Enforcement Aviation Specialist

GS-1801-13

Introductory Statement: This position is located in a field office within the Department of Homeland Security (DHS). The incumbent is responsible for assisting the Director in planning, developing, implementing, maintaining, and monitoring program policies and procedures in order to provide the most effective, safe, and efficient means of successfully interdicting air smuggling within the geographical boundaries of the unit. The incumbent is the focal point for day-to-day coordination with other-Federal, state, and local agencies, and with other foreign and domestic enforcement organizations.

Aviation Interdiction Operations 50%

Serves as a technical expert in the coordination and implementation of operational plans. Oversees the assembly of resources, equipment, preparations, trainings, and simulations. Coordinates with organizations both within and outside the agency to resolve difficult or fast-breaking problems or issues during operations. Provides authoritative advice to field staff engaged in the operations as questions or issues arise. Coordinates analysis and dissemination of extremely complex, highly sensitive intelligence data where the potential exists for extensive publicity or national or international impact.

Provides technical and operational guidance through the formulation of policies, procedures, and guidelines relative to interdiction and aviation support. Identifies and formulates specialized operational plans and procedures and coordinates with other program entities for effective air smuggling interdiction. Establishes direct communications with other interdiction related Centers and Task Forces, along with Aviation Branches, to monitor and support tactical operations.

Develops cooperation with Federal, state, local and foreign law enforcement agencies regarding matters relative to aviation interdiction and support activities, interagency efforts requiring cooperative integrated enforcement, and other agencies enforcement program efforts. Supports multi-agency task forces in various locations, state and local law enforcement agencies, legal and judicial officials, foreign law enforcement and judicial organizations, and contacts with public and private sector experts in related areas of enforcement.

Conducts follow-up and after-action surveys, studies and evaluations of field operations and special activities. Identifies actual or potential problem areas, trends, significant program accomplishments, deficiency situations, and the effectiveness of resource utilization. Makes recommendations concerning changes to operational practices and procedures designed to improve the overall efficiency and effectiveness of future operations.

Program and Policy Advice and Guidance 30%

Involves major areas of uncertainty in approach or methodology. Prepares short-and long-range planning guidance in accordance with broad program policies and objectives. Prepares guidance based on analyses of interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs.

Consults with management to prepare detailed plans, goals, objectives, requirements, and criteria for complex or high-value management processes and systems, such as developing staffing standards for new or substantially altered program functions.

Law Enforcement Liaison Work 20%

Serves as a technical expert and liaison in developing and maintaining relationships with various stakeholders in the Federal government, private industry, and state and local law enforcement agencies. Develops processes by which the organization pursues collaborative arrangements and relationships with other law enforcement entities. Plans, organizes, and coordinates briefings and information exchange opportunities. Serves as an interface between the agency and components of the law enforcement community.

Participates in inter- or intra-agency task forces or special project groups that evaluate and/or implement established program policy objectives. Coordinates task force and special project group activities. Provides advice and guidance to agency managers (field and headquarters) for matters relative to organizational operations, policies, and requirements.

OTHER SIGNIFICANT FACTS:

The duties of this position require the incumbent to work long and irregular hours, including weekends and night shifts, and/or occasional overtime hours that are administratively uncontrollable.

This position requires that the incumbent carry a firearm. Individual selected must meet initial and continued qualification in the use of firearms.

RETIREMENT COVERAGE: This position has secondary coverage under 5 USC 8331(20) and 8401 (17).

Factor 1-8 Knowledge Required by the Position

The position requires a mastery of an investigative analysis field to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods and make decisions or recommendations significantly changing, interpreting, or developing important investigative policies or programs.

Factor 2-4 Supervisory Controls

The supervisor sets the overall objectives and resources available. The employee and supervisor, in consultation, develop deadlines, projects, and work to be done. The employee, having developed expertise in the line of work, is responsible for planning and carrying out the assignment. Resolving policy on own initiative in terms of established objectives. In some assignments, the employee also determines the approach to be taken and the methodology to be used. The employee keeps the supervisor informed of progress and potentially controversial matters. Completed work is reviewed only from an overall standpoint in terms of feasibility, compatibility with other work, or effectiveness in meeting requirements or expected results.

Factor 3-4 Guidelines

Administrative policies and precedents are applicable but are stated in general terms. Guidelines for performing the work are scarce or of limited use. The employee uses initiative and resourcefulness in deviating from traditional methods or researching trends and patterns to develop new methods, criteria, or proposed new policies.

Factor 4-5 Complexity

The work includes varied duties requiring many different and unrelated processes and methods that are applied to a broad range of activities or substantial depth of analysis, typically for an administrative or professional field.

Decisions regarding what needs to be done include major areas of uncertainty in approach, methodology, or interpretation and evaluation processes that result from such elements as continuing changes in program, technological developments, unknown phenomena, or conflicting requirements. The work requires originating new techniques, establishing criteria, or developing new information.

Factor 5-5 Scope and Effect

The work involves isolating and defining unknown conditions, resolving critical problems, or developing new theories. The work product or service affects the work of other experts, the development of major aspects of aviation interdiction and support programs or missions, or the well being of substantial numbers of people.

Factor 6-3 Personal Contacts

The personal contacts are with individuals or groups from outside the employing agency in a moderately unstructured setting. For example, the contacts are not established on a routine basis; the purpose and extent of each contact is different; and the role and authority of each party is identified and developed during the course of the contact. Typical of contacts at this level are those with persons in their capacities as attorneys; contractors; or representatives of professional organizations, the news media, or public action groups.

Factor 7-3 Purpose of Contacts

The purpose of contacts is to influence, motivate, interrogate, or control persons or groups. The persons contacted may be fearful, skeptical, uncooperative, or dangerous. Therefore, the employee must be skillful in approaching the individual or group in order to obtain the desired effect, such as gaining compliance with established policies and regulations by persuasion or negotiation, or gaining information by establishing rapport with a suspicious informant.

Factor 8-3 Physical Demands

The routine office work is sedentary. The fieldwork requires considerable and strenuous physical exertion, including running, climbing, negotiating obstacles, and physically subduing and lifting uncooperative individuals as required. The work involves the risk of attack without warning, requires use of deadly force only as a last resort.

Factor 9-3 Work Environment

The work environment varies. Fieldwork regularly involves high risks with exposure to potentially dangerous situations or unusual environmental stress, which require a range of safety and other precautions to be observed. The incumbent participates in such field assignments for the purpose of documenting present DAICC practices, testing new operational procedures and/or equipment and operational and technical systems. Approximately 50% of the work is performed in an office setting.
