatives of other organizations relative to administrative, technical and operational activities that impact Air Operations fields units and which affect internal policy and procedures. Assists coordination of project assignments with program

Supports project teams planning and evaluating special enforcement operations that may involve personnel from various organizational components ofCBP HQ's and Field. The team identifies the objectives, resource requirements, and operational components of the operation, schedules and then monitors and tracks the progress. Incumbent advises analyst and management of changes of variables identified that may have positive or negative impact on the consistency or continuity of established operations plan and overall outcome of the operation.

May support on-site surveys and studies of field operations and program elements as an evaluation team member. Reviews operational work flow and identify required changes and proposed recommendations regarding operational objectives, particularly related to methods, which may be implemented to enhance productivity or effectiveness within the programs under review.

Supports option formulation for deploying A&M aviation and marine assets at forward bases within the area of jurisdiction and/or countries. Assist coordinating the requirements with interagency staff and the country teams.

Ensures all team personnel are assembled and oversees the accomplishment of the field surveys. Comply results for dissemination with their assigned country. Follows up on shortcomings of proposed sites, go on initial deployment to support operations and ensure A&M interests are represented at the site.

FACTOR 1-8~Knowled2:e Required bv the Position

Highly technical, administrative skills, operational knowledge and skill in researching, analyzing and options as regards administrative and operational functions.

Knowledge of concepts, principles, regulations, policies and procedures governing management functions, techniques, theories, as they relate to A&M mission. Knowledge of military organizational structure, policies and procedures, including staff procedures at the Joint Staff level. Additionally, -- _n- -- ---n- -----should be familiar with Embassy organizational structure and interagency protocol, when appropriate.

As appropriate knowledge of policies and procedures dealing with interdiction, various agreements with host nations, bilateral agreements relative to overflight procedures and diplomatic protocol as related to air and marine interdiction programs.

Knowledge of the principles and techniques of law enforcement and the scope, application and interpretation of specific laws regulations relating to enforcement jurisdiction within and outside of the United States.

Coordinates with law enforcement agencies based on intelligence provided both in the U.S. and outside the U.S.

Through knowledge ofHQ's organizational structure, policies and procedures, including assignment of functions to subordinate organizations.

Skilled in acquiring a wide range of administrative expertise and techniques including policy analysis, systems, management planning and techniques in managementimprovement. -

Knowledge of A&M training capabilities, interdiction processes, tactics, intelligence analysis, and dissemination techniques. Ability to coordinate intelligence information gathered by DHS intelligence, and interagency intelligence organizations with CBP/A&M intelligence analysts. Knowledge of the relationships between federal agencies, U.S. military and foreign military entities, law enforcement agencies and the process and need to share information with them or other governmental jurisdictions.

Ability to support application of all information and resources to an effective course analysis template and develop the most effective and efficient course of action. Understand least path of resistance programs/diagrams for managing projects and accomplishing them in most efficient manner.

Ability to communicate orally and in writing, Familiar with the requirements for A&M aviation assets to deploy, including the limitations and capabilities of all A&M aircraft that may operate from remote areas. Familiar with the logistics requirements for fuel, ground support equipment, ramp capabilities/runaway capabilities and approach procedures and allother aspects of aviation field operations. Knowledge of lodging and health requirements.

Ability to develop effective relationships with foreign nationals, and representatives from other agencies. Be able to represent A&M in a diplomatic manner making positive and accurate assessments and decisions.

Familiar with embassy and DOD protocol to effect coordination with Host Nation personnel (military and law enforcement), Country Defense Attache Offices (DAOs), U.S. Military Groups, Drug Enforcement Administration (DEA) representatives, elements within the DOD, and Embassy officials as required with the AOR. When appropriate, desirable to speak foreign languages and be knowledgeable of the cultures of various hosts' countries to which assigned.

FACTOR 2-4~ Supervisory Controls

Supervisor provides general administrative direction with assignments in terms of broadly defined mission, objectives and results desired. Incumbent has the responsibility for carrying out assignments with minimum Supervisor. Finished work is accepted without significant change or revision for compliance with established policy and principles. Results are considered technically authoritative and reviewed primarily for the attainment of objectives.

FACTOR 3-5~ Guidelines

Incumbent must use individual judgment and creativity interpreting processes and operational requirements. Guidelines include A&M HQ's directives, Federal regulations, Memorandum of Agreements, and International Agreements. These guidelines provide only a framework for operations and functions. Additional guidelines at the operational level are:

program evaluation and studies, formalized program strategy, standard operation procedures handbooks, operations policy, agency directives and systems specifications.

Incumbent must have a responsible degree of initiative, resourcefulness and judgment in dealing with unforeseen situation is required.

FACTOR 4-5~ Complexitv

Decisions support is made in matters that require the knowledge of standard program functions or systems as well as certain complex automated systems that are frequently impacted by program change, new regulations, and a degree of uncertainty.

The Incumbent supports advice and assistance to interagency staff and where appropriate host national officers on complex plans, strategies, and enforcement techniques that involve A&M air assets.

FACTOR 5-5~ Scope and Effect

Work includes varies assignments requiring knowledge of all phases of A&M operations. Positions requires incumbent to follow new criteria or procedures, varying program results and levels of effectiveness and continual adaptation to unusual events, programs and changes which impact implementation and ongoing operation of the program and program component systems, including certain automated applications. Makes recommendations for solving management issues which may have impact at the Branch level, program wide or service wide and the interagency arena.

May be required to coordinate source transit or arrival zone assets to ensure maximum effectiveness and ensure they complement A&M air and marine employments. Provides technical expertise to further the efficiency and effectiveness of A&M missions.

FACTOR 6-3~Personal Contacts

Personal Contacts involve personnel from A&M HQ'S, Centers, and Aviation and Marine Branches, from technical to enforcement and administrative officials: from technical to enforcements and operational specialists: including representatives of other federal and state agencies such as: the DOD, DEA, State Department and the FAA.

FACTOR 7-3~Purpose of Contacts

To obtain, clarify or provide technical information or assistance, coordinate work activities and resolve operating problems by persuading operational officials to accept proposals for change, thereby establishing, developing and furthering the United States interdiction efforts.

FACTOR 8-1~Phvsical Demands r

The incumbent is required to be in sound physical condition and able to go undergo rigors of foreign travel, at times in austere field environments, if required.

The incumbent should be able to react quickly and effectively to emergency conditions and endure stressful events or situations.

FACTOR 9-1~Work Environment

The work is performed in office settings as well as outdoes under austere conditions. Unscheduled overtime may be required to meet externally imposed deadlines and changing mission requirements.
