3.2 Attachment A – TAB General Location Overview
4 Specific Tasks
4.1 Task 1 – Provide an engineering investigation into the cause of frequent sanitary sewer waste “back-ups” to and into building 1237 and each hangar building and provide a topographical survey and engineering investigation as to why storm water run-off floods the area between building 1237 and the hangar buildings.
Objective – Using what the engineering profession considers “best practices,” provide a forensic review and analysis and complete a report of these utility systems serving buildings 1144, 1237, and 1244.
4.1.1 The engineering firm shall conduct a complete video inspection of all existing lateral sewer lines directly connected to and/or serving the buildings and the storm water infrastructure serving the general area of the buildings.
4.1.2 Through engineering calculations, determine the appropriate size of the sanitary waste and storm water infrastructure lines leaving the buildings or area and connecting into Davis Monthan’s main utility infrastructure systems. Calculations shall be based upon the number of fixture units in use in these buildings and a one hundred (100) year maximum rainfall (inches per hour time the number of hours) amount.
4.1.2.1 As a part of the storm water review and analysis, the engineering firm shall complete a topographical survey to include an area of no less than one hundred (100) yards in all directions of building 1237.
4.1.3 The engineering firm shall provide a professional opinion of the condition and proper sizing of these infrastructure lines based upon empirical evidence gathered as a result of the field and historical investigations, engineering calculations, and the topographical survey.
4.1.4 All engineering calculations and analysis shall be prepared by, or under the direct supervision of, an engineer appropriately licensed in the State of Arizona.
4.1.5 This professional opinion shall be presented in a written report, signed by the appropriately licensed engineer in the State of Arizona, which identifies no less than the following:
4.1.5.1 Details of how and when each portion of the engineering investigation and analysis was completed.
4.1.5.2 The detailed findings of each utility as a result of this investigation and analysis.
4.1.5.3 A professional opinion as to the capability, capacity, and worthiness of each utility to continue to serve the buildings and area.
4.1.5.4 If that professional opinion discloses a perceived lack with regards to the ability to serve or continued to serve the buildings and area, include a recommended method of repair and/or correction to the utility found lacking.
4.1.6 The written report shall be accompanied by copies of the video inspection completed on each utility. The video shall be captured on, or transferred to, a compact disk.
4.1.7 The Contractor shall provide as-built drawings at completion of work in AutoCad and pdf format for each utility investigated and the beginning and ending points of the investigation or those utilities detailed in Section 4.0 of this SOW.
